With targeted, country-wide activities, Our client contributes to increasing access to justice and the delivery or responsive and accountable justice and security services for all living in Libya. The project focuses on three outputs: i) continue to enhance the capacities of institutions to deliver justice services, ii) partner with local government actors to strengthen justice and fight impunity at the community/municipal level, and iii) support CSOs and universities in service delivery. The project is aligned with Our clients new country program and the UN Strategic Cooperation Development Framework (UNSCDF) 2023-2025 and invests in long-term partnerships and robust monitoring and evaluation to ensure sustainable results, prioritization of those most in need, and value for money.</span></div><div><span ><br></span></div><div><span >Our client conducts outcomes, portfolio and programme/project evaluations at different stages of the Country programme to capture and demonstrate evaluative evidence of Our client’s contributions to development results at the country level, as well as to programme-specific objectives and goals. To this end, Our client will carry out an independent final evaluation within the overall provisions contained in the Our client Evaluation Policy.</span></div><div><span ><br></span></div><div><span > The purpose of the final evaluation is (1) to assess the overall results and impact of the project and (2) to serve as an accountability for donors and stakeholders, including beneficiaries. The evaluationwill identify what has been working and what has not and the factors behind them. The evaluation will also draw lessons learned and best practices that may be considered for future programming. The evaluation findings and results will be disseminated to and shared with relevant stakeholders,including donors and government partners, and communicated to project beneficiaries.</span></div><div><span >The independent final evaluation will cover the beginning of the project up to the day of evaluation, August 2026. It will cover all project outputs, activities and processes including conceptualization, design, implementation, monitoring, reporting, and evaluation of results in consultation with all project stakeholders. The evaluation will focus on the support the project has been providing many different fronts on the Missing Persons file in Libya, from institutional strengthening and capacity building for relevant government officials to enabling an environment where rule of laws and human rights are upheld, while bringing justice and responsive services closer to the families of missing persons, as per the project document. The geographic location of the project covers the West, East and South of Libya. As the implementation progressed, the project focuses on two pilot areas, Tawergha and Tarhuna in the West. Evaluation Inception Report. An inception report is the result of preliminary discussion between the project team and the desk review of the relevant documents. The inception report must be produced before any further evaluation activities, such as interviews and field visits. Also, an evaluation matrix that maps out all project stakeholders for data collection, the evaluation design and methodology to approach stakeholders including how cross cutting issues will be addressed, theory of change review. Evaluation Debriefings. The UNCA is a concise, systemic, and prescriptive document. The purpose of the 2026 Libya UNCA is to generate a high-quality, evidence-based, and forward-looking analytical product that will inform the strategic prioritization process for the next UNSDCF and assess the progress towards the SDGs. The UNCA will identify the structural drivers of Libya’s development and peacebuilding challenges, the groups most at risk of being left behind, key risks and weak signals, and the most relevant pathways for SDG acceleration. The UNCA will also strengthen the UNCT’s collective analytical function by creating a shared evidence base, supporting strategic positioning, informing advocacy, partnerships, and decision-making, and enabling more agile programming in a complex and rapidly changing country context. The 2026 Libya UNCA will aim to: 1. Provide an integrated analysis of Libya’s governance, economic, social, environmental, humanitarian, human rights, political, peace, and security context, with attention to regional and transboundary dynamics. 2. Assess Libya’s progress, gaps, and bottlenecks in relation to the SDGs, the 2030 Agenda, and relevant international commitments. 3. Identify the structural and root causes of fragility, exclusion, vulnerability, institutional fragmentation, and uneven development outcomes. 4. Apply a Leave No One Behind lens to analyze the situation of women and girls, children and youth, older persons, persons with disabilities, migrants, refugees, asylum-seekers, IDPs, returnees, minority groups, and conflict-affected communities. 5. Analyze Libya’s financing landscape for sustainable development, including public finance, domestic resource mobilization, international financing, private finance, illicit financial flows, subsidies, oil revenue governance, and opportunities for innovative SDG financing. 6. Identify emerging risks and weak signals that may affect Libya’s development trajectory and the UN’s strategic engagement. 7. Define a concise set of SDG acceleration pathways and strategic implications for the next UNSDCF. In reference to the roadmap for the development of the new UN planning framework starting from 2028, the Resident Coordinator’s Office (RCO) in Libya is hiring an International Individual Contractor to assist, together with the RCO Economist, the UNCT Analytical Team in the development of the new United Nations Country Analysis. The Individual Contractor will perform the responsibilities presented below. The consultant will report to the Head of Office, with day-to-day coordination with the RCO Economist. Duties and Responsibilities 1. Data consolidation and analysis: The UNCA will be informed by a number of existing assessments across sectors by multiple stakeholders in the country. The consultant should consolidate data and analysis produced by the Analytical Team to produce a comprehensive and conflict-sensitive UNCA that captures changing context, development trends, and SDG progress in Libya. All findings should be supported with evidence. The consultant will support the Analytical Team and the RCO Economist in triangulation to ensure that the information and data collected are valid. 2. Support foresight exercise: preparation of a report on the results of the foresight and/or system analysis exercise. The report should present the methodology used, summarize the main findings, highlight key emerging issues and signals, and identify their implications for the country analysis and broader system thinking and foresight exercise. 3. Drafting and Editing: With inputs from and in coordination with the UN Analytical Team and the RCO Economist, who will produce the first draft of each chapter, the consultant should edit, consolidate, and finalize the UNCA. 4. Stakeholder participation and validation: The development of the UNCA will be conducted in a participatory manner, ensuring the involvement of key stakeholders (e.g. government, IFIs, civil society, including women, youth an PwD groups, and those representing the most marginalized, private sectors, and the UN's regional offices) throughout the process. To facilitate inclusive consultations, including on the normative agenda, the consultant should coordinate closely with the Analytical Team and the RCO Economist.<br> Qualifications/special skills<br>A master’s degree in development studies, economics, political economy, public policy, international relations, social sciences, public administration, or a related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A PhD in the same area is desirable. A minimum of 10 years of progressively responsible professional experience in sustainable development analysis, strategic planning, policy analysis, country assessments, UN programming or related fields is required. <p>Benghazi, the second-largest city in Libya, faces significant challenges in providing adequate water services to its population of approximately 850,000 residents. These challenges are exacerbated by rapid urban expansion, aging infrastructure, water scarcity, poor water and sanitation management performance and climate change. Against this backdrop, our clinet jointly with the African Development Bank (AfDB), are supporting the Municipality of Benghazi to develop a comprehensive water infrastructure master plan for Benghazi City. To ensure alignment with the Benghazi Metropolitan Area Master plan1 currently under finalization (as of October 2025), the water infrastructure masterplan will have 2050 as the final planning horizon year. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, and enhancing the resilience of the city's water and sanitation infrastructure. The achievement of this goal is anchored in three project components namely:</p><p>Component A: Inclusive and resilient urban water masterplan for Benghazi</p><p>The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Accordingly, the technical and investment forecasts will be defined for the following horizons:</p><ul><li>Short term (intermediate) 2030</li><li>Long term 2050</li></ul><p>Each horizon and interval between them will be the subject of a priority analysis of the projects and works to be carried out for the achievement of the objectives fixed at the final horizon according to the criteria of urbanization, existing infrastructure, and environmental and socio-economic impacts.</p><p>Component B: Preparation of Water and Sanitation Investment Plan Projects</p><p>An investment plan will be developed by the Consultancy Firm appointed to develop the Benghazi water masterplan and cleared by the competent authorities. The investment plan will include a project prioritization table, following a multi-criteria analysis, established in collaboration with the main stakeholders. The Consultancy Firm will then prepare the preliminary design, full design, and tender documents (including Bills of Quantities) for the top three (3) prioritized investment projects and initial budget estimates. The full / detailed design will be developed for the top three prioritized investment projects, for which at least EUR 100 million (in words: one hundred million) will be expected to be mobilized for infrastructure development.</p><p>Component C: Governance and capacity building of relevant national stakeholders and Project management</p><p>This component will strengthen the project's ownership and relevance by involving the relevant national stakeholders of the sector. These challenges are exacerbated by rapid urban expansion, aging infrastructure, water scarcity, poor water and sanitation management performance and climate change. Against this backdrop, our client jointly with the African Development Bank (AfDB), are supporting the Municipality of Benghazi to develop a comprehensive water infrastructure master plan for Benghazi City. To ensure alignment with the Benghazi Metropolitan Area Master plan1currently under finalization (as of October 2025), the water infrastructure masterplan will have 2050 as the final planning horizon year. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, Component A: Inclusive and resilient urban water masterplan for Benghazi The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Accordingly, the technical and investment forecasts will be defined for the following horizons: Short term (intermediate) 2030 Long term 2050 Each horizon and interval between them will be the subject of a priority analysis of the projects and works to be carried out for the achievement of the objectives fixed at the final horizon according to the criteria of urbanization, existing infrastructure, and environmental and socio-economic impacts. Component B: Preparation of Water and Sanitation Investment Plan Projects An investment plan will be developed by the Consultancy Firm appointed to develop the Benghazi water masterplan and cleared by the competent authorities. The investment plan will include a project prioritization table, following a multi-criteria analysis, established in collaboration with the main stakeholders. The Consultancy Firm will then prepare the preliminary design, full design, and tender documents (including Bills of Quantities) for the top three (3) prioritized investment projects and initial budget estimates. The full / detailed design will be developed for the top three prioritized investment projects, for which at least EUR 100 million (in words: one hundred million) will be expected to be mobilized for infrastructure development. Component C: Governance and capacity building of relevant national stakeholders and Project management This component will strengthen the project's ownership and relevance by involving the relevant national stakeholders of the sector. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Under the overall supervision of the Project Manager (PM) and direct supervision of the DA/MRRM Senior Program Assistant, the successful candidate will be responsible and accountable for assisting on a wide-range of issues associated with implementation of the project related activities and other activities in the field under the Migrant Resource and Response Mechanism (MRRM) project in Zwara.</p><p>In coordination with the supervisors, support the organization of awareness sessions that promote and aim to disseminate the #InformedMigrant information campaign materials including organization of community events, focus group discussions and recreational activities.</p><p>Support the organization and facilitate the implementation and monitoring of relevant dissemination activities in target communities, building upon a network of local and International Non-Governmental Organization (NGOs), and community leaders;</p><p>Support field activities reporting and send regular updates as requested by the supervisors.</p><p>Register and profile migrants receiving assistance during outreach activities.</p><p>Regularly update database and other information management system and send regular updates to the Team Leader and Information Management Assistant as required.</p><p>In coordination with the supervisors, assist to organize regular meetings with the migrants community leaders, and other stakeholders working on migrants assistance as required.</p><p>Participate in needs assessments and pre-distribution assessments as requested by the TL/NO.</p><p>Support the MRRM Outreach Team to provide appropriate assistance to migrants with vulnerabilities including distribution of NFI, food items, and hygiene kits.</p><p>Follow and monitor proper utilization of standard operating procedures, manuals, guidance notes, M&E tools and methodologies in the implementation of project activities as instructed by the supervisors.</p><p>Assist in the logistics arrangements and preparations for social/community events, workshops, or meetings in the field.</p><p>Support the NO and MRRM communication assistant in preparing the visibility materials and collect all the photos of relevant activities, including the interest stories and quotes from the beneficiaries and other stakeholders.</p><p>Contribute to the gender mainstreaming throughout activities, addressing protection, social, environmental, and other relevant cross-cutting concerns.</p><p>Perform any other related responsibilities, as assigned by the supervisors.</p><p>Project reporting DA/MRRM Senior Program Assistant G6</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Key competencies The incumbent is expected to demonstrate the following values and competencies: Values - all CTG staff members must abide by and demonstrate these three values: Inclusion and respect for diversity: respects and promotes individual and cultural differences; encourages diversity and inclusion wherever possible.
