<h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> Result of Service A 2026 United Nations Country Analysis for Libya, and its annexes (List of sources, SDG indicators data matrix, risk matrix, up-to-date list of relevant international treaties, conventions, and agreements that Libya has signed) are developed and endorsed Work Location Tripoli / Libya Expected duration 4 Months Duties and Responsibilities The United Nations Country Analysis (UNCA), formerly Common Country Analysis (CCA), is a joint exercise of the UN development system that will provide a contextual, causal, and forward-looking reading of Libya to inform strategic choices, help accelerate progress toward development objectives, and guide the development of a new planning framework. The UNCA is a concise, systemic, and prescriptive document. The purpose of the 2026 Libya UNCA is to generate a high-quality, evidence-based, and forward-looking analytical product that will inform the strategic prioritization process for the next UNSDCF and assess the progress towards the SDGs. The UNCA will identify the structural drivers of Libya’s development and peacebuilding challenges, the groups most at risk of being left behind, key risks and weak signals, and the most relevant pathways for SDG acceleration. The UNCA will also strengthen the UNCT’s collective analytical function by creating a shared evidence base, supporting strategic positioning, informing advocacy, partnerships, and decision-making, and enabling more agile programming in a complex and rapidly changing country context. The 2026 Libya UNCA will aim to: 1. Provide an integrated analysis of Libya’s governance, economic, social, environmental, humanitarian, human rights, political, peace, and security context, with attention to regional and transboundary dynamics. 2. Assess Libya’s progress, gaps, and bottlenecks in relation to the SDGs, the 2030 Agenda, and relevant international commitments. 3. Identify the structural and root causes of fragility, exclusion, vulnerability, institutional fragmentation, and uneven development outcomes. 4. Apply a Leave No One Behind lens to analyze the situation of women and girls, children and youth, older persons, persons with disabilities, migrants, refugees, asylum-seekers, IDPs, returnees, minority groups, and conflict-affected communities. 5. Analyze Libya’s financing landscape for sustainable development, including public finance, domestic resource mobilization, international financing, private finance, illicit financial flows, subsidies, oil revenue governance, and opportunities for innovative SDG financing. 6. Identify emerging risks and weak signals that may affect Libya’s development trajectory and the UN’s strategic engagement. 7. Define a concise set of SDG acceleration pathways and strategic implications for the next UNSDCF. In reference to the roadmap for the development of the new UN planning framework starting from 2028, the Resident Coordinator’s Office (RCO) in Libya is hiring an International Individual Contractor to assist, together with the RCO Economist, the UNCT Analytical Team in the development of the new United Nations Country Analysis. The Individual Contractor will perform the responsibilities presented below. The consultant will report to the Head of Office, with day-to-day coordination with the RCO Economist. Duties and Responsibilities 1. Data consolidation and analysis: The UNCA will be informed by a number of existing assessments across sectors by multiple stakeholders in the country. The consultant should consolidate data and analysis produced by the Analytical Team to produce a comprehensive and conflict-sensitive UNCA that captures changing context, development trends, and SDG progress in Libya. All findings should be supported with evidence. The consultant will support the Analytical Team and the RCO Economist in triangulation to ensure that the information and data collected are valid. 2. Support foresight exercise: preparation of a report on the results of the foresight and/or system analysis exercise. The report should present the methodology used, summarize the main findings, highlight key emerging issues and signals, and identify their implications for the country analysis and broader system thinking and foresight exercise. 3. Drafting and Editing: With inputs from and in coordination with the UN Analytical Team and the RCO Economist, who will produce the first draft of each chapter, the consultant should edit, consolidate, and finalize the UNCA. 4. Stakeholder participation and validation: The development of the UNCA will be conducted in a participatory manner, ensuring the involvement of key stakeholders (e.g. government, IFIs, civil society, including women, youth an PwD groups, and those representing the most marginalized, private sectors, and the UN's regional offices) throughout the process. To facilitate inclusive consultations, including on the normative agenda, the consultant should coordinate closely with the Analytical Team and the RCO Economist. Qualifications/special skills A master’s degree in development studies, economics, political economy, public policy, international relations, social sciences, public administration, or a related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A PhD in the same area is desirable. A minimum of 10 years of progressively responsible professional experience in sustainable development analysis, strategic planning, policy analysis, country assessments, UN programming or related fields is required. The security and governance dynamics in Libya’s border areas are closely linked to broader regional trends, particularly in the Sahel, where persistent instability, the presence of non-state armed groups, political transitions, and socio-economic vulnerabilities continue to drive insecurity and population movements. These dynamics are further exacerbated by environmental stressors and limited livelihood opportunities, contributing to increased mobility and displacement across borders. Within this context, Libya is affected by complex and interrelated cross-border challenges, including: • Mixed migration flows involving migrants, asylum seekers, and refugees transiting through Libya, often in vulnerable situations. • The activities of transnational organised crime networks engaged in the smuggling and trafficking of persons, weapons, fuel, and illicit substances. • The movement of armed groups and foreign fighters across porous border areas. • The potential exploitation of ungoverned or weakly governed spaces by terrorist and violent extremist actors. These challenges have implications not only for Libya’s national security and stability but also for regional peace and security, including in neighbouring Sahelian and North African countries. Border communities, particularly in remote areas, are disproportionately affected by these dynamics, facing limited access to services, economic marginalisation, and heightened protection risks. The Government of Libya has taken steps to address these challenges, including the development of strategic frameworks such as the “Security Plan to Reduce Smuggling and Control the Borders” and the “Four Lines of Defense” concept. While these initiatives provide an important foundation, there remains a need to further consolidate, harmonise, and operationalise existing approaches within a comprehensive and coherent national strategy. In this regard, there is a recognized need to strengthen border governance through an integrated and coordinated approach. The European Union’s Integrated Border Management (IBM) concept offers a relevant reference framework, promoting a multi-agency, multi-level, and whole-of-government approach to border management. This approach emphasises effective coordination among relevant national authorities, including border guards, customs, migration services, and law enforcement agencies, as well as enhanced cooperation with neighbouring countries and regional partners. In line with international standards and guidance developed by relevant organisations, including the United Nations, the World Customs Organization (WCO), and the World Bank, effective border management requires a balanced and comprehensive approach that integrates security considerations with the facilitation of legitimate trade and mobility, the protection of human rights, and the promotion of sustainable development in border areas. Against this backdrop, the development of a comprehensive Border Management Strategy for Libya is considered a priority. Such a strategy should build on existing national frameworks while addressing identified gaps in legal and regulatory systems, institutional coordination, operational capacities, infrastructure, and cross-border cooperation mechanisms. It should further be accompanied by a realistic and phased implementation plan, ensuring alignment with national priorities and international standards. The consultant shall also define clear governance arrangements, roles, and coordination mechanisms among the Border Guards Agency, Ministry of Interior entities (e.g. GACIM), Ministry of Defence/Border Guards, and customs authorities. The strategy should address overlapping mandates and establish practical frameworks for information sharing, joint planning, and coordinated operations - particularly for SARD - by clarifying command structures, SOPs, and handover procedures. The development and implementation of such a strategy is expected to contribute to strengthened state institutions, enhanced border security and governance, improved regional cooperation, and the promotion of safe, orderly, and regular cross-border movements. Scope of Work The consultant(s) will undertake the following tasks: Review and Assessment • Conduct a comprehensive review of existing national strategies and frameworks, including: o “The Security Plan to Reduce Smuggling and Control the Borders”. o The “Four Lines of Defense” framework. • Analyse the current legal, regulatory, and institutional framework governing border management, migration, and cross-border cooperation. • Assess operational capacities, infrastructure, coordination mechanisms, and existing gaps. Strategy Development • Develop a comprehensive Border Management Strategy guided by: o The EU Integrated Border Management (IBM) concept. o Relevant guidance from the EU, World Customs Organization (WCO), and World Bank. • Ensure the strategy: o Builds on and operationalises existing national frameworks. o Defines clear institutional roles and coordination mechanisms. o Aligns with international standards and good practices. o Clarified command structures, roles, and standard operating procedures (SOPs) o Effective mechanisms for information sharing, joint planning, coordinated operations, and handover procedures Plan of Action (1 – 3 Years) • Develop a phased and costed implementation plan covering a period of 1 – 3 years, including: o Prioritised actions and sequencing. o Clear timelines, responsibilities, and performance indicators. • Identify and propose: o Legal and regulatory reforms required to harmonise border governance frameworks. o Institutional strengthening measures to improve coordination and accountability. Methodology and Approach The assignment should adopt a participatory and consultative approach, including: • Engagement with relevant Libyan authorities at national and local levels. • Consultation with regional and international stakeholders. • Field assessments where feasible. • Alignment with international standards and best practices. This individual is responsible for helping to develop and implement systems to assure the smooth and efficient flow of patients for procedures in the Cardiovascular Lab. Duties for this position include but are not limited to: hemodynamic monitoring, circulating and scrubbing roles during invasive cardiovascular and basic EP procedures and other scheduled procedures. This position also includes patient teaching, assisting with pre and post patient assessment and patient care within scope of practice. This individual is able to demonstrate technical expertise in working with electrophysiology and cardiovascular patients during invasive diagnostic and interventional angiographic procedures. The scope of responsibility, duties and accountability at the facility department and position levels including knowledge and practice of the clinical/technical skills necessary to the position consistent with the Qatar Council for Healthcare Practitioners (QCHP) Cardiovascular Technologist Scope of Practice. Job Responsibilities 1 Provides hemodynamic monitoring of patients during basic EP and cardiovascular procedures and other scheduled procedures, assists with pre and post patient assessment and patient care within scope of practice, patient teaching, circulating during invasive cardiovascular and EP procedures. Demonstrates technical expertise in working with electrophysiology and cardiovascular patients during invasive diagnostic and interventional angiographic procedures. Provides patient care under limited supervision within a broad range of health care needs in cardiac special procedures such as basic electrophysiology diagnostic and interventional procedures, implantable cardiac devices and, cardiac peripheral vascular and nephrology diagnostic interventional procedures. Collects and documents chronological events of the procedure and medical care during the procedure. Assists the physician in the performance of pediatric and adult invasive diagnostic and interventional procedures. Develops and integrates standards of care for patients presenting to the lab. Job Responsibilities 2 Delivers competent and age specific care to patients based on departmental policies, procedures, and standards across a variety of populations and complexity of situations. Demonstrates knowledge of cardiovascular medications, vasopressors and anti-arrhythmic agents including dosing, side effects, and drug interactions per ACLS guidelines. Able to identify adverse events or unanticipated outcomes using critical thinking skills and notifies the medical staff including nurses and physicians appropriately. Demonstrates technical skills, trouble shooting skills, and expert knowledge of catheters and equipment used during EP and cardiovascular procedures. Demonstrates a basic understanding of radiological safety, shielding techniques, imaging skills and X-ray equipment, analyzing and recording equipment and other equipment utilized. Implements safe, competent, and efficient procedure care to cardiovascular patients within policies, procedures, and standards of care across a variety of populations and complexity of situations within the scope of practice.
