<p>The successful candidates will be responsible and accountable for the direct implementation of the MHPSS activities under emergency response linked to Sudanese community in Libya.</p><p>Provide psychosocial support to the members of the migrant community living in the designated DCs, IDPs and host communities.</p><p>Assess perceptions of MHPSS among beneficiaries, design appropriate key message, design suitable ways to share information, disseminate information to migrants through leaflets, media, social media, informal networks.</p><p>Conduct regular visits to detention centers (DCs) and urban locations in order to assess the needs of migrants, IDPs and host communities.</p><p>Provide psychological First aid within search and rescue operations.</p><p>Provide remote psychosocial support when needed.</p><p>Make necessary referral to other units, programs and departments within IOM and to other stakeholders.</p><p>Conduct a services mapping exercise in order to identify other units and stakeholders, migrant community mobilizers and leaders working to address the need of migrants in the relevant DCs and urban locations and needs of IDPs and hosting communities.</p><p>Liaise closely and coordinate with the health, protection and MRRM teams working in the area. <p>Under Component B above, the focus will be on the preparation of water investment projects with a relevant Investment Plan. For these future investment projects, E&S aspects will need to be properly addressed including identifying the E&S risks and potential impacts, such as those related to land acquisition, physical and economic displacement and compensation, etc., and necessary measures to mitigate the identified E&S risks and associated impacts. To support the implementation of this urban planning project, our client in Libya Country Office has established a Project Implementation Unit (PIU), with the E&S being a key member of the PIU team. Accordingly, our client is seeking an E&S Officer to support all E&S aspects of the project. The our client recruited E&S Officer will work closely with the Consultancy Firm, to provide oversight and ensure all E&S requirements for the proposed investment projects are delivered by the Consultancy Firm. The Consultancy Firm will be recruited by our client separately, and through a competitive tendering process For proposed infrastructure development projects it is necessary that they have been assessed for potential negative E&S impacts that may result from the proposed development activity. This needs to be done in compliance with our client and AfDB E&S requirements for investment projects with a relevant Investment Plan. Further, all tasks must be in line with the relevant national environmental, occupational health and safety, and social laws and regulations, as well as international law including conventions and treaties adopted by the host country and applicable to the respective Project(s) and Environmental and Social Safeguarding (ESS) conditionalities. As such, under the direct supervision of tour client in Benghazi Field Office, and in close coordination with the WASH Manager, the E&S Officer will be responsible for supporting the design, management and monitoring of all E&S activities for the Benghazi urban planning and water infrastructure development project. Oversight and Quality Assurance of Environmental and Social Assessment (ESA) Documents a)Review and validate the legal framework, procedures, and methods for environmental and social screening and impact assessment developed by the Consultancy Firm. b)Perform technical reviews of the baseline diagnostic and socio-economic information provided by the Firm to ensure accuracy and completeness. c)Provide quality assurance and clearance for the Stakeholder Engagement Plan (SEP) and Grievance Redress Mechanism (GRM) drafted by the Firm. d)Validate the proposed environmental and social management measures to ensure they serve as a reliable reference for future investment projects. e)Supervise the Firm s establishment of baseline information and provide technical guidance on the assessment methods for the project Environment and Social Impact Assessments (ESIAs). f) Monitor and audit the Firm s field activities and site visits to ensure compliance with the Environmental and Social Management Framework (ESMF). g)Review and clear all guidance and instruments related to land acquisition, compensation, and access restrictions developed under Component B. Guidance for the development of safeguard instruments and tools a)Ensure the strict implementation of the E&S national legal framework and AfDB E&S safeguarding requirements across all project phases. b)Directly oversee the E&S integration within the Urban Water Masterplan (Component A), specifically reviewing the E&S risk assessments and the identification of necessary E&S instruments. c)Technical review and clearance of all safeguard instruments for the three (3) prioritized projects (Component B), including ESIAs, ESMPs, and Resettlement Action Plans (RAP). d)Deliver specialized capacity building and training sessions to national stakeholders, including the Municipality of Benghazi, GCWW, and GMRA, on E&S risk management. e)Screen and categorize the E&S risks for each future investment project to determine the required level of assessment. f) Validate the ToRs prepared for ESIAs and ESMPs before they are used for local procurement. Project reporting In close coordination with the WASH Manager, and CSD Officer in Benghazi, the E&S Officer will be required to provide the following deliverables on an agreed date at the end of each month: 1.Monthly progress report - The monthly report will be provided in an agreed format, including, but not limited to: a.Details of key activities carried out each month to support the Benghazi masterplan project, as agreed with the WASH Manager and CSD Officer; b.Details of any project milestones reached in relation to E&S project guidelines and requirements, as set out above; c. Details of key challenges and bottlenecks identified during the month, and any actions/recommendations agreed to address them; and d.Outline plan for the proceeding month. Any other activities, as may be required and directed by the Supervisor. <p>Addressing the issue of missing persons at a national level and uncovering the truth about the fate of the missing through a fair, transparent, and scientific truth-seeking process is of paramount importance for national reconciliation. The Transitional Justice (TJ) process is still not fully installed, thousands of families, until now, do not know what happened to their loved ones. Families of the missing, civil society actors, and human rights defenders advocating for truth and justice often face intimidation and reprisals, while accountability mechanisms remain weak. Inclusive advocacy and capacity building are required to search for all missing persons, while considering their families' social, psychological, financial, and legal needs. The project Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions (hereafter: Missing Persons project ), implemented in partnership between UNSMIL and Our client and funded by the Netherlands' Ministry of Foreign Affairs, was developed based on a preliminary situation analysis and needs assessment to better understand the concerns and demands of families, which revealed a widespread lack of awareness of rights, entitlements, and available services among them, as well as limited access to trusted legal assistance and mental health support (MHPSS). Women, in particular, are disproportionately affected due to socio-economic vulnerability, social stigma surrounding MHPSS, and the absence of effective witness and victim protection laws in Libya. To address this service gap, pilot community-based referral mechanisms (referred to under the project as One-Stop-Shop services) will be operationalized in Tarhuna and Tawergha to provide coordinated access to legal aid, forensic follow-up, administrative assistance, and psychosocial support. The OSS model will function as a trusted community entry point and referral mechanism linking families to relevant authorities and service providers, contributing to the right to truth, justice and reparations. On this basis, Our client will select qualified experts in both localities to oversee the referral system. The two national consultants, one in each city, will serve as the first point of contact between beneficiaries and service providers in their respective communities. The consultants will support intake, referral, case coordination, outreach, and accompaniment of families accessing legal and psychosocial services. The objective of the assignment is to facilitate safe, confidential, and victim-centred access to legal aid and psychosocial support services for families of missing persons in Tawergha through community-based referral and coordination mechanisms. Under the supervision of our clientRule of Law Project Manager, the Transitional Justice Specialist, and in close collaboration with UNSMIL Human Rights team, the Contractor will support the operationalization of a referral system providing legal aid and MHPSS services to families of missing persons in Tawergha. The consultant will serve as the community-based referral focal point and facilitator between beneficiaries and designated service providers. Role objectives Under the supervision of Our client, the consultant will undertake the following tasks: A. <br></span><p>The Laboratory Technologist II is responsible to perform and provide analysis for low to high complex diagnostic testing in the relevant section and provide Phlebotomy services especially for difficult blood draws. </p><br>
<br><br><u><b>Job Responsibilities 1</b></u>
<br><p>Actively participates in the technical and analytical work of the section. </p><br>
<p>Liaises with the Team Lead on appropriateness of tests, results, and additional testing as required. </p><br>
<p>Monitors, records, reports back results, and participates in discussions to rectify areas of concern if necessary. </p><br>
<p>Identifies problems that may adversely affect test performance or reporting of test results and either corrects the problem or notifies the Team Lead. </p><br>
<p>Responds to questions/queries and resolves problems pertaining to test requisitions, specimen requirements, test additions, priority changes (from routine to STAT and vice versa) and patient results. </p><br>
<p>Investigates and takes action to resolve the problems with analytical methods and equipment. </p><br>
<p>Collects laboratory specimens and performs assigned laboratory procedures and other tests as necessary and immediately reports abnormal findings to appropriate staff. </p><br>
<p>Verifies all critical results and documents with accurate follow-up. </p><br>
<p>Performs pediatric and adult phlebotomy. </p><br>
<p>Provides phlebotomy support to other clinical units for patients with difficult veins. </p><br>
<p>Collects venous and capillary blood, using precautions that ensure the safety of the patient and Laboratory staff. </p><br>
<p>Performs positive patient identification and records appropriate collection information in the Center information system or on the Laboratory requisition form. </p><br>
<p>Ensures that all specimen collections and processing are performed in compliance with JCI, CAP and ISO15189 guidelines. </p><br>
<p>Performs appropriate documentation of Laboratory procedures to assure the accuracy of Laboratory records. </p><br>
<p>Assists the Team Lead in inventory management which includes stock monitoring and ordering. </p><br>
<p>Operates complex automated Laboratory equipment, computer software, and precision instruments. </p><br>
<p>In liaison with the Team Lead, provides technical advice on, and assists in the selection / validation of new equipment. </p><br> <br><br><u><b>Job Responsibilities 2</b></u>
<br><p>Takes responsibility for the maintenance and safe use of equipment within the section. </p><br>
<p>Uses Laboratory Information System (LIS) to generate workload statistics, run queries and assess quality of data according to defined criteria. </p><br>
<p>Responsible for planning, performing, and evaluating Laboratory testing analysis and quality control. </p><br>
<p>Ensures compliance to all policies and procedures. </p><br>
<p>Adheres to KMC standards as per the Code of Conduct and Conflict of Interest policies. </p><br>
<p>Adheres to the Laboratory’s quality control policies and procedures and performs, reviews, and documents all quality control activities accordingly. </p><br>
<p>Helps ensure the provision of a high quality, cost-effective service with the emphasis on quality assurance in all aspects of the section supervised by monitoring and audit of internal quality control. </p><br>
