Responsibilities include but are not limited to assisting the licensed anesthesia provider in various settings, performing duties under the direct supervision of the licensed anesthesia provider, and providing support for routine surgical cases. The scope of responsibility, duties, and accountability at the facility department and position levels including knowledge and practice of the clinical/technical skills necessary to the position consistent with the Qatar Council for Healthcare Practitioners (QCHP) Anesthesia Technologist Scope of Practice. Job Responsibilities 1 Provides assistance with invasive and non-invasive techniques (excluding the catheter insertion) which includes the following: direct systemic arterial, right arterial, central venous and pulmonary artery pressure measurements, patient monitoring and set up for anesthetic and respiratory gas, blood draw and placing EKG electrodes, blood pressure cuff and pulse oximetry on the patient. Assists the licensed anesthesia provider in difficult airway intubation by providing video laryngoscopy equipment and/or fiber optic intubation scope as requested. Knowledgeable in the techniques used in securing an open airway, e.g., jaw thrust, jaw lift, or tongue hold. Executes the Malignant Hyperthermia protocol as it pertains to the preparation of the anesthesia machine. To accelerate progress during a period of evolving political, social, and economic dynamics, UNFPA seeks to hire a National Partnerships Consultant who will lead on cultivating, managing, and expanding strategic partnerships across government entities, civil society, academia, and—critically—the national private sector. The consultant will support UNFPA’s mandate by advancing multi-stakeholder engagement, enabling operational access, enhancing program delivery, and mobilizing resources and political backing for UNFPA priorities in Libya. Reporting Line: The consultant will operate under the direct supervision of the UNFPA Libya Country Office Representative. Scope of work: (Description of services, activities, or outputs):  A. B. National Private-Sector Partnerships & Resource Mobilization (CSR Focus) Develop a strategic engagement plan for national private-sector entities aligned with UNFPA’s mandate, including reproductive health, gender-based violence, youth empowerment, and population data. · Identify and cultivate relationships with companies and business associations interested in Corporate Social Responsibility (CSR), cause-based funding, in-kind support, or joint advocacy. · Translate UNFPA program priorities into compelling value propositions for the private sector, focusing on shared value, reputational benefit, and community impact. · Coordinate with Programme teams to structure CSR partnerships—including sponsorships, co-funding, product/service contributions, and awareness-raising campaigns. · Support the Representative in high-level outreach, negotiation, and partnershipbuilding efforts with corporate leadership. · Maintain an updated database of private-sector actors, opportunities, and relationship progress. · Prepare briefs, concept notes, and partnership pitches tailored to business audiences. · Ensure due diligence, documentation, and compliance with UNFPA and UN policieson private-sector engagement. C. Programme Support, Access Facilitation & Problem-Solving Support the preparation, launch, and management of Requests for Proposals and partner selection processes on the UN Partner Portal. · Monitor partnership documentation, agreements, and compliance requirements, ensuring timely updates of supplier profiles, agreements, and annual workplans. · Support partners in implementing assurance recommendations (micro-assessments, audits, and spot checks), including PSEA and safeguarding action plans. · Conduct field visits to engage partners, assess challenges, collect feedback, and escalate issues to programme teams for timely action. · Facilitate coordination and access with government and non-government actors across programme locations—helping troubleshoot administrative, political, or operational bottlenecks. · Facilitate and support the work of consultants, advisors, and technical experts in engaging national counterparts and accessing relevant stakeholders. · Provide regular updates during Programme Team meetings and ensure follow-up on agreed action points. D- Support Partnership Intelligence, Communication & Reporting <ul> <li>Provide regular updates to the Representative and International Programme Coordinator on partnership developments, risks, opportunities, and required strategic decisions.</li> <li>Prepare briefs, meeting notes, and documentation of engagement with partners and authorities.</li> <li>Ensure that all partnership materials, Note Verbales, reports, and field visit findings are uploaded to CO knowledge-management systems (iDocs).</li> <li>Support internal and external communication on partnership achievements, opportunities, and programmatic highlights.</li> <li>Provide regular updates during the program team meetings on the results and key highlights from field visits and meetings with partners, stakeholders, take note of the action points and follow up on their implementation. ● Constantly Analyze and interpret political, social and economic environment relevant to UNFPA mandate, and identify opportunities and threats for the agency’s assistance and intervention.</li></ul>E. <h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> Hiring Office: UNFPA Libya Country Office Purpose of Consultancy:UNFPA Libya Country Office (CO) plays a central role in advancing the UN Sustainable Development Cooperation Framework (UNSDCF) and the UNFPA Country Programme (CPD) through strengthened partnerships, expanded access, and enhanced national ownership. To accelerate progress during a period of evolving political, social, and economic dynamics, UNFPA seeks to hire a National Partnerships Consultant who will lead on cultivating, managing, and expanding strategic partnerships across government entities, civil society, academia, and—critically—the national private sector. The consultant will support UNFPA’s mandate by advancing multi-stakeholder engagement, enabling operational access, enhancing program delivery, and mobilizing resources and political backing for UNFPA priorities in Libya. Reporting Line: The consultant will operate under the direct supervision of the UNFPA Libya Country Office Representative. Scope of work: (Description of services, activities, or outputs):  A. Strategic National Partnerships (Government & Public Institutions) · Serve as a primary liaison between UNFPA and national counterparts, ensuring consistent engagement, information flow, and problem-solving for smooth programme implementation. · Strengthen strategic partnerships with national and local authorities, including line ministries, municipal structures, and specialized agencies relevant to UNFPA’s mandate. · Support the development, negotiation, and finalization of tailored Note Verbales, Memoranda of Agreement (MoAs) and other documents with government institutions, ensuring alignment with UNFPA programmatic priorities. · Conduct continuous political, social, and economic analysis to identify opportunities, risks, and entry points for expanded collaboration. · Lead regular engagement with authorities at central and municipal levels to resolve bottlenecks, ensure programme access, mitigate risk, and maintain compliance with interagency SOPs. · Maintain strong relationships with implementing partners, academic institutions, and other national actors, ensuring that partnership frameworks remain up-to-date on the UN Partner Portal and internal systems. · Conduct ongoing mapping of national stakeholders, including CSOs and academic institutions, to identify new and innovative partnership opportunities. · Provide regular briefings and intelligence updates to the Representative and CO management on partnership dynamics, media scanning, opportunities, emerging sensitivities, and risks. B. National Private-Sector Partnerships & Resource Mobilization (CSR Focus) Develop a strategic engagement plan for national private-sector entities aligned with UNFPA’s mandate, including reproductive health, gender-based violence, youth empowerment, and population data. · Identify and cultivate relationships with companies and business associations interested in Corporate Social Responsibility (CSR), cause-based funding, in-kind support, or joint advocacy. · Translate UNFPA program priorities into compelling value propositions for the private sector, focusing on shared value, reputational benefit, and community impact. · Coordinate with Programme teams to structure CSR partnerships—including sponsorships, co-funding, product/service contributions, and awareness-raising campaigns. · Support the Representative in high-level outreach, negotiation, and partnershipbuilding efforts with corporate leadership. · Maintain an updated database of private-sector actors, opportunities, and relationship progress. · Prepare briefs, concept notes, and partnership pitches tailored to business audiences. · Ensure due diligence, documentation, and compliance with UNFPA and UN policieson private-sector engagement. C. Programme Support, Access Facilitation & Problem-Solving Support the preparation, launch, and management of Requests for Proposals and partner selection processes on the UN Partner Portal. · Monitor partnership documentation, agreements, and compliance requirements, ensuring timely updates of supplier profiles, agreements, and annual workplans. · Support partners in implementing assurance recommendations (micro-assessments, audits, and spot checks), including PSEA and safeguarding action plans. · Conduct field visits to engage partners, assess challenges, collect feedback, and escalate issues to programme teams for timely action. · Facilitate coordination and access with government and non-government actors across programme locations—helping troubleshoot administrative, political, or operational bottlenecks. · Facilitate and support the work of consultants, advisors, and technical experts in engaging national counterparts and accessing relevant stakeholders. · Provide regular updates during Programme Team meetings and ensure follow-up on agreed action points. D- Support Partnership Intelligence, Communication & Reporting <ul> <li>Provide regular updates to the Representative and International Programme Coordinator on partnership developments, risks, opportunities, and required strategic decisions.</li> <li>Prepare briefs, meeting notes, and documentation of engagement with partners and authorities.</li> <li>Ensure that all partnership materials, Note Verbales, reports, and field visit findings are uploaded to CO knowledge-management systems (iDocs).</li> <li>Support internal and external communication on partnership achievements, opportunities, and programmatic highlights.</li> <li>Provide regular updates during the program team meetings on the results and key highlights from field visits and meetings with partners, stakeholders, take note of the action points and follow up on their implementation. ● Constantly Analyze and interpret political, social and economic environment relevant to UNFPA mandate, and identify opportunities and threats for the agency’s assistance and intervention.</li></ul>E. Support networking and partnership building: ● Strengthen partnerships with national and local authorities and enhance crossfunctional collaboration. ● Conduct regular mapping of local CSOs and academic institutions in view of new and innovative partnership opportunities. ● Provide regular updates to the CO management on partnership opportunities and changes. ● Support the program personnel in advocating for UNFPA Libya CO Country Program deliverables with relevant UNFPA’s stakeholders, and priority audiences including government authorities, local authorities, academic institutions and civil society organizations. ● Communicate on daily basis with the CO program personnel to coordinate program interventions with the authorities as per the interagency SOPs for coordination with the national and local authorities. ● Perform any other tasks as assigned by the supervisor and manager.   Duration and working schedule : The consultancy will be for a period of 11 months (1st of August 2026 until 31st of May 2027), with the possibility of extension. Place where services are to be delivered: Based in Tripoli, with travel to field locations in Libya as required. Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): The consultant will deliver the work in electronic version and upload the deliverables to UNFPA Libya CO Google Drive (iDocs). <ul> <li>Monitoring and progress control, including reporting requirements, periodicity format and deadline:</li> <li>Provide weekly updates to the Representative and Programme Coordinator on progress, challenges, and required management decisions. ● The consultant will provide regular updates on the work performed at the regular weekly program team meetings. ● All minutes of meetings, monitoring and progress reports and relevant documentation of the performed tasks will be</li></ul>Supervisory arrangements: The selected consultant will work closely with UNFPA Libya CO program personnel under the direct supervision of the Country Representative. Expected travel: The consultant might be required to travel outside Tripoli according to the CO needs.
