When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. personnel.Key ResponsibilitiesContract and Project Management<ul><li>Manage the daily delivery of all security services under the assigned project.</li><li>Act as the primary operational point of contact between the company and the client.</li><li>Ensure contract requirements, service levels, staffing levels, and performance standards are consistently met.</li><li>Maintain professional client communication and resolve operational issues quickly and appropriately.</li><li>Ensure all project personnel understand their duties, responsibilities, reporting lines, and operational limitations.</li><li>Support mobilisation, demobilisation, rotation planning, and handover procedures.</li><li>Maintain accurate records for attendance, manning, incidents, training, equipment, welfare, and compliance.</li></ul>Security Operations Management<ul><li>Oversee static guarding, access control, control room coordination, and compound security procedures.</li><li>Maintain perimeter integrity, visitor management, access procedures, and emergency escalation arrangements.</li><li>Coordinate with team leaders, supervisors, and operational support staff to ensure effective daily delivery.</li><li>Monitor the local security situation and advise management of developments that may affect the project.</li><li>Ensure all personnel operate in accordance with SOPs, Rules for the Use of Force, local law, client procedures, and company policies.</li></ul>Leadership and Team Management<ul><li>Manage team leaders, supervisors, static security contractors, drivers, and support personnel.</li><li>Maintain discipline, standards, morale, and professional conduct across the deployed team.</li><li>Conduct briefings, debriefings, inspections, welfare checks, and performance reviews.</li><li>Identify training gaps and ensure corrective action is implemented.</li><li>Manage poor performance, misconduct, or non-compliance in accordance with company procedures.</li><li>Ensure personnel remain presentable, alert, punctual, and operationally fit throughout deployment.</li><li>Support a respectful, professional, multicultural working environment.</li></ul>SOPs, Compliance and Quality Assurance<ul><li>Implement, maintain, and review project-specific SOPs.</li><li>Conduct routine quality assurance checks, site inspections, and military, police, government, diplomatic security, or regulated commercial security operations.</li><li>Minimum 5 years proven experience in a senior supervisory or management role, such as Project Manager, Operations Manager, Security Manager, or equivalent, with direct responsibility for personnel, assets, and operational delivery.</li><li>Demonstrated experience managing security operations in hostile, high-risk, or austere environments, with documented operational outcomes.</li><li>Proven experience supporting diplomatic missions, government entities, international organisations, or similarly high-profile clients under formal contractual frameworks.</li><li>Comprehensive operational knowledge of static guarding, access control systems, control room operations, emergency response procedures, and secure compound management.</li><li>Demonstrated experience in producing formal reports, risk assessments, incident documentation, and operational briefings to a professional and certification from an accredited provider (mandatory).</li><li>Valid driving licence with demonstrable operational driving experience in challenging environments.</li><li>Formal qualification in project management, risk management, or security management, such as PRINCE2, PMP, or equivalent, strongly preferred.</li><li>Demonstrated weapons competency and certification where applicable, in
