It enables sustainable infrastructure investment by improving visibility of climate-related actions, aligning stakeholders and facilitating financing for low carbon development. Globally, blockchain is expected to drive profound digital transformation across economic systems, governance structures and international collaboration. Blockchain will reshape how businesses, governments and societies interact, particularly in trade facilitation, supply-chain transparency, digital identity and cross border financial systems. It could transform social interaction, public institutions and economic models, affecting countries ability to pursue sustainable development pathways and participate in global value chains. Regionally, its impact is closely tied to digital transformation agendas and governance reforms. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national blockchain policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national blockchain policy to the Authority. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the blockchain policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. In the context of ongoing political and institutional fragmentation since 2011, the country continues to face significant challenges in ensuring effective border governance and management across its extensive land and maritime borders. Libya shares approximately 4,300 kilometres of land borders with Niger, Chad, Sudan, Algeria, Tunisia, and Egypt. Large sections of these borders extend across remote and sparsely populated desert areas characterised by limited state presence, inadequate infrastructure, and constrained operational capacities. These conditions contribute to a high degree of border porosity and present substantial challenges to the effective monitoring and control of cross-border movements.<br>The security and governance dynamics in Libya’s border areas are closely linked to broader regional trends, particularly in the Sahel, where persistent instability, the presence of non-state armed groups, political transitions, and socio-economic vulnerabilities continue to drive insecurity and population movements. These dynamics are further exacerbated by environmental stressors and limited livelihood opportunities, contributing to increased mobility and displacement across borders. Within this context, Libya is affected by complex and interrelated cross-border challenges, including:<br>• Mixed migration flows involving migrants, asylum seekers, and refugees transiting through Libya, often in vulnerable situations.<br>• The activities of transnational organised crime networks engaged in the smuggling and trafficking of persons, weapons, fuel, and illicit substances.<br>• The movement of armed groups and foreign fighters across porous border areas.<br>• The potential exploitation of ungoverned or weakly governed spaces by terrorist and violent extremist actors.<br>These challenges have implications not only for Libya’s national security and stability but also for regional peace and security, including in neighbouring Sahelian and North African countries. Border communities, particularly in remote areas, are disproportionately affected by these dynamics, facing limited access to services, economic marginalisation, and heightened protection risks.<br>The Government of Libya has taken steps to address these challenges, including the development of strategic frameworks such as the “Security Plan to Reduce Smuggling and Control the Borders” and the “Four Lines of Defense” concept. While these initiatives provide an important foundation, there remains a need to further consolidate, harmonise, and operationalise existing approaches within a comprehensive and coherent national strategy. In this regard, there is a recognized need to strengthen border governance through an integrated and coordinated approach. The European Union’s Integrated Border Management (IBM) concept offers a relevant reference framework, promoting a multi-agency, multi-level, and whole-of-government approach to border<br>management. This approach emphasises effective coordination among relevant national authorities, including border guards, customs, migration services, and law enforcement agencies, as well as enhanced cooperation with neighbouring countries and regional partners.<br>In line with international standards and guidance developed by relevant organisations, including the United Nations, the World Customs Organization (WCO), and the World Bank, effective border management requires a balanced and comprehensive approach that integrates security considerations with the facilitation of legitimate trade and mobility, the protection of human rights, and the promotion of sustainable development in border areas. Against this backdrop, the development of a comprehensive Border Management Strategy for Libya is considered a priority. Such a strategy should build on existing national frameworks while addressing identified gaps in legal and regulatory systems, institutional coordination, operational capacities, infrastructure, and cross-border cooperation mechanisms. It should further be accompanied by a realistic and phased implementation plan, ensuring alignment with national priorities and international standards.<br>The consultant shall also define clear governance arrangements, roles, and coordination mechanisms among the Border Guards Agency, Ministry of Interior entities (e.g. GACIM), Ministry of Defence/Border Guards, and customs authorities. Timely, accessible, and shareable data supports human centered innovation, strengthens public service delivery, and enhances accountability in governance systems. In fact, open government data operationalizes transparency, a core principle of effective governance for achieving the 2030 Agenda, by making public sector information reusable for social and economic value creation. In this context, open data contributes directly to multiple SDGs, including institutional effectiveness (SDG 16), innovation (SDG 9), and partnerships (SDG 17). Globally, open data is transforming digital economies and governance systems by enabling innovation, improving policy design, and supporting data-driven ecosystems. Open data enhances democratic engagement and stimulates innovation by allowing businesses and citizens to reuse government data for new services and insights. At the same time, ITU data shows that the rapid expansion of digital connectivity with around 74% of the global population online in 2025 creates unprecedented opportunities for open data use, although gaps persist across regions. Regionally, particularly in developing and Arab countries, open data can help address structural challenges by improving coordination and reducing information asymmetries. However, disparities in infrastructure, governance maturity, and digital skills mean that the impact of open data varies significantly, requiring tailored policies and capacity-building interventions to unlock its full potential. One leading global example is the United Kingdom s data.gov.uk platform, which releases thousands of datasets across sectors such as transport, health, and the economy, enabling businesses to build data-driven services and enhancing government transparency. This demonstrates that when supported by policy frameworks and stakeholder engagement, open data can generate tangible economic and governance benefits in both advanced and developing contexts. For Libya, adopting a comprehensive open data policy is particularly critical given the country s challenges and limited availability of reliable data. An open data policy would help address these gaps by standardizing data collection and sharing, improving trust in public institutions, and enabling evidence-based reforms. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national open data policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national open data policy to the GIA.</p><p>The consultant shall propose to the designated ESCWA focal point a detailed version of the open data policy. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><div><b><span >Overview of position</span><span > </span></b></div><div><span >In January 2023, Our client launched its new three-year project on “Strengthening the rule of law and justice in Libya”, contributing to peace, stability, and an inclusive social contract for Libya. With targeted, country-wide activities, Our client contributes to increasing access to justice and the delivery or responsive and accountable justice and security services for all living in Libya. The project focuses on three outputs: i) continue to enhance the capacities of institutions to deliver justice services, ii) partner with local government actors to strengthen justice and fight impunity at the community/municipal level, and iii) support CSOs and universities in service delivery. The project is aligned with Our clients new country program and the UN Strategic Cooperation Development Framework (UNSCDF) 2023-2025 and invests in long-term partnerships and robust monitoring and evaluation to ensure sustainable results, prioritization of those most in need, and value for money.</span></div><div><span ><br></span></div><div><span >Our client conducts outcomes, portfolio and programme/project evaluations at different stages of the Country programme to capture and demonstrate evaluative evidence of Our client’s contributions to development results at the country level, as well as to programme-specific objectives and goals. To this end, Our client will carry out an independent final evaluation within the overall provisions contained in the Our client Evaluation Policy.</span></div><div><span ><br></span></div><div><span > The purpose of the final evaluation is (1) to assess the overall results and impact of the project and (2) to serve as an accountability for donors and stakeholders, including beneficiaries. The evaluationwill identify what has been working and what has not and the factors behind them. The evaluation will also draw lessons learned and best practices that may be considered for future programming. The evaluation findings and results will be disseminated to and shared with relevant stakeholders,including donors and government partners, and communicated to project beneficiaries.</span></div><div><span >The independent final evaluation will cover the beginning of the project up to the day of evaluation, August 2026. It will cover all project outputs, activities and processes including conceptualization, design, implementation, monitoring, reporting, and evaluation of results in consultation with all project stakeholders. The evaluation will focus on the support the project has been providing many different fronts on the Missing Persons file in Libya, from institutional strengthening and capacity building for relevant government officials to enabling an environment where rule of laws and human rights are upheld, while bringing justice and responsive services closer to the families of missing persons, as per the project document. The geographic location of the project covers the West, East and South of Libya. As the implementation progressed, the project focuses on two pilot areas, Tawergha and Tarhuna in the West. The scope of the evaluation is expected, but not limited to, to be in the areas </span></div><div><span ><br></span></div><div><span ><b>Role objectives<span > </span></b></span></div><div><span >The evaluation team is expected to deliver the following products:</span></div><div><span ><br></span></div><div><span ><br></span></div><div><span ><br></span></div><div><span >a. Evaluation Inception Report. An inception report is the result of preliminary discussion between the project team and the desk review of the relevant documents. The inception report must be produced before any further evaluation activities, such as interviews and field visits. The inception report should include an elaborated workplan of the evaluation process together with the timeline as accurate as possible. Also, an evaluation matrix that maps out all project stakeholders for data collection, the evaluation design and methodology to approach stakeholders including how cross cutting issues will be addressed, theory of change review. Please see ANNEX F for evaluation matrix template. The inception report should be between 10-15 pages.</span></div><div><span > </span></div><div><span ><br></span></div><div><span >b. Evaluation Debriefings. The evaluation team is expected to provide evaluation debriefing as required to the national counterparts (and other government partners if necessary), our client, donors, and other relevant stakeholders.</span></div><div><span > </span></div><div><span ><br></span></div><div><span >c. Draft Evaluation Report. Following the activities done by the evaluation team collecting data and evidence, a draft report is expected to be submitted to our clientand UNSMIL for comments and feedback. It should be between 40- 60 pages. Please refer to ANNEX G for the outline of the report. The draft report should comply with the our client quality requirements.</span></div><div><span > </span></div><div><span ><br></span></div><div><span >d. Evaluation Report Audit Trail. The project team and other relevant stakeholders are expected to provide comments on the draft evaluation report. The comments and feedback will be compiled in one document (audit trail) where the evaluation team is to address them. The response to the comments by the evaluation team must also be retained.</span></div><div><span > </span></div><div><br></div></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Key competencies - Demonstrated ethical standards with the ability to maintain impartiality during evaluation. - Demonstrates integrity and fairness by modelling UN values. - Demonstrates professional competence and is conscientious and efficient in meeting commitments, observing deadlines, and achieving results. - Excellent cultural, gender, age, and nationality sensitivity and ability to work with people from different backgrounds. - Ability to work with minimal supervision, taking own initiative and control to implement tasks - Ability to deal with multi-stakeholder groups - Excellent interpersonal and communication skills (written and verbal) - Strong analytical and reporting skills with the ability to conceptualize, articulate, and present (written and verbal) about rule of law, justice, and security within the development context. - Proven experience in conducting remote evaluations and using technology (Zoom, MS Teams, etc) - Experience using range of quantitative and qualitative data gathering techniques to assess programme/project results at individual, institutional, sector and policy level - Experience in data analysis methods and tools - Solid knowledge and experience in applying human rights-based approach and Gender and Social Inclusion (GESI) in the evaluation - Demonstrated experience in working with international development organization. Experience with the UN agencies is preferable. - Working knowledge of Libya, particularly in the rule of law, justice, and security sector within development context, including understanding of Libyan Government programme, strategies, and policies on the sector would be an asset Team management This role does not require team management skills.</p><p></p></section>
