<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><div><b><span >Overview of position</span><span > </span></b></div><div><span >In January 2023, Our client launched its new three-year project on “Strengthening the rule of law and justice in Libya”, contributing to peace, stability, and an inclusive social contract for Libya. With targeted, country-wide activities, Our client contributes to increasing access to justice and the delivery or responsive and accountable justice and security services for all living in Libya. The project focuses on three outputs: i) continue to enhance the capacities of institutions to deliver justice services, ii) partner with local government actors to strengthen justice and fight impunity at the community/municipal level, and iii) support CSOs and universities in service delivery. The project is aligned with Our clients new country program and the UN Strategic Cooperation Development Framework (UNSCDF) 2023-2025 and invests in long-term partnerships and robust monitoring and evaluation to ensure sustainable results, prioritization of those most in need, and value for money.</span></div><div><span ><br></span></div><div><span >Our client conducts outcomes, portfolio and programme/project evaluations at different stages of the Country programme to capture and demonstrate evaluative evidence of Our client’s contributions to development results at the country level, as well as to programme-specific objectives and goals. To this end, Our client will carry out an independent final evaluation within the overall provisions contained in the Our client Evaluation Policy.</span></div><div><span ><br></span></div><div><span > The purpose of the final evaluation is (1) to assess the overall results and impact of the project and (2) to serve as an accountability for donors and stakeholders, including beneficiaries. The evaluationwill identify what has been working and what has not and the factors behind them. The evaluation will also draw lessons learned and best practices that may be considered for future programming. The evaluation findings and results will be disseminated to and shared with relevant stakeholders,including donors and government partners, and communicated to project beneficiaries.</span></div><div><span >The independent final evaluation will cover the beginning of the project up to the day of evaluation, August 2026. It will cover all project outputs, activities and processes including conceptualization, design, implementation, monitoring, reporting, and evaluation of results in consultation with all project stakeholders. The evaluation will focus on the support the project has been providing many different fronts on the Missing Persons file in Libya, from institutional strengthening and capacity building for relevant government officials to enabling an environment where rule of laws and human rights are upheld, while bringing justice and responsive services closer to the families of missing persons, as per the project document. The geographic location of the project covers the West, East and South of Libya. As the implementation progressed, the project focuses on two pilot areas, Tawergha and Tarhuna in the West. Evaluation Inception Report. An inception report is the result of preliminary discussion between the project team and the desk review of the relevant documents. The inception report must be produced before any further evaluation activities, such as interviews and field visits. The inception report should include an elaborated workplan of the evaluation process together with the timeline as accurate as possible. Also, an evaluation matrix that maps out all project stakeholders for data collection, the evaluation design and methodology to approach stakeholders including how cross cutting issues will be addressed, theory of change review. Evaluation Debriefings. Draft Evaluation Report. Following the activities done by the evaluation team collecting data and evidence, a draft report is expected to be submitted to our clientand UNSMIL for comments and feedback. The UNCA is a concise, systemic, and prescriptive document. The purpose of the 2026 Libya UNCA is to generate a high-quality, evidence-based, and forward-looking analytical product that will inform the strategic prioritization process for the next UNSDCF and assess the progress towards the SDGs. The UNCA will identify the structural drivers of Libya’s development and peacebuilding challenges, the groups most at risk of being left behind, key risks and weak signals, and the most relevant pathways for SDG acceleration. The UNCA will also strengthen the UNCT’s collective analytical function by creating a shared evidence base, supporting strategic positioning, informing advocacy, partnerships, and decision-making, and enabling more agile programming in a complex and rapidly changing country context. The 2026 Libya UNCA will aim to: 1. Provide an integrated analysis of Libya’s governance, economic, social, environmental, humanitarian, human rights, political, peace, and security context, with attention to regional and transboundary dynamics. 2. Assess Libya’s progress, gaps, and bottlenecks in relation to the SDGs, the 2030 Agenda, and relevant international commitments. 3. Identify the structural and root causes of fragility, exclusion, vulnerability, institutional fragmentation, and uneven development outcomes. 4. Apply a Leave No One Behind lens to analyze the situation of women and girls, children and youth, older persons, persons with disabilities, migrants, refugees, asylum-seekers, IDPs, returnees, minority groups, and conflict-affected communities. 5. Analyze Libya’s financing landscape for sustainable development, including public finance, domestic resource mobilization, international financing, private finance, illicit financial flows, subsidies, oil revenue governance, and opportunities for innovative SDG financing. 6. Identify emerging risks and weak signals that may affect Libya’s development trajectory and the UN’s strategic engagement. 7. Define a concise set of SDG acceleration pathways and strategic implications for the next UNSDCF. In reference to the roadmap for the development of the new UN planning framework starting from 2028, the Resident Coordinator’s Office (RCO) in Libya is hiring an International Individual Contractor to assist, together with the RCO Economist, the UNCT Analytical Team in the development of the new United Nations Country Analysis. The Individual Contractor will perform the responsibilities presented below. The consultant will report to the Head of Office, with day-to-day coordination with the RCO Economist. Duties and Responsibilities 1. Data consolidation and analysis: The UNCA will be informed by a number of existing assessments across sectors by multiple stakeholders in the country. The consultant should consolidate data and analysis produced by the Analytical Team to produce a comprehensive and conflict-sensitive UNCA that captures changing context, development trends, and SDG progress in Libya. All findings should be supported with evidence. The consultant will support the Analytical Team and the RCO Economist in triangulation to ensure that the information and data collected are valid. 2. Support foresight exercise: preparation of a report on the results of the foresight and/or system analysis exercise. The report should present the methodology used, summarize the main findings, highlight key emerging issues and signals, and identify their implications for the country analysis and broader system thinking and foresight exercise. 3. Drafting and Editing: With inputs from and in coordination with the UN Analytical Team and the RCO Economist, who will produce the first draft of each chapter, the consultant should edit, consolidate, and finalize the UNCA. 4. Stakeholder participation and validation: The development of the UNCA will be conducted in a participatory manner, ensuring the involvement of key stakeholders (e.g. government, IFIs, civil society, including women, youth an PwD groups, and those representing the most marginalized, private sectors, and the UN's regional offices) throughout the process. To facilitate inclusive consultations, including on the normative agenda, the consultant should coordinate closely with the Analytical Team and the RCO Economist.<br> Qualifications/special skills<br>A master’s degree in development studies, economics, political economy, public policy, international relations, social sciences, public administration, or a related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A PhD in the same area is desirable. A minimum of 10 years of progressively responsible professional experience in sustainable development analysis, strategic planning, policy analysis, country assessments, UN programming or related fields is required. In the context of ongoing political and institutional fragmentation since 2011, the country continues to face significant challenges in ensuring effective border governance and management across its extensive land and maritime borders. Libya shares approximately 4,300 kilometres of land borders with Niger, Chad, Sudan, Algeria, Tunisia, and Egypt. Large sections of these borders extend across remote and sparsely populated desert areas characterised by limited state presence, inadequate infrastructure, and constrained operational capacities. These conditions contribute to a high degree of border porosity and present substantial challenges to the effective monitoring and control of cross-border movements.<br>The security and governance dynamics in Libya’s border areas are closely linked to broader regional trends, particularly in the Sahel, where persistent instability, the presence of non-state armed groups, political transitions, and socio-economic vulnerabilities continue to drive insecurity and population movements. These dynamics are further exacerbated by environmental stressors and limited livelihood opportunities, contributing to increased mobility and displacement across borders. Within this context, Libya is affected by complex and interrelated cross-border challenges, including:<br>• Mixed migration flows involving migrants, asylum seekers, and refugees transiting through Libya, often in vulnerable situations.<br>• The activities of transnational organised crime networks engaged in the smuggling and trafficking of persons, weapons, fuel, and illicit substances.<br>• The movement of armed groups and foreign fighters across porous border areas.<br>• The potential exploitation of ungoverned or weakly governed spaces by terrorist and violent extremist actors.<br>These challenges have implications not only for Libya’s national security and stability but also for regional peace and security, including in neighbouring Sahelian and North African countries. This approach emphasises effective coordination among relevant national authorities, including border guards, customs, migration services, and law enforcement agencies, as well as enhanced cooperation with neighbouring countries and regional partners.<br>In line with international standards and guidance developed by relevant organisations, including the United Nations, the World Customs Organization (WCO), and the World Bank, effective border management requires a balanced and comprehensive approach that integrates security considerations with the facilitation of legitimate trade and mobility, the protection of human rights, and the promotion of sustainable development in border areas. Against this backdrop, the development of a comprehensive Border Management Strategy for Libya is considered a priority. Strategic National Partnerships (Government & Public Institutions)</strong><br> · Serve as a primary liaison between UNFPA and national counterparts, ensuring consistent engagement, information flow, and problem-solving for smooth programme implementation.<br> · Strengthen strategic partnerships with national and local authorities, including line ministries, municipal structures, and specialized agencies relevant to UNFPA’s mandate.<br> · Support the development, negotiation, and finalization of tailored Note Verbales, Memoranda of Agreement (MoAs) and other documents with government institutions, ensuring alignment with UNFPA programmatic priorities.<br> · Conduct continuous political, social, and economic analysis to identify opportunities, risks, and entry points for expanded collaboration.<br> · Lead regular engagement with authorities at central and municipal levels to resolve bottlenecks, ensure programme access, mitigate risk, and maintain compliance with interagency SOPs.<br> · Maintain strong relationships with implementing partners, academic institutions, and other national actors, ensuring that partnership frameworks remain up-to-date on the UN Partner Portal and internal systems.<br> · Conduct ongoing mapping of national stakeholders, including CSOs and academic institutions, to identify new and innovative partnership opportunities.<br> · Provide regular briefings and intelligence updates to the Representative and CO management on partnership dynamics, media scanning, opportunities, emerging sensitivities, and risks.<br><strong>B. National Private-Sector Partnerships & Resource Mobilization (CSR Focus)</strong><br> Develop a strategic engagement plan for national private-sector entities aligned with UNFPA’s mandate, including reproductive health, gender-based violence, youth empowerment, and population data.<br> · Identify and cultivate relationships with companies and business associations interested in Corporate Social Responsibility (CSR), cause-based funding, in-kind support, or joint advocacy.<br> · Translate UNFPA program priorities into compelling value propositions for the private sector, focusing on shared value, reputational benefit, and community impact.<br> · Coordinate with Programme teams to structure CSR partnerships—including sponsorships, co-funding, product/service contributions, and awareness-raising campaigns.<br> · Support the Representative in high-level outreach, negotiation, and partnershipbuilding efforts with corporate leadership.<br> · Maintain an updated database of private-sector actors, opportunities, and relationship progress.<br> · Prepare briefs, concept notes, and partnership pitches tailored to business audiences.<br> · Ensure due diligence, documentation, and compliance with UNFPA and UN policieson private-sector engagement.</p><br><p><strong>C. Programme Support, Access Facilitation & Problem-Solving</strong></p><br><p>Support the preparation, launch, and management of Requests for Proposals and partner selection processes on the UN Partner Portal.<br> · Monitor partnership documentation, agreements, and compliance requirements, ensuring timely updates of supplier profiles, agreements, and annual workplans.<br> · Support partners in implementing assurance recommendations (micro-assessments, audits, and spot checks), including PSEA and safeguarding action plans.<br> · Conduct field visits to engage partners, assess challenges, collect feedback, and escalate issues to programme teams for timely action.<br> · Facilitate coordination and access with government and non-government actors across programme locations—helping troubleshoot administrative, political, or operational bottlenecks.<br> · Facilitate and support the work of consultants, advisors, and technical experts in engaging national counterparts and accessing relevant stakeholders.<br> · Provide regular updates during Programme Team meetings and ensure follow-up on agreed action points.</p><br><p><br> D<strong>- Support Partnership Intelligence, Communication & Reporting</strong></p><br><ul> <li>Provide regular updates to the Representative and International Programme Coordinator on partnership developments, risks, opportunities, and required strategic decisions.</li> <li>Prepare briefs, meeting notes, and documentation of engagement with partners and authorities.</li> <li>Ensure that all partnership materials, Note Verbales, reports, and field visit findings are uploaded to CO knowledge-management systems (iDocs).</li> <li>Support internal and external communication on partnership achievements, opportunities, and programmatic highlights.</li> <li>Provide regular updates during the program team meetings on the results and key<br> highlights from field visits and meetings with partners, stakeholders, take note of the action<br> points and follow up on their implementation.<br> ● Constantly Analyze and interpret political, social and economic environment relevant<br> to UNFPA mandate, and identify opportunities and threats for the agency’s assistance and<br> intervention.</li></ul><p><strong>E.
