The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). This strategy would include phased implementation roadmap and change management component; 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and LTA. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. The report submitted should not be less than 30 pages. A 2 to 4 pages executive summary of the report. The completed parts should be edited and saved in MS-Word (*.docx file) or an alternate compatible format. PDF format will not be accepted. It should include a table of contents to be automatically upndated followed by a list of all tables and figures. The various parts should be submitted in electronic form and sent to the email address of the designated focal point. Attention is kindly drawn to the need to ensure that the final draft of the outputs be thoroughly reviewed prior to submission and to indicate the sources of tables and diagrams. References to reports and other substantive material should be clearly indicated within the text and noted at the end. It is also essential to send, with the completed output, photocopies or scans of at least the first page of books, reports and bulletins, used as reference material as well as copies of the pages quoted. The content of the generated document shall be the sole property of ESCWA. The consultant shall keep in mind that UN-ESCWA routinely checks all deliverables for plagiarism, using readily available electronic tools. All previously published content, even if written by the selected consultant, must be clearly referenced where required within the text and end-noted at the end of the study. The report submitted by the consultant must not contain quoted and/or previously published text equalling more than 20 per cent of the total number of pages. The consultant shall not publish or announce or reveal the content of the report, partly or entirely, on social media or any other public channel, without ESCWA and GIA permission. Work Location Remote Expected duration 16 weeks Duties and Responsibilities GENERAL SCOPE Digital identity (e-ID) is increasingly recognized as a foundational enabler of sustainable development because it underpins access to services, rights, and economic participation. The UN Sustainable Development Goals explicitly include legal identity for all (SDG 16.9), highlighting its role in inclusion and governance. In fact, e-ID allows individuals to securely prove their identity in digital environments, which improves access to healthcare, education, financial services, and social protection while reducing costs and improving efficiency in delivery. Identity verification is also essential for the resilience of societies and economies. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Globally, the impact of e-ID is transformative but uneven. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national digital identity policy. <p>Libya is increasingly investing in digital transformation of the health sector to strengthen health information systems, improve service delivery, enhance disease surveillance, and support evidence-based decision making. Multiple stakeholders, including the Ministry of Health (MoH), National Center for Disease Control (NCDC), UN agencies, donors, and implementing partners, are supporting digital health initiatives using various platforms and tools. To ensure strategic alignment, coordination, interoperability, and sustainability of digital health investments(DHIS2 and Community health information System), our client seeks two Digital Health Consultant s to lead the Digital Health Technical Working Group (TWG), coordinate partners, support the development and implementation of national digital health priorities, and provide technical leadership for DHIS2 implementation and optimization across Libya.</p><p>The primary goal of this assignment is to provide strategic and technical leadership for digital health systems strengthening in Libya, with a particular focus on coordination of stakeholders, DHIS2 implementation and incorporating community health information system. <p>Benghazi, the second-largest city in Libya, faces significant challenges in providing adequate water services to its population of approximately 850,000 residents. These challenges are exacerbated by rapid urban expansion, aging infrastructure, water scarcity, poor water and sanitation management performance and climate change. Against this backdrop, our clinet jointly with the African Development Bank (AfDB), are supporting the Municipality of Benghazi to develop a comprehensive water infrastructure master plan for Benghazi City. To ensure alignment with the Benghazi Metropolitan Area Master plan1 currently under finalization (as of October 2025), the water infrastructure masterplan will have 2050 as the final planning horizon year. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, and enhancing the resilience of the city's water and sanitation infrastructure. The achievement of this goal is anchored in three project components namely:</p><p>Component A: Inclusive and resilient urban water masterplan for Benghazi</p><p>The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Accordingly, the technical and investment forecasts will be defined for the following horizons:</p><ul><li>Short term (intermediate) 2030</li><li>Long term 2050</li></ul><p>Each horizon and interval between them will be the subject of a priority analysis of the projects and works to be carried out for the achievement of the objectives fixed at the final horizon according to the criteria of urbanization, existing infrastructure, and environmental and socio-economic impacts.</p><p>Component B: Preparation of Water and Sanitation Investment Plan Projects</p><p>An investment plan will be developed by the Consultancy Firm appointed to develop the Benghazi water masterplan and cleared by the competent authorities. The investment plan will include a project prioritization table, following a multi-criteria analysis, established in collaboration with the main stakeholders. The Consultancy Firm will then prepare the preliminary design, full design, and tender documents (including Bills of Quantities) for the top three (3) prioritized investment projects and initial budget estimates. The full / detailed design will be developed for the top three prioritized investment projects, for which at least EUR 100 million (in words: one hundred million) will be expected to be mobilized for infrastructure development.</p><p>Component C: Governance and capacity building of relevant national stakeholders and Project management</p><p>This component will strengthen the project's ownership and relevance by involving the relevant national stakeholders of the sector. Specifically, the Consultancy Firm develop a Capacity Building Plan (aligned to the time horizons as articulated under Component A) to train local authorities, particularly the Municipality of Benghazi, </p><p><strong>Desired Candidate Profile</strong></p><ul><li>Proven experience in liaising with governmental authorities, international organizations, UN and other stakeholders required.</li><li>Experience working on public sector/utility infrastructure development projects is considered a distinct advantage.</li><li>Diplomacy and strong interactive skills necessary for dealing with senior officials in Government, and donor/development organizations as well as partners / stakeholders.</li><li>Excellent oral and written communication, and analytical skills are necessary.</li><li>Demonstrated experience in forging relationships between partners / stakeholders and maintaining effective relationships.</li><li>Strong communication and interpersonal skills, along with problem-solving and conflict resolution abilities, are essential for effectively building and maintaining relationships.</li><li>Strong computer skills and familiarity with Microsoft Office applications</li><li>Strong coordination skills.</li><li>Ability to manage deadlines, document decisions and ensure timely delivery of outputs.</li></ul>
