<h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> Job Summary The Laboratory Technologist II is responsible to perform and provide analysis for low to high complex diagnostic testing in the relevant section and provide Phlebotomy services especially for difficult blood draws.  Job Responsibilities 1 Actively participates in the technical and analytical work of the section.  Liaises with the Team Lead on appropriateness of tests, results, and additional testing as required.  Monitors, records, reports back results, and participates in discussions to rectify areas of concern if necessary.  Identifies problems that may adversely affect test performance or reporting of test results and either corrects the problem or notifies the Team Lead.  Responds to questions/queries and resolves problems pertaining to test requisitions, specimen requirements, test additions, priority changes (from routine to STAT and vice versa) and patient results.  Investigates and takes action to resolve the problems with analytical methods and equipment.  Collects laboratory specimens and performs assigned laboratory procedures and other tests as necessary and immediately reports abnormal findings to appropriate staff. Verifies all critical results and documents with accurate follow-up. Performs pediatric and adult phlebotomy.  Provides phlebotomy support to other clinical units for patients with difficult veins.  Collects venous and capillary blood, using precautions that ensure the safety of the patient and Laboratory staff.  Performs positive patient identification and records appropriate collection information in the Center information system or on the Laboratory requisition form.  Ensures that all specimen collections and processing are performed in compliance with JCI, CAP and ISO15189 guidelines.  Performs appropriate documentation of Laboratory procedures to assure the accuracy of Laboratory records.  Assists the Team Lead in inventory management which includes stock monitoring and ordering.  Operates complex automated Laboratory equipment, computer software, and precision instruments.  In liaison with the Team Lead, provides technical advice on, and assists in the selection / validation of new equipment.  Job Responsibilities 2 Takes responsibility for the maintenance and safe use of equipment within the section. Uses Laboratory Information System (LIS) to generate workload statistics, run queries and assess quality of data according to defined criteria.  Responsible for planning, performing, and evaluating Laboratory testing analysis and quality control.  Ensures compliance to all policies and procedures.  Adheres to KMC standards as per the Code of Conduct and Conflict of Interest policies.  Adheres to the Laboratory’s quality control policies and procedures and performs, reviews, and documents all quality control activities accordingly.  Helps ensure the provision of a high quality, cost-effective service with the emphasis on quality assurance in all aspects of the section supervised by monitoring and audit of internal quality control.  Ascertains that quality control procedures are followed prior to releasing clinical data.  Reviews and evaluates quality control, proficiency, and competency. Digital communications and channel management <ul> <li>Manage and regularly update UNFPA Libya’s website and social-media channels with relevant, timely and engaging content, in accordance with corporate guidance and approved access arrangements.</li> <li>Plan digital campaigns and content series; adapt products to platform-specific formats; and use accessible practices such as subtitles, accurate captions, descriptive text and readable graphics where appropriate.</li> <li>Monitor audience engagement and channel performance, identify trends and opportunities, and provide practical recommendations to improve reach, relevance and engagement.</li> </ul> <ul> <li>Maintain an up-to-date digital content calendar and coordinate inputs from programme, operations, monitoring, field and management colleagues. <ul> <li>Monitor digital conversations, misinformation and emerging issues relevant to UNFPA’s mandate and promptly alert the supervisor to potential communications or reputational risks.</li> </ul></li> </ul> 4. Media relations, campaigns, events and partnerships <ul> <li>Develop and maintain constructive working relationships with national and local media, journalists, photographers, content producers and other communications partners.</li> <li>Maintain an updated media map and contact database and support targeted dissemination of press releases, statements, invitations and advocacy materials.</li> <li>Monitor relevant mainstream and online media coverage and provide concise alerts, summaries and recommendations to the Country Office.</li> <li>Support the planning and delivery of media engagements, press events, programme launches, donor visibility moments, campaigns, international days, public events and high-level visits.</li> <li>Contribute actively to joint United Nations communications initiatives, including coordination with the UN Communications Group and relevant regional or headquarters communications teams.</li> <li>Support procurement-related technical inputs and quality assurance for communications services and products, ensuring cost-effectiveness, brand compliance and timely delivery within the consultant’s delegated role.</li> </ul> 5. Photography, videography, graphic content and asset management <ul> <li>Provide high-quality photography and short-form videography for UNFPA events, programme activities and field missions, and edit or retouch material for appropriate public use.</li> <li>Develop or adapt simple, professional graphics and multimedia products and coordinate with specialized designers, photographers, videographers and production companies when required.</li> <li>Support planning and logistics for photography and film assignments, including shot lists, interview preparation, consent processes, captions, metadata and safe storage.</li> <li>Establish and maintain an organized, searchable communications archive covering publications, press releases, media coverage, photographs, videos, designs, source files, consent records and final approved products.</li> <li>Ensure that the use of images and personal stories complies with UNFPA standards on informed consent, safeguarding, confidentiality, data protection and protection-sensitive communication.</li> </ul> 6. Monitoring, reporting and communications capacity <ul> <li>Track implementation of the communications plan and report regularly on outputs, reach, engagement, media uptake, campaign performance, lessons learned and recommended adjustments.</li> <li>Maintain clear evidence of publication and visibility and provide communications inputs to donor reports, proposals, situation reports, annual reports, results summaries and resource-mobilization materials.</li> <li>Support programme and partner colleagues to improve the quality of stories, photographs, captions, visibility materials and communications requests through practical guidance, templates and short coaching sessions.</li> <li>Perform other relevant communications tasks requested by the supervisor and consistent with the purpose, level and duration of the consultancy.</li> </ul> Expected deliverables and payment schedule <ol> <li> The consultant will work full-time (21.75 days per month). Payments will be made monthly upon satisfactory completion and approval of the agreed outputs and performance report by UNFPA. The indicative product mix may be adjusted to reflect operational needs, emerging priorities and the final contracting modality, while preserving the overall scope and accountability of the assignment. Job Responsibilities 1 Provides consultation and expertise in IPC for professional staff, administrative, medical, clinical, patient care, and support services.  Responsible for surveillance programs for both healthcare acquired infections and disease reporting including collection and analysis of relevant data and implementation of appropriate action plans to address related issues.  Establishes along with relevant stakeholders the IPC Committee to determine the direction of surveillance activities.  Actively monitors and evaluates effectiveness of the IPC strategy.  Participates in the formulation of policies for the control and prevention of Center infection.  Advises and supports under the supervision of the Infection Control Committee Chairman and all heads of departments in the implementation of agreed infection control policies in their specific areas.  Serves as a member of committees related to infection control and collects and records relevant data and information.  Adheres to Qatar government requirements for reportable diseases and outbreak reporting.  Ensures that patients and visitors have access to infection control information.  Contributes to the continuous improvement of systems, processes, and practices to increase productivity and operational efficiency. Job Responsibilities 2 Follows all relevant organizational Health, Safety and Environment and Quality Management policies, processes, procedures, and instructions to ensure compliance in all aspects of work and ensure commitment to a culture of continuous improvement to meet quality standards and stakeholder expectations.  Monitors, controls, and reports key performance indicators related to the Department and recommends corrective actions.  Ensures education and training for all facility and contracts staff in proper selection and use of PFE and job or task specific infection control practices.  Investigates infection trends including surgical site, outbreaks, and environmental safety issues.  Monitors isolation practices for both standard and transmission-based precautions.  Advises on infection control aspects regarding clinical equipment.  Conducts surveillance as outlined in the IPC strategy. Responsibilities include but are not limited to assisting the licensed anesthesia provider in various settings, performing duties under the direct supervision of the licensed anesthesia provider, and providing support for routine surgical cases. Job Responsibilities 1 Provides assistance with invasive and non-invasive techniques (excluding the catheter insertion) which includes the following: direct systemic arterial, right arterial, central venous and pulmonary artery pressure measurements, patient monitoring and set up for anesthetic and respiratory gas, blood draw and placing EKG electrodes, blood pressure cuff and pulse oximetry on the patient. Assists the licensed anesthesia provider in difficult airway intubation by providing video laryngoscopy equipment and/or fiber optic intubation scope as requested. Knowledgeable in the techniques used in securing an open airway, e.g., jaw thrust, jaw lift, or tongue hold. Executes the Malignant Hyperthermia protocol as it pertains to the preparation of the anesthesia machine. Awareness of appropriate procedure to properly respond to codes and initiate the proper procedures to assist the licensed anesthesia provider and OR staff. Job Responsibilities 2 Maintains, stocks, cleans and organizes anesthesia carts Maintains medications within their expiration date and properly disposes of unused portions or remnants in appropriate containers. Appropriately sets up the room with all equipment and supplies needed for the implementing plan of care for each patient procedure. Controls and maintains all perioperative anesthesia equipment and devices. Handles equipment and instruments correctly to provide appropriate availability and safety.
