<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>From an automated government through e-Government to a smart and open government, technology and innovation have become vital tools for managing and conducting government business, serving its citizens, and achieving its development targets. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). This strategy would include phased implementation roadmap and change management component; 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and LTA. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. Blockchain can revolutionize processes in various areas, from finance to trade and from government public services to humanitarian work, with strong potential to accelerate SDG progress if aligned with national priorities . Blockchain introduces new systems of trust and exchange, enhancing transparency, accountability and efficiency in areas such as supply chains, financial inclusion, identity systems and aid delivery. It enables sustainable infrastructure investment by improving visibility of climate-related actions, aligning stakeholders and facilitating financing for low carbon development. Globally, blockchain is expected to drive profound digital transformation across economic systems, governance structures and international collaboration. Blockchain will reshape how businesses, governments and societies interact, particularly in trade facilitation, supply-chain transparency, digital identity and cross border financial systems. It could transform social interaction, public institutions and economic models, affecting countries ability to pursue sustainable development pathways and participate in global value chains. Regionally, its impact is closely tied to digital transformation agendas and governance reforms. It empowers the development of smart sustainable cities and digital economies, covering sectors such as energy, health, and transportation. Two widely cited cases illustrate the practical value of blockchain. First, Estonia represents a leading global example of blockchain-enabled digital government: the country uses blockchain to protect national data systems and ensure integrity across services such as healthcare, property registries and legal records, enabling secure, efficient and trusted e-Government services . Second, the United Arab Emirates (UAE) provides a prominent case supported by the World Economic Forum (WEF) . Through initiatives like the Dubai Blockchain Strategy and multiple public and private sector applications, blockchain has been deployed in areas such as trade facilitation, payments, health services and secure data exchange, supported by strong governance frameworks and multi stakeholder collaboration For Libya, developing a coherent blockchain policy is essential to capture these opportunities while managing risks. Camp and Community Services Officer reports to Chief Area Office (CAO) A20. Camp and Community Services Officer Supervise a team of General Service or equivalent Area Staff.<br> Responsibilities<br>Under the supervision of CAO, represents the Agency at the camp level and the surrounding community area, as required; The UNCA is a concise, systemic, and prescriptive document. The purpose of the 2026 Libya UNCA is to generate a high-quality, evidence-based, and forward-looking analytical product that will inform the strategic prioritization process for the next UNSDCF and assess the progress towards the SDGs. The UNCA will identify the structural drivers of Libya’s development and peacebuilding challenges, the groups most at risk of being left behind, key risks and weak signals, and the most relevant pathways for SDG acceleration. The UNCA will also strengthen the UNCT’s collective analytical function by creating a shared evidence base, supporting strategic positioning, informing advocacy, partnerships, and decision-making, and enabling more agile programming in a complex and rapidly changing country context. The 2026 Libya UNCA will aim to: 1. Provide an integrated analysis of Libya’s governance, economic, social, environmental, humanitarian, human rights, political, peace, and security context, with attention to regional and transboundary dynamics. 2. Assess Libya’s progress, gaps, and bottlenecks in relation to the SDGs, the 2030 Agenda, and relevant international commitments. 3. Identify the structural and root causes of fragility, exclusion, vulnerability, institutional fragmentation, and uneven development outcomes. 4. Apply a Leave No One Behind lens to analyze the situation of women and girls, children and youth, older persons, persons with disabilities, migrants, refugees, asylum-seekers, IDPs, returnees, minority groups, and conflict-affected communities. 5. Analyze Libya’s financing landscape for sustainable development, including public finance, domestic resource mobilization, international financing, private finance, illicit financial flows, subsidies, oil revenue governance, and opportunities for innovative SDG financing. 6. Identify emerging risks and weak signals that may affect Libya’s development trajectory and the UN’s strategic engagement. 7. Define a concise set of SDG acceleration pathways and strategic implications for the next UNSDCF. In reference to the roadmap for the development of the new UN planning framework starting from 2028, the Resident Coordinator’s Office (RCO) in Libya is hiring an International Individual Contractor to assist, together with the RCO Economist, the UNCT Analytical Team in the development of the new United Nations Country Analysis. The Individual Contractor will perform the responsibilities presented below. The consultant will report to the Head of Office, with day-to-day coordination with the RCO Economist. Duties and Responsibilities 1. Data consolidation and analysis: The UNCA will be informed by a number of existing assessments across sectors by multiple stakeholders in the country. The consultant should consolidate data and analysis produced by the Analytical Team to produce a comprehensive and conflict-sensitive UNCA that captures changing context, development trends, and SDG progress in Libya. All findings should be supported with evidence. The consultant will support the Analytical Team and the RCO Economist in triangulation to ensure that the information and data collected are valid. 2. Support foresight exercise: preparation of a report on the results of the foresight and/or system analysis exercise. The report should present the methodology used, summarize the main findings, highlight key emerging issues and signals, and identify their implications for the country analysis and broader system thinking and foresight exercise. 3. Drafting and Editing: With inputs from and in coordination with the UN Analytical Team and the RCO Economist, who will produce the first draft of each chapter, the consultant should edit, consolidate, and finalize the UNCA. 4. Stakeholder participation and validation: The development of the UNCA will be conducted in a participatory manner, ensuring the involvement of key stakeholders (e.g. government, IFIs, civil society, including women, youth an PwD groups, and those representing the most marginalized, private sectors, and the UN's regional offices) throughout the process. To facilitate inclusive consultations, including on the normative agenda, the consultant should coordinate closely with the Analytical Team and the RCO Economist.<br> Qualifications/special skills<br>A master’s degree in development studies, economics, political economy, public policy, international relations, social sciences, public administration, or a related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A PhD in the same area is desirable. A minimum of 10 years of progressively responsible professional experience in sustainable development analysis, strategic planning, policy analysis, country assessments, UN programming or related fields is required. Timely, accessible, and shareable data supports human centered innovation, strengthens public service delivery, and enhances accountability in governance systems. In fact, open government data operationalizes transparency, a core principle of effective governance for achieving the 2030 Agenda, by making public sector information reusable for social and economic value creation. In this context, open data contributes directly to multiple SDGs, including institutional effectiveness (SDG 16), innovation (SDG 9), and partnerships (SDG 17). Globally, open data is transforming digital economies and governance systems by enabling innovation, improving policy design, and supporting data-driven ecosystems. Open data enhances democratic engagement and stimulates innovation by allowing businesses and citizens to reuse government data for new services and insights. At the same time, ITU data shows that the rapid expansion of digital connectivity with around 74% of the global population online in 2025 creates unprecedented opportunities for open data use, although gaps persist across regions. Regionally, particularly in developing and Arab countries, open data can help address structural challenges by improving coordination and reducing information asymmetries. However, disparities in infrastructure, governance maturity, and digital skills mean that the impact of open data varies significantly, requiring tailored policies and capacity-building interventions to unlock its full potential. One leading global example is the United Kingdom s data.gov.uk platform, which releases thousands of datasets across sectors such as transport, health, and the economy, enabling businesses to build data-driven services and enhancing government transparency. This demonstrates that when supported by policy frameworks and stakeholder engagement, open data can generate tangible economic and governance benefits in both advanced and developing contexts. For Libya, adopting a comprehensive open data policy is particularly critical given the country s challenges and limited availability of reliable data. An open data policy would help address these gaps by standardizing data collection and sharing, improving trust in public institutions, and enabling evidence-based reforms. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national open data policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national open data policy to the GIA.</p><p>The consultant shall propose to the designated ESCWA focal point a detailed version of the open data policy.
