<p>Under general supervision, provides well site service to customers. Applies content learned through the formal training program in fluids chemistry, volume and hydraulics calculations, routine and specialized testing, separation equipment theory and application, and well site service delivery. Conducts and interprets results of routine and specialized testing in order to provide technical solutions. Operates separation and waste management equipment and demonstrates understanding of the affect on overall fluid performance. Works directly with both fluids and equipment supervisors and technical professionals. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Provides support in anesthesia for routine and complex surgical cases by preparing and maintaining patient monitoring devices and anesthesia delivery systems before, during, and after anesthesia. Responsibilities include but are not limited to assisting the licensed anesthesia provider in various settings, performing duties under the direct supervision of the licensed anesthesia provider, and providing support for routine surgical cases. Identifies safety concerns in the age-related population and is able to institute protective measures to provide a safe environment.</span></span></span></span></p><br>

<br><br><u><b>Job Responsibilities 1</b></u>
<br><p><span><span>Provides assistance with invasive and non-invasive techniques (excluding the catheter insertion) which includes the following: direct systemic arterial, right arterial, central venous and pulmonary artery pressure measurements, patient monitoring and set up for anesthetic and respiratory gas, blood draw and placing EKG electrodes, blood pressure cuff and pulse oximetry on the patient. </span></span></p><br>
<p><span><span>Assists the licensed anesthesia provider in difficult airway intubation by providing video laryngoscopy equipment and/or fiber optic intubation scope as requested. Knowledgeable in the techniques used in securing an open airway, e.g., jaw thrust, jaw lift, or tongue hold.</span></span></p><br>
<p><span><span>Executes the Malignant Hyperthermia protocol as it pertains to the preparation of the anesthesia machine.</span></span></p><br>
<p><span><span>Awareness of appropriate procedure to properly respond to codes and initiate the proper procedures to assist the licensed anesthesia provider and OR staff.</span></span></p><br>

Controls and maintains all perioperative anesthesia equipment and devices. Handles equipment and instruments correctly to provide appropriate availability and safety.</span></span></p><br>
