These challenges are exacerbated by rapid urban expansion, aging infrastructure, water scarcity, poor water and sanitation management performance and climate change. Against this backdrop, our client jointly with the African Development Bank (AfDB), are supporting the Municipality of Benghazi to develop a comprehensive water infrastructure master plan for Benghazi City. To ensure alignment with the Benghazi Metropolitan Area Master plan1currently under finalization (as of October 2025), the water infrastructure masterplan will have 2050 as the final planning horizon year. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, Component A: Inclusive and resilient urban water masterplan for Benghazi The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Accordingly, the technical and investment forecasts will be defined for the following horizons: Short term (intermediate) 2030 Long term 2050 Each horizon and interval between them will be the subject of a priority analysis of the projects and works to be carried out for the achievement of the objectives fixed at the final horizon according to the criteria of urbanization, existing infrastructure, and environmental and socio-economic impacts. Component B: Preparation of Water and Sanitation Investment Plan Projects An investment plan will be developed by the Consultancy Firm appointed to develop the Benghazi water masterplan and cleared by the competent authorities. The investment plan will include a project prioritization table, following a multi-criteria analysis, established in collaboration with the main stakeholders. The Consultancy Firm will then prepare the preliminary design, full design, and tender documents (including Bills of Quantities) for the top three (3) prioritized investment projects and initial budget estimates. The full / detailed design will be developed for the top three prioritized investment projects, for which at least EUR 100 million (in words: one hundred million) will be expected to be mobilized for infrastructure development. Component C: Governance and capacity building of relevant national stakeholders and Project management This component will strengthen the project's ownership and relevance by involving the relevant national stakeholders of the sector. In addition, providing support for capacity building efforts on MHPSS both internally and externally.</span></p><p>Role objectives Take lead in organizing and facilitating MHPSS Trainings and workshops, and developing the capacity of relevant MHPSS workers, national first responders, health workers, and active CSO members Work with management team and technical focal point in IOM MHPSS team to update, modify and create training content Support in providing capacity building for IOM teams to increase technical capacity and referral by other units. Support in organizing events and workshops in line with IOM Community Based Mental Health and Psychosocial Support Approach Support in drafting training letters, agendas, and preparing relevant documents in preparation for trainings, workshops, and events Engage with community mobilizers, and community leaders to coordinate, organize, and promote MHPSS activities in the designated locations Liaise closely and coordinate with the health, protection, and MRRM teams working in the area. This includes planning of the weekly visits, meetings, workshops, trainings, and so on. Undertake all administrative and office related roles to ensuring the successful implementation of tasks and the project activities. When required, develop purchase Request Forms (PRFs) and Goods receipt note (GRNs), get necessary approval, and liaise with other unit/programs/departments within IOM to ensure that all travel and venue booking is completed in time. Liaise with IOM partners, especially Civil Society Organizations and Government counterparts to ensure interventions are delivered in line with international guidelines and standards and IOM policies. Provide psychosocial support to the members of the migrant community Work on creating a system for proper documentation for trainings, and workshop reports (Invitation letters, concept notes, logistical notes, agenda, training report, etc.,) Provide the programme manager with timely and accurate information of delivered activities, reports, case notes, and referrals and in compliance with IOM reporting formats and timeframes Conduct psychosocial assessments with individuals and families to assess and review their main concerns, needs, and overall situations, and coordinate with other units , and take lead, during mapping and assessment visits for schools/urban locations Deliver individual and group counselling sessions to identified beneficiaries with mental health and psychosocial needs in line with IOM MHPSS community-based approach. Engage with community mobilizers, and community leaders to coordinate, organize, and promote MHPSS activities in the designated locations Participate in defining effective and culturally appropriate psychosocial approaches and interventions on the community level. Conduct visits to detention centers (DCs), disembarkation points, shelters, and urban locations to assess the needs of migrants, IDPs and host communities and provide assistance accordingly. Make necessary referral to other units, programs, and departments within IOM and to other stakeholders. Travel to any location as requested by the direct supervisor when/where necessary. Conduct services mapping exercises in order to identify other units and stakeholders working to address the need of migrants in the relevant DCs and urban locations and needs of IDPs and hosting communities. Report any challenges and potentials hiccups in the process to the senior MHPSS assistant & Programme Manager in a timely manner. Attend training sessions and document all process for processing approvals, authorizations maintaining up to date copies of all documents. Liaise with other IOM units in particular Protection in addition to VHR, Health and Technical Cooperation, Community Stabilization and MRRM to guarantee a holistic approach to responses, management of identified cases and referral when necessary. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Local Peacebuilding and Resilience Programme (LPRP) represents our client Libya's flagship area-based peacebuilding, resilience, and recovery portfolio implemented across the West, East, and South regions of Libya through three interconnected regional projects: Local Peace and Resilience Programme West Libya PHONE_NUMBER), Local Peace and Resilience Programme South Libya PHONE_NUMBER), and Local Peace and Resilience Programme East Libya PHONE_NUMBER). The programme is financed through a combination of donor contributions. (See Project Information table below). The programme adopts a geographically targeted and conflict-sensitive approach tailored to the specific needs and conflict dynamics of different regions of Libya. Interventions are implemented across multiple municipalities in Western, Eastern, and Southern Libya, including, but not limited to, Tripoli, Tarhouna, Benghazi, Derna, Al Bayda, Sousa, Shahat, Sebha, Ubari, Murzuq, Ghat, Brak Al Shati, Tawergha, Bint Baya, Gurda, and Sharguiya, as well as region-wide and nationwide interventions under the programme. The programme was designed in response to persistent governance, social cohesion, service delivery, and economic development challenges affecting communities across Libya. While conflict dynamics vary across regions, common challenges include weak institutional capacities, limited economic opportunities for youth and women, social fragmentation, insufficient access to quality basic services, exclusion of vulnerable groups from decision-making processes, and limited capacities for conflict prevention and peacebuilding. These challenges are often compounded by displacement, climate-related pressures, economic shocks, and the continued effects of political fragmentation. Particular attention is given to youth, women, internally displaced persons (IDPs), returnees, persons with disabilities, migrants, refugees, and other vulnerable and marginalized populations. The programme recognizes that these groups often face disproportionate barriers to participation in governance processes, access to livelihoods, service delivery, and peacebuilding initiatives. Through targeted interventions, the programme seeks to strengthen their inclusion, participation, leadership, and access to opportunities while promoting the principles of Leave No One Behind (LNOB), gender equality, and human rights. Across the three regions, the programme pursues a common peacebuilding and resilience framework centered around four mutually reinforcing pillars: (i) strengthening local governance and institutional capacities; (ii) enhancing social cohesion, dialogue, and conflict management mechanisms; (iii) promoting inclusive economic recovery, livelihoods, entrepreneurship, and private sector development, particularly for youth and women; and (iv) improving access to basic services and supporting local recovery and reconstruction fund efforts. The programme's theory of change is based on the premise that if local institutions are strengthened to analyse conflict, manage tensions, and deliver inclusive and conflict-sensitive services; if sustainable mechanisms for dialogue, participation, and conflict management are established and institutionalized; and if economic opportunities are expanded through livelihoods, entrepreneurship, private sector development, and local economic recovery initiatives, particularly for women, youth, and vulnerable groups, then public trust in institutions will increase, social cohesion will be strengthened, local conflict drivers will be reduced, and communities will become more resilient to conflict, shocks, and future crises. The programme further seeks to strengthen linkages and cooperation between local authorities, civil society organizations, community leaders, women and youth groups, private sector actors, and national institutions.
