<h2 class="h5">وصف الوظيفة</h2> <div class="t-break" data-jb-field="description"> ملخص الوظيفة فني المختبرات II مسؤول عن إجراء وتقديم التحليل للاختبارات التشخيصية من البسيطة إلى المعقدة في القسم المختص وتقديم خدمات فحص الدم لاسيما لسحوبات الدم الصعبة. مسؤوليات العمل 1 يشارك بنشاط في العمل الفني والتحليلي للقسم. التنسيق مع قائد الفريق حول ملاءمة الاختبارات والنتائج والاختبارات الإضافية عند الضرورة. يراقب ويسجل ويبلغ النتائج ويراجع المناقشات لتصحيح مناطق القلق إذا لزم الأمر. يحدد المشاكل التي قد تؤثر سلباً على أداء الاختبار أو الإبلاغ عن نتائج الاختبار ويصحح المشكلة أو يبلغ قائد الفريق. يرد على الأسئلة/الاستفسارات ويحُل المشكلات المتعلقة بطلبات الاختبار ومتطلبات العينة وإضافات الاختبار وتغييرات الأولوية (من روتيني إلى STAT والعكس) ونتائج المرضى. يحقّق ويتخذ إجراءات لحل المشاكل المتعلقة بالطرق التحليلية والمعدات. يجمع عينات المختبر ويُجري الإجراءات المخبرية المعينة والاختبارات الأخرى حسب الحاجة ويربط النتائج غير الطبيعية فوراً للموظفين المناسبين. يُصدق على جميع النتائج الحرجة ويوثق المتابعة الدقيقة. يجري فحص سحب الدم للأطفال والبالغين. يقدم دعم فحص الدم للوحدات السريرية الأخرى للمرضى الذين لديهم عروق صعبة. يجمع الدم الوريدي والنازف باستخدام الاحتياطات التي تضمن سلامة المريض وموظفي المختبر. يؤكد هوية المريض بشكل إيجابي ويسجل معلومات الجمع المناسبة في نظام معلومات المركز أو على نموذج طلب المختبر. يتأكد من أن جميع جمع العينات ومعالجتها يتم وفق إرشادات JCI وCAP وISO15189. يُوثّق إجراءات المختبر بشكل مناسب لضمان دقة سجلات المختبر. يساعد قائد الفريق في إدارة المخزون الذي يشمل مراقبة المخزون والطلب. يُشغّل معدات المختبر المعقدة الآلية وبرمجيات الحاسوب والأجهزة الدقيقة. بالاشتراك مع قائد الفريق، يقدم نصائح فنية حول، ويساعد في اختيار/التحقق من معدات جديدة. مسؤوليات العمل 2 يتحمل مسؤولية صيانة واستخدام المعدات بأمان داخل القسم. يستخدم نظام معلومات المختبر (LIS) لإنتاج إحصاءات العمل، وتشغيل الاستعلامات وتقييم جودة البيانات وفق معايير محددة. مسؤول عن التخطيط والتنفيذ وتقييم تحليل الاختبارات المخبرية ومراقبة الجودة. يضمن الامتثال لجميع السياسات والإجراءات. يلتزم بمعايير KMC وفقاً لسياسة السلوك المهني وسياسات تضارب المصالح. يلتزم بسياسات وإجراءات مراقبة الجودة في المختبر ويُجري ويُراجع ويوثق جميع أنشطة مراقبة الجودة وفقاً لذلك. يساعد في ضمان توفير خدمة عالية الجودة وفعالة من حيث التكلفة مع التركيز على ضمان الجودة في جميع جوانب القسم الذي يشرف عليه من خلال رصد وتدقيق مراقبة الجودة الداخلية. يتأكد من أن إجراءات مراقبة الجودة تُتبع قبل إصدار البيانات السريرية. يراجع ويقيّم مراقبة الجودة والكفاءة والقدرات. مسؤوليات إضافية 3 معرفة ومهارات العمل خبير في فحص الدم للأطفال والبالغين. المعرفة الوظيفية والخبرة السريرية في المختبرات الإكلينيكية. معرفة وخبرة في سلامة المخاطر بالمختبرات الإكلينيكية. معرفة بمعايير وإرشادات ISO 15189/CAP/JCI. إظهار مهارات تحليلية واتخاذ قرار قوية. اتصال ممتاز ومهارات التعامل مع الآخرين. إتقان حزمة Microsoft Office الخبرة الوظيفية خبرة لا تقل عن 4 سنوات في المختبرات الإكلينيكية كعالم/فني إكلينيكي مرخّح (مطلوب). خبرة لا تقل عن 3 سنوات في فحص الدم في مستشفى للأطفال (مطلوب) خبرة لا تقل عن 3 سنوات كفني في مختبر CAP أو ISO15189 (مفضل) خبرة لا تقل عن سنتين في منطقة الخليج (مفضل) الكفاءات المرونة تحليل البيانات وتفسيرها L3 الاختبار والتحليل المخبري L3 التعامل مع العينات والتحضير L3 التوافق التنظيمي L3 ضمان الجودة والتحكم L3 الذكاء الاصطناعي الطليعي المرونة الجودة القيادة التعليم درجة البكالوريوس في الهندسة الحيوية الطبية أو أي مجال ذو صلة

<h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> Job Summary The Laboratory Technologist II is responsible to perform and provide analysis for low to high complex diagnostic testing in the relevant section and provide Phlebotomy services especially for difficult blood draws.  Job Responsibilities 1 Actively participates in the technical and analytical work of the section.  Liaises with the Team Lead on appropriateness of tests, results, and additional testing as required.  Monitors, records, reports back results, and participates in discussions to rectify areas of concern if necessary.  Identifies problems that may adversely affect test performance or reporting of test results and either corrects the problem or notifies the Team Lead.  Responds to questions/queries and resolves problems pertaining to test requisitions, specimen requirements, test additions, priority changes (from routine to STAT and vice versa) and patient results.  Investigates and takes action to resolve the problems with analytical methods and equipment.  Collects laboratory specimens and performs assigned laboratory procedures and other tests as necessary and immediately reports abnormal findings to appropriate staff. Verifies all critical results and documents with accurate follow-up. Performs pediatric and adult phlebotomy.  Provides phlebotomy support to other clinical units for patients with difficult veins.  Collects venous and capillary blood, using precautions that ensure the safety of the patient and Laboratory staff.  Performs positive patient identification and records appropriate collection information in the Center information system or on the Laboratory requisition form.  Ensures that all specimen collections and processing are performed in compliance with JCI, CAP and ISO15189 guidelines.  Performs appropriate documentation of Laboratory procedures to assure the accuracy of Laboratory records.  Assists the Team Lead in inventory management which includes stock monitoring and ordering.  Operates complex automated Laboratory equipment, computer software, and precision instruments.  In liaison with the Team Lead, provides technical advice on, and assists in the selection / validation of new equipment.  Job Responsibilities 2 Takes responsibility for the maintenance and safe use of equipment within the section. Uses Laboratory Information System (LIS) to generate workload statistics, run queries and assess quality of data according to defined criteria.  Responsible for planning, performing, and evaluating Laboratory testing analysis and quality control.  Ensures compliance to all policies and procedures.  Adheres to KMC standards as per the Code of Conduct and Conflict of Interest policies.  Adheres to the Laboratory’s quality control policies and procedures and performs, reviews, and documents all quality control activities accordingly.  Helps ensure the provision of a high quality, cost-effective service with the emphasis on quality assurance in all aspects of the section supervised by monitoring and audit of internal quality control.  Ascertains that quality control procedures are followed prior to releasing clinical data.  Reviews and evaluates quality control, proficiency, and competency. <section>Job DescriptionRoles & Responsibilities<div class="paragraph">The Logistics Specialist is responsible to manage and coordinate the domestic or international movement of assets, products, and materials upon the request of the Business Line. They optimize equipment utilization, select the most cost-effective routings and MoTs and plan / book these shipments with approved carriers and 3PLs, comply with the selection of preferred contracted carriers or internal fleet, and secure delivery as per the established service level. Be the BL's logistics focal point for their logistics movements. Validate transport requests and required delivery dates for a defined geographic region or lane(s) to achieve on-time delivery. Prepare equipment load plans per planning standard operating procedures to maximize rental and call-out equipment utilization. Leverage planning and use rate checker tools to achieve competitive costs by applying preferred contracted rates. Plan effective shipment/truck routings, leverage consolidation/cargo optimization, and maximize backload opportunities to drive down costs where possible. Monitor shipment execution, track shipment movements and manage deviations with our logistics suppliers while keep internal stakeholders updated. Manage weekly fixed schedules and regional milk runs. Issue work orders before each move with associated cost approvals. Identify logistics network improvement projects or opportunities. Ensure full compliance of transports with the international transport regulations. Monitor cargo moves status and performances and investigates deviations. Implement proactive and corrective measures combined with appropriate communication when early warning signs of deviation are detected. Assess carrier performance with respect to on-time delivery and on-time pickup. Manage international or domestic logistics movements ensuring compliance with Schlumberger policies and processes as well as local regulations including but not limited to finance, personnel, LTC guidelines and QHSE. Ensure proper storage of electronic documents in the system. Act as the interface with the Import/Export Teams and assure smooth communication flow between parties. Participate in the performance analysis meeting. Monitor and capture logistics milestone data in the business system. Report any deviation in QUEST and follow up on action plan to ensure continuous improvement on service quality. Obtain the necessary freight cost approval from the Business line representatives and shortlist offers from Freight Forwarders in the bidding system. <section>Job DescriptionRoles & Responsibilities<div class="paragraph">From an automated government through e-Government to a smart and open government, technology and innovation have become vital tools for managing and conducting government business, serving its citizens, and achieving its development targets. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). This strategy would include phased implementation roadmap and change management component; 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and LTA. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. Writing should use gender-sensitive language.</div></section><section>Desired Candidate ProfileA Master's degree in ICT, technology, engineering, computer science or a related field is required.
