<p>Addressing the issue of missing persons at a national level and uncovering the truth about the fate of the missing through a fair, transparent, and scientific truth-seeking process is of paramount importance for national reconciliation. The Transitional Justice (TJ) process is still not fully installed, thousands of families, until now, do not know what happened to their loved ones. Families of the missing, civil society actors, and human rights defenders advocating for truth and justice often face intimidation and reprisals, while accountability mechanisms remain weak. Inclusive advocacy and capacity building are required to search for all missing persons, while considering their families' social, psychological, financial, and legal needs. The project Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions (hereafter: Missing Persons project ), implemented in partnership between UNSMIL and Our client and funded by the Netherlands' Ministry of Foreign Affairs, was developed based on a preliminary situation analysis and needs assessment to better understand the concerns and demands of families, which revealed a widespread lack of awareness of rights, entitlements, and available services among them, as well as limited access to trusted legal assistance and mental health support (MHPSS). Women, in particular, are disproportionately affected due to socio-economic vulnerability, social stigma surrounding MHPSS, and the absence of effective witness and victim protection laws in Libya. To address this service gap, pilot community-based referral mechanisms (referred to under the project as One-Stop-Shop services) will be operationalized in Tarhuna and Tawergha to provide coordinated access to legal aid, forensic follow-up, administrative assistance, and psychosocial support. The OSS model will function as a trusted community entry point and referral mechanism linking families to relevant authorities and service providers, contributing to the right to truth, justice and reparations. On this basis, Our client will select qualified experts in both localities to oversee the referral system. The two national consultants, one in each city, will serve as the first point of contact between beneficiaries and service providers in their respective communities. The consultants will support intake, referral, case coordination, outreach, and accompaniment of families accessing legal and psychosocial services. The objective of the assignment is to facilitate safe, confidential, and victim-centred access to legal aid and psychosocial support services for families of missing persons in Tawergha through community-based referral and coordination mechanisms. Under the supervision of our clientRule of Law Project Manager, the Transitional Justice Specialist, and in close collaboration with UNSMIL Human Rights team, the Contractor will support the operationalization of a referral system providing legal aid and MHPSS services to families of missing persons in Tawergha. The consultant will serve as the community-based referral focal point and facilitator between beneficiaries and designated service providers. Role objectives Under the supervision of Our client, the consultant will undertake the following tasks: A. Beneficiary Intake and Referral Support Serve as the primary community focal point for beneficiaries accessing the referral mechanism; Conduct intake meetings with families of missing persons in a confidential and victim-centred manner; Assist beneficiaries in completing complaint, intake, consent, and referral forms; Identify legal, psychosocial, protection, and administrative needs of beneficiaries; Conduct preliminary risk and vulnerability assessments and identify urgent protection concerns; Refer beneficiaries to designated lawyers and MHPSS providers in accordance with agreed referral procedures ( SoPs); Ensure regular referral follow-up with beneficiaries and service providers regarding ongoing referrals; Maintain anonymized referral tracking records for monitoring purposes. The consultant shall support referral follow-up and coordination only and shall not provide legal advice, psychosocial counselling, forensic services, or case management. B. Coordination with Lawyers and MHPSS Providers Coordinate appointments and meetings between beneficiaries and legal/MHPSS service providers; Facilitate visits and missions of lawyers, MHPSS experts, and project teams to Tawergha; Support logistical and community coordination for legal awareness sessions, consultations, and outreach activities; Ensure timely communication between beneficiaries, lawyers, MHPSS providers, and our client; Flag urgent or sensitive cases requiring immediate attention. C. Community Outreach and Awareness Support a localized awareness campaign to inform families about available support services and referral pathways; Support awareness-raising activities related to legal rights, available services, and access procedures; Facilitate community meetings and engagement sessions with families, our client and local stakeholders; Support dissemination of communication and awareness materials developed under the project. D. </p><p><strong>Desired Candidate Profile</strong></p><p>Experience working with conflict-affected communities and vulnerable groups Demonstrated professional presence, trusted community relationships, and established access within Tawergha (depending on the duty station) are essential requirements. Applicants must provide evidence of previous work with families of missing persons, victims of conflict, local civil society organisations, community leaders or other relevant local actors in the target area; Experience facilitating confidential referrals, accompanying beneficiaries through legal or psychosocial services, and maintaining trust with vulnerable communities; Previous experience working with the United Nations, international organizations, or donor-funded programmes is an asset. Applicants must demonstrate previous field-based experience in Tawergha, or substantial operational experience with communities from the city. The consultant shall strictly adhere to confidentiality, informed consent, victim-centred, and do-no-harm principles. Personal information collected through the referral mechanism shall only be shared with designated service providers and authorized project personnel on a need-to-know basis and in accordance with applicable data protection protocols. No personal identifying information shall be included in reports submitted to our client unless explicitly authorized.</p>

The consultant will translate technical work and field results into clear, compelling and ethical communications products; maintain digital channels and media engagement; support campaigns, events and senior-level visits; and strengthen systems for planning, content clearance, analytics and asset management.</p><br><br> <p><br><strong>Purpose and objective of the consultancy</strong></p><br> <ol> <li> <p>The overall objective of the consultancy is to support UNFPA Libya in planning and implementing coherent, high-quality and results-focused communications that advance the Country Programme, increase the visibility of UNFPA’s contribution, and engage priority audiences in Arabic and English.</p><br> <p>The specific objectives are to:</p><br> <ul> <li>Develop and implement a communications workplan aligned with UNFPA Libya’s programme, advocacy, partnership and resource-mobilization priorities.</li> <li>Produce timely, accurate and audience-appropriate bilingual communications products that communicate results across sexual and reproductive health, gender-based violence prevention and response, population data, adolescents and youth, and humanitarian action.</li> <li>Strengthen UNFPA Libya’s digital presence, media engagement, donor visibility and support to campaigns, high-level visits and public events.</li> <li>Establish practical systems for content planning and clearance, media monitoring, communications analytics, visual-asset management and institutional memory.</li> <li>Ensure that all communications uphold dignity, informed consent, confidentiality, safeguarding, conflict sensitivity, accessibility and do-no-harm principles.</li> </ul></li> </ol> <p><strong>Scope of work</strong></p><br> <p>Under the direct supervision of the UNFPA Representative and with the close coordination with the International Programme Coordinator or designated Programme Lead, the consultant will undertake the following functions:</p><br> <ol> <li>Strategic communications planning and positioning</li> </ol> <ul> <li>Prepare, regularly update and support implementation of the Country Office communications plan, editorial calendar, audience priorities and performance framework.</li> <li>Advise the Representative and senior management on strategic messaging, positioning, communications opportunities and reputational considerations related to UNFPA’s mandate and programme results.</li> <li>Translate Country Programme priorities, donor-funded results and field evidence into clear communications objectives, key messages and audience-specific products.</li> <li>Develop communications and visibility approaches for priority programme initiatives, including national policy processes, campaigns, launches, international days, field missions and high-level visits.</li> <li>Maintain an efficient internal workflow for requesting, drafting, reviewing, clearing, publishing and archiving communications products.</li> </ul> <p>2. Editorial content, storytelling and senior-management support</p><br> <ul> <li>Draft, edit, proofread and adapt high-quality materials in Arabic and English, including press releases, web stories, human-interest stories, social-media copy, speeches, talking points, briefing notes, fact sheets, brochures, newsletters, campaign materials, donor updates and annual reporting inputs.</li> <li>Work with programme and field colleagues and implementing partners to identify strong, evidence-based human-interest stories that demonstrate results and centre the voices, agency and dignity of women, girls, adolescents, young people and affected communities.</li> <li>Prepare communications and background materials for the Representative, senior UNFPA officials, donors, media and other special-interest groups, including support before and during missions and visits.</li> <li>Ensure technical accuracy, consistent messaging and plain-language presentation of sensitive subjects, including sexual and reproductive health and rights, maternal health, gender-based violence, youth participation, population data, displacement and humanitarian needs.</li> <li>Coordinate translation, editing and quality assurance of externally produced or partner-submitted materials before public release.</li> </ul> <p>3. Digital communications and channel management</p><br> <ul> <li>Manage and regularly update UNFPA Libya’s website and social-media channels with relevant, timely and engaging content, in accordance with corporate guidance and approved access arrangements.</li> <li>Plan digital campaigns and content series; adapt products to platform-specific formats; and use accessible practices such as subtitles, accurate captions, descriptive text and readable graphics where appropriate.</li> <li>Monitor audience engagement and channel performance, identify trends and opportunities, and provide practical recommendations to improve reach, relevance and engagement.</li> </ul><br> <ul> <li>Maintain an up-to-date digital content calendar and coordinate inputs from programme, operations, monitoring, field and management colleagues. <ul> <li>Monitor digital conversations, misinformation and emerging issues relevant to UNFPA’s mandate and promptly alert the supervisor to potential communications or reputational risks.</li> </ul></li> </ul> <p>4. Media relations, campaigns, events and partnerships</p><br> <ul> <li>Develop and maintain constructive working relationships with national and local media, journalists, photographers, content producers and other communications partners.</li> <li>Maintain an updated media map and contact database and support targeted dissemination of press releases, statements, invitations and advocacy materials.</li> <li>Monitor relevant mainstream and online media coverage and provide concise alerts, summaries and recommendations to the Country Office.</li> <li>Support the planning and delivery of media engagements, press events, programme launches, donor visibility moments, campaigns, international days, public events and high-level visits.</li> <li>Contribute actively to joint United Nations communications initiatives, including coordination with the UN Communications Group and relevant regional or headquarters communications teams.</li> <li>Support procurement-related technical inputs and quality assurance for communications services and products, ensuring cost-effectiveness, brand compliance and timely delivery within the consultant’s delegated role.</li> </ul> <p>5. Photography, videography, graphic content and asset management</p><br> <ul> <li>Provide high-quality photography and short-form videography for UNFPA events, programme activities and field missions, and edit or retouch material for appropriate public use.</li> <li>Develop or adapt simple, professional graphics and multimedia products and coordinate with specialized designers, photographers, videographers and production companies when required.</li> <li>Support planning and logistics for photography and film assignments, including shot lists, interview preparation, consent processes, captions, metadata and safe storage.</li> <li>Establish and maintain an organized, searchable communications archive covering publications, press releases, media coverage, photographs, videos, designs, source files, consent records and final approved products.</li> <li>Ensure that the use of images and personal stories complies with UNFPA standards on informed consent, safeguarding, confidentiality, data protection and protection-sensitive communication.</li> </ul> <p>6. Monitoring, reporting and communications capacity</p><br> <ul> <li>Track implementation of the communications plan and report regularly on outputs, reach, engagement, media uptake, campaign performance, lessons learned and recommended adjustments.</li> <li>Maintain clear evidence of publication and visibility and provide communications inputs to donor reports, proposals, situation reports, annual reports, results summaries and resource-mobilization materials.</li> <li>Support programme and partner colleagues to improve the quality of stories, photographs, captions, visibility materials and communications requests through practical guidance, templates and short coaching sessions.</li> <li>Perform other relevant communications tasks requested by the supervisor and consistent with the purpose, level and duration of the consultancy.</li> </ul> <p>Expected deliverables and payment schedule</p><br> <ol> <li> <p>The consultant will work full-time (21.75 days per month). Payments will be made monthly upon satisfactory completion and approval of the agreed outputs and performance report by UNFPA. This includes UN, NGOs and development partners, working closely with the Libyan authorities (both recognized and de-facto governments). • Selected municipalities will have councils adopted or updated local development plans that could serve as demonstration sites for the UNCT’s area-based coordination support. • Humanitarian datasets will be responsibly integrated into government-led systems. • A national DRM strategy will be finalized and validated, an interoperable preparedness SOP tested at the national level. Setting and Reporting The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDG's. The position is located in the United Nations Resident Coordination Office (RCO) in Libya and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader. Responsibilities: Under the delegated authority, the Regional Coordination Officer will provide high-level coordination, analytical and policy support to the RCO and UNCT, contributing to a tangible shift in how the UN operates and how Libyan systems function by June 2026. The incumbent is expected to advance: 1. Local Coordination & Municipal Policy Advisory Support: • Support the UN’s area-based coordination model through regular engagement with municipal councils in the East. • Assist municipalities to integrate displacement management, IDP reintegration, and climate and conflict sensitivity into development and peacebuilding plans. • Facilitate dialogue and coordination between municipal councils, national authorities, UN entities, INGOs, and civil society to ensure coherent, multi-stakeholder planning and implementation. • Coordinate closely with UN Agencies, Funds and Programmes (AFPs) to ensure cross-agency coherence, accountability, and integrated planning at the local level. • Contribute to positioning selected municipalities as demonstration sites for inclusive, evidence-based governance aligned with the UNSDCF. 2. Strengthening Municipal Data Systems: • Consolidate ongoing initiatives to ensure that vetted humanitarian datasets are responsibly integrated into municipal systems for targeting, case management, and resource allocation. • Support interoperability between municipal platforms and national-level systems, promoting harmonized data standards and evidence-informed decision-making. • Support with national institutions to address policy and technical barriers to data-sharing and advance a unified national platform for risk and development information. 3. Institutionalizing DRM, Preparedness and early warning capacities: • Support national counterparts to consolidate nationally owned resilience frameworks and to convene UN technical expertise for finalizing a national Disaster Risk Management (DRM) strategy. • Contribute to the development and testing of a single, inter-institutional SOP for emergency preparedness among national actors. • Support national efforts in strengthening integration between national alert systems and community-level action, enabling timely activation of preparedness measures in health, livelihoods, public safety, and social services. • Coordinate and support UNCT’s emergency preparedness by regularly updating the contingency plan and monitoring early warning indicators and emerging emergencies, working closely with the Rapid Response Mechanism.<br> Qualifications/special skills<br>Advanced university degree (Master's degree or equivalent degree) in public administration, sustainable development, social sciences, communications, civil engineering or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of certification in data analytics, business analytics or data science programs is an advantage. A minimum of two (2) year's work experience in Coordination and Communication is required Work experience with Local government is desirable professional experience with the United Nations is an asset. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Receive and process referrals from multiple entry points, including consular support, detention centers, embassies, hotline, and other IOM procedures, contributing to the orderly and timely collection of migrants information before departure to facilitate their return and reintegration process afterwards.</p><p>Perform AVM assessments for all received and referred migrants, including collection of biodata, documentation, and protection screenings in line with established SOPs.</p><p>Categorize cases into Assisted Voluntary Return (AVR) or Assistance to Vulnerable Migrants (AVM), based on established guidelines,and document the classification accordingly.</p><p>Enter every assessment into MiMOSA with supporting documentation, photographs, and required country-specific forms, maintaining data accuracy standards.</p><p>Review paperwork for single-headed families and upload all necessary documents to MiMOSA in line with internal procedures.</p><p>Refer cases to relevant IOM units or external partners (Medical, MHPSS, Specialized Protection, Consular Support), based on identified needs and established referral pathways.</p><p>Follow up on referred cases using MiMOSA s reporting functions, maintaining up-to-date records and documentation.</p><p>Arrange with the AVM unit for clearance of vulnerable cases prior to the handover of the Travel Ready cases, to support completion of the VHR process.</p><p>Support the handover of all travel-ready cases to the VHR Pre-Departure Case Management Team only once required steps have been completed.</p><p>Conduct field missions to embassies, detention centers, and other locations as required for assessments and assistance.</p><p>Maintain comprehensive and up-to-date case records for all assigned caseloads, completing data entry and reporting requirements in a timely manner.</p><p>Apply protection principles, confidentiality, and dignity throughout the assessment and referral process.</p><p>Perform other duties as assigned in line with the operational needs of the Migrant Protection Unit Project reporting Protection Officer (Mig Returns & Reintg), P3</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>At least an intermediate level of MS office skills; Good organizational skills; Good communication skills</p><p></p></section>
