<p>Addressing the issue of missing persons at a national level and uncovering the truth about the fate of the missing through a fair, transparent, and scientific truth-seeking process is of paramount importance for national reconciliation. The Transitional Justice (TJ) process is still not fully installed, thousands of families, until now, do not know what happened to their loved ones. Families of the missing, civil society actors, and human rights defenders advocating for truth and justice often face intimidation and reprisals, while accountability mechanisms remain weak. Inclusive advocacy and capacity building are required to search for all missing persons, while considering their families' social, psychological, financial, and legal needs. The project Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions (hereafter: Missing Persons project ), implemented in partnership between UNSMIL and Our client and funded by the Netherlands' Ministry of Foreign Affairs, was developed based on a preliminary situation analysis and needs assessment to better understand the concerns and demands of families, which revealed a widespread lack of awareness of rights, entitlements, and available services among them, as well as limited access to trusted legal assistance and mental health support (MHPSS). Women, in particular, are disproportionately affected due to socio-economic vulnerability, social stigma surrounding MHPSS, and the absence of effective witness and victim protection laws in Libya. To address this service gap, pilot community-based referral mechanisms (referred to under the project as One-Stop-Shop services) will be operationalized in Tarhuna and Tawergha to provide coordinated access to legal aid, forensic follow-up, administrative assistance, and psychosocial support. The OSS model will function as a trusted community entry point and referral mechanism linking families to relevant authorities and service providers, contributing to the right to truth, justice and reparations. On this basis, Our client will select qualified experts in both localities to oversee the referral system. The two national consultants, one in each city, will serve as the first point of contact between beneficiaries and service providers in their respective communities. The consultants will support intake, referral, case coordination, outreach, and accompaniment of families accessing legal and psychosocial services. The objective of the assignment is to facilitate safe, confidential, and victim-centred access to legal aid and psychosocial support services for families of missing persons in Tawergha through community-based referral and coordination mechanisms. Under the supervision of our clientRule of Law Project Manager, the Transitional Justice Specialist, and in close collaboration with UNSMIL Human Rights team, the Contractor will support the operationalization of a referral system providing legal aid and MHPSS services to families of missing persons in Tawergha. The consultant will serve as the community-based referral focal point and facilitator between beneficiaries and designated service providers. Role objectives Under the supervision of Our client, the consultant will undertake the following tasks: A. Beneficiary Intake and Referral Support Serve as the primary community focal point for beneficiaries accessing the referral mechanism; Conduct intake meetings with families of missing persons in a confidential and victim-centred manner; Assist beneficiaries in completing complaint, intake, consent, and referral forms; Identify legal, psychosocial, protection, and administrative needs of beneficiaries; Conduct preliminary risk and vulnerability assessments and identify urgent protection concerns; Refer beneficiaries to designated lawyers and MHPSS providers in accordance with agreed referral procedures ( SoPs); Ensure regular referral follow-up with beneficiaries and service providers regarding ongoing referrals; Maintain anonymized referral tracking records for monitoring purposes. The consultant shall support referral follow-up and coordination only and shall not provide legal advice, psychosocial counselling, forensic services, or case management. B. Coordination with Lawyers and MHPSS Providers Coordinate appointments and meetings between beneficiaries and legal/MHPSS service providers; Facilitate visits and missions of lawyers, MHPSS experts, and project teams to Tawergha; Support logistical and community coordination for legal awareness sessions, consultations, and outreach activities; Ensure timely communication between beneficiaries, lawyers, MHPSS providers, and our client; Flag urgent or sensitive cases requiring immediate attention. C. Community Outreach and Awareness Support a localized awareness campaign to inform families about available support services and referral pathways; Support awareness-raising activities related to legal rights, available services, and access procedures; Facilitate community meetings and engagement sessions with families, our client and local stakeholders; Support dissemination of communication and awareness materials developed under the project. D. </p><p><strong>Desired Candidate Profile</strong></p><p>Experience working with conflict-affected communities and vulnerable groups Demonstrated professional presence, trusted community relationships, and established access within Tawergha (depending on the duty station) are essential requirements. Applicants must provide evidence of previous work with families of missing persons, victims of conflict, local civil society organisations, community leaders or other relevant local actors in the target area; Experience facilitating confidential referrals, accompanying beneficiaries through legal or psychosocial services, and maintaining trust with vulnerable communities; Previous experience working with the United Nations, international organizations, or donor-funded programmes is an asset. Applicants must demonstrate previous field-based experience in Tawergha, or substantial operational experience with communities from the city. The consultant shall strictly adhere to confidentiality, informed consent, victim-centred, and do-no-harm principles. Libya shares approximately 4,300 kilometres of land borders with Niger, Chad, Sudan, Algeria, Tunisia, and Egypt. Large sections of these borders extend across remote and sparsely populated desert areas characterised by limited state presence, inadequate infrastructure, and constrained operational capacities. These conditions contribute to a high degree of border porosity and present substantial challenges to the effective monitoring and control of cross-border movements.<br>The security and governance dynamics in Libya’s border areas are closely linked to broader regional trends, particularly in the Sahel, where persistent instability, the presence of non-state armed groups, political transitions, and socio-economic vulnerabilities continue to drive insecurity and population movements. These dynamics are further exacerbated by environmental stressors and limited livelihood opportunities, contributing to increased mobility and displacement across borders. Within this context, Libya is affected by complex and interrelated cross-border challenges, including:<br>• Mixed migration flows involving migrants, asylum seekers, and refugees transiting through Libya, often in vulnerable situations.<br>• The activities of transnational organised crime networks engaged in the smuggling and trafficking of persons, weapons, fuel, and illicit substances.<br>• The movement of armed groups and foreign fighters across porous border areas.<br>• The potential exploitation of ungoverned or weakly governed spaces by terrorist and violent extremist actors.<br>These challenges have implications not only for Libya’s national security and stability but also for regional peace and security, including in neighbouring Sahelian and North African countries. Border communities, particularly in remote areas, are disproportionately affected by these dynamics, facing limited access to services, economic marginalisation, and heightened protection risks.<br>The Government of Libya has taken steps to address these challenges, including the development of strategic frameworks such as the “Security Plan to Reduce Smuggling and Control the Borders” and the “Four Lines of Defense” concept. In this regard, there is a recognized need to strengthen border governance through an integrated and coordinated approach. The European Union’s Integrated Border Management (IBM) concept offers a relevant reference framework, promoting a multi-agency, multi-level, and whole-of-government approach to border<br>management. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis).
