The project focuses on three outputs: i) continue to enhance the capacities of institutions to deliver justice services, ii) partner with local government actors to strengthen justice and fight impunity at the community/municipal level, and iii) support CSOs and universities in service delivery. The project is aligned with Our clients new country program and the UN Strategic Cooperation Development Framework (UNSCDF) 2023-2025 and invests in long-term partnerships and robust monitoring and evaluation to ensure sustainable results, prioritization of those most in need, and value for money.</span></div><div><span ><br></span></div><div><span >Our client conducts outcomes, portfolio and programme/project evaluations at different stages of the Country programme to capture and demonstrate evaluative evidence of Our client’s contributions to development results at the country level, as well as to programme-specific objectives and goals. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Local Peacebuilding and Resilience Programme (LPRP) represents our client Libya's flagship area-based peacebuilding, resilience, and recovery portfolio implemented across the West, East, and South regions of Libya through three interconnected regional projects: Local Peace and Resilience Programme West Libya PHONE_NUMBER), Local Peace and Resilience Programme South Libya PHONE_NUMBER), and Local Peace and Resilience Programme East Libya PHONE_NUMBER). The programme is financed through a combination of donor contributions. (See Project Information table below). The programme adopts a geographically targeted and conflict-sensitive approach tailored to the specific needs and conflict dynamics of different regions of Libya. Interventions are implemented across multiple municipalities in Western, Eastern, and Southern Libya, including, but not limited to, Tripoli, Tarhouna, Benghazi, Derna, Al Bayda, Sousa, Shahat, Sebha, Ubari, Murzuq, Ghat, Brak Al Shati, Tawergha, Bint Baya, Gurda, and Sharguiya, as well as region-wide and nationwide interventions under the programme. The programme was designed in response to persistent governance, social cohesion, service delivery, and economic development challenges affecting communities across Libya. While conflict dynamics vary across regions, common challenges include weak institutional capacities, limited economic opportunities for youth and women, social fragmentation, insufficient access to quality basic services, exclusion of vulnerable groups from decision-making processes, and limited capacities for conflict prevention and peacebuilding. These challenges are often compounded by displacement, climate-related pressures, economic shocks, and the continued effects of political fragmentation. Particular attention is given to youth, women, internally displaced persons (IDPs), returnees, persons with disabilities, migrants, refugees, and other vulnerable and marginalized populations. The programme recognizes that these groups often face disproportionate barriers to participation in governance processes, access to livelihoods, service delivery, and peacebuilding initiatives. Through targeted interventions, the programme seeks to strengthen their inclusion, participation, leadership, and access to opportunities while promoting the principles of Leave No One Behind (LNOB), gender equality, and human rights. Across the three regions, the programme pursues a common peacebuilding and resilience framework centered around four mutually reinforcing pillars: (i) strengthening local governance and institutional capacities; (ii) enhancing social cohesion, dialogue, and conflict management mechanisms; (iii) promoting inclusive economic recovery, livelihoods, entrepreneurship, and private sector development, particularly for youth and women; and (iv) improving access to basic services and supporting local recovery and reconstruction fund efforts. Interventions are implemented across multiple municipalities in Western, Eastern, and Southern Libya, including, but not limited to, Tripoli, Tarhouna, Benghazi, Derna, Al Bayda, Sousa, Shahat, Sebha, Ubari, Murzuq, Ghat, Brak Al Shati, Tawergha, Bint Baya, Gurda, and Sharguiya, as well as region-wide and nationwide interventions under the programme. The programme was designed in response to persistent governance, social cohesion, service delivery, and economic development challenges affecting communities across Libya. While conflict dynamics vary across regions, common challenges include weak institutional capacities, limited economic opportunities for youth and women, social fragmentation, insufficient access to quality basic services, exclusion of vulnerable groups from decision-making processes, and limited capacities for conflict prevention and peacebuilding. These challenges are often compounded by displacement, climate-related pressures, economic shocks, and the continued effects of political fragmentation. Particular attention is given to youth, women, internally displaced persons (IDPs), returnees, persons with disabilities, migrants, refugees, and other vulnerable and marginalized populations. The programme recognizes that these groups often face disproportionate barriers to participation in governance processes, access to livelihoods, service delivery, and peacebuilding initiatives. Through targeted interventions, the programme seeks to strengthen their inclusion, participation, leadership, and access to opportunities while promoting the principles of Leave No One Behind (LNOB), gender equality, and human rights. Across the three regions, the programme pursues a common peacebuilding and resilience framework centered around four mutually reinforcing pillars: (i) strengthening local governance and institutional capacities; (ii) enhancing social cohesion, dialogue, and conflict management mechanisms; (iii) promoting inclusive economic recovery, livelihoods, entrepreneurship, and private sector development, particularly for youth and women; and (iv) improving access to basic services and supporting local recovery and reconstruction fund efforts. The programme's theory of change is based on the premise that if local institutions are strengthened to analyse conflict, manage tensions, and deliver inclusive and conflict-sensitive services; if sustainable mechanisms for dialogue, participation, and conflict management are established and institutionalized; and if economic opportunities are expanded through livelihoods, entrepreneurship, private sector development, and local economic recovery initiatives, particularly for women, youth, and vulnerable groups, then public trust in institutions will increase, social cohesion will be strengthened, local conflict drivers will be reduced, and communities will become more resilient to conflict, shocks, and future crises. The programme further seeks to strengthen linkages and cooperation between local authorities, civil society organizations, community leaders, women and youth groups, private sector actors, and national institutions. <p>Addressing the issue of missing persons at a national level and uncovering the truth about the fate of the missing through a fair, transparent, and scientific truth-seeking process is of paramount importance for national reconciliation. The Transitional Justice (TJ) process is still not fully installed, thousands of families, until now, do not know what happened to their loved ones. Families of the missing, civil society actors, and human rights defenders advocating for truth and justice often face intimidation and reprisals, while accountability mechanisms remain weak. Inclusive advocacy and capacity building are required to search for all missing persons, while considering their families' social, psychological, financial, and legal needs. The project Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions (hereafter: Missing Persons project ), implemented in partnership between UNSMIL and Our client and funded by the Netherlands' Ministry of Foreign Affairs, was developed based on a preliminary situation analysis and needs assessment to better understand the concerns and demands of families, which revealed a widespread lack of awareness of rights, entitlements, and available services among them, as well as limited access to trusted legal assistance and mental health support (MHPSS). Women, in particular, are disproportionately affected due to socio-economic vulnerability, social stigma surrounding MHPSS, and the absence of effective witness and victim protection laws in Libya. To address this service gap, pilot community-based referral mechanisms (referred to under the project as One-Stop-Shop services) will be operationalized in Tarhuna and Tawergha to provide coordinated access to legal aid, forensic follow-up, administrative assistance, and psychosocial support. The OSS model will function as a trusted community entry point and referral mechanism linking families to relevant authorities and service providers, contributing to the right to truth, justice and reparations. On this basis, Our client will select qualified experts in both localities to oversee the referral system. The two national consultants, one in each city, will serve as the first point of contact between beneficiaries and service providers in their respective communities. The consultants will support intake, referral, case coordination, outreach, and accompaniment of families accessing legal and psychosocial services. The objective of the assignment is to facilitate safe, confidential, and victim-centred access to legal aid and psychosocial support services for families of missing persons in Tawergha through community-based referral and coordination mechanisms. Under the supervision of our clientRule of Law Project Manager, the Transitional Justice Specialist, and in close collaboration with UNSMIL Human Rights team, the Contractor will support the operationalization of a referral system providing legal aid and MHPSS services to families of missing persons in Tawergha. The consultant will serve as the community-based referral focal point and facilitator between beneficiaries and designated service providers. Role objectives Under the supervision of Our client, the consultant will undertake the following tasks: A. Beneficiary Intake and Referral Support Serve as the primary community focal point for beneficiaries accessing the referral mechanism; Conduct intake meetings with families of missing persons in a confidential and victim-centred manner; Assist beneficiaries in completing complaint, intake, consent, and referral forms; Identify legal, psychosocial, protection, and administrative needs of beneficiaries; Conduct preliminary risk and vulnerability assessments and identify urgent protection concerns; Refer beneficiaries to designated lawyers and MHPSS providers in accordance with agreed referral procedures ( SoPs); Ensure regular referral follow-up with beneficiaries and service providers regarding ongoing referrals; Maintain anonymized referral tracking records for monitoring purposes. Result of Service<br>A 2026 United Nations Country Analysis for Libya, and its annexes (List of sources, SDG indicators data matrix, risk matrix, up-to-date list of relevant international treaties, conventions, and agreements that Libya has signed) are developed and endorsed<br> Work Location<br>Tripoli / Libya<br> Expected duration<br>4 Months<br> Duties and Responsibilities<br>The United Nations Country Analysis (UNCA), formerly Common Country Analysis (CCA), is a joint exercise of the UN development system that will provide a contextual, causal, and forward-looking reading of Libya to inform strategic choices, help accelerate progress toward development objectives, and guide the development of a new planning framework. The UNCA is a concise, systemic, and prescriptive document. The purpose of the 2026 Libya UNCA is to generate a high-quality, evidence-based, and forward-looking analytical product that will inform the strategic prioritization process for the next UNSDCF and assess the progress towards the SDGs. The UNCA will identify the structural drivers of Libya’s development and peacebuilding challenges, the groups most at risk of being left behind, key risks and weak signals, and the most relevant pathways for SDG acceleration. The UNCA will also strengthen the UNCT’s collective analytical function by creating a shared evidence base, supporting strategic positioning, informing advocacy, partnerships, and decision-making, and enabling more agile programming in a complex and rapidly changing country context. The 2026 Libya UNCA will aim to: 1. Provide an integrated analysis of Libya’s governance, economic, social, environmental, humanitarian, human rights, political, peace, and security context, with attention to regional and transboundary dynamics. 2. Assess Libya’s progress, gaps, and bottlenecks in relation to the SDGs, the 2030 Agenda, and relevant international commitments. 3. Identify the structural and root causes of fragility, exclusion, vulnerability, institutional fragmentation, and uneven development outcomes. 4. Apply a Leave No One Behind lens to analyze the situation of women and girls, children and youth, older persons, persons with disabilities, migrants, refugees, asylum-seekers, IDPs, returnees, minority groups, and conflict-affected communities. 5. Analyze Libya’s financing landscape for sustainable development, including public finance, domestic resource mobilization, international financing, private finance, illicit financial flows, subsidies, oil revenue governance, and opportunities for innovative SDG financing. 6. Identify emerging risks and weak signals that may affect Libya’s development trajectory and the UN’s strategic engagement. 7. Define a concise set of SDG acceleration pathways and strategic implications for the next UNSDCF. In reference to the roadmap for the development of the new UN planning framework starting from 2028, the Resident Coordinator’s Office (RCO) in Libya is hiring an International Individual Contractor to assist, together with the RCO Economist, the UNCT Analytical Team in the development of the new United Nations Country Analysis. The Individual Contractor will perform the responsibilities presented below. The consultant will report to the Head of Office, with day-to-day coordination with the RCO Economist. Duties and Responsibilities 1. Data consolidation and analysis: The UNCA will be informed by a number of existing assessments across sectors by multiple stakeholders in the country. The consultant should consolidate data and analysis produced by the Analytical Team to produce a comprehensive and conflict-sensitive UNCA that captures changing context, development trends, and SDG progress in Libya. All findings should be supported with evidence. The consultant will support the Analytical Team and the RCO Economist in triangulation to ensure that the information and data collected are valid. 2. Support foresight exercise: preparation of a report on the results of the foresight and/or system analysis exercise. The report should present the methodology used, summarize the main findings, highlight key emerging issues and signals, and identify their implications for the country analysis and broader system thinking and foresight exercise. 3. Drafting and Editing: With inputs from and in coordination with the UN Analytical Team and the RCO Economist, who will produce the first draft of each chapter, the consultant should edit, consolidate, and finalize the UNCA. 4. Stakeholder participation and validation: The development of the UNCA will be conducted in a participatory manner, ensuring the involvement of key stakeholders (e.g. government, IFIs, civil society, including women, youth an PwD groups, and those representing the most marginalized, private sectors, and the UN's regional offices) throughout the process. To facilitate inclusive consultations, including on the normative agenda, the consultant should coordinate closely with the Analytical Team and the RCO Economist.<br> Qualifications/special skills<br>A master’s degree in development studies, economics, political economy, public policy, international relations, social sciences, public administration, or a related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A PhD in the same area is desirable. A minimum of 10 years of progressively responsible professional experience in sustainable development analysis, strategic planning, policy analysis, country assessments, UN programming or related fields is required.
