Job description - Deputy Country Manager - (Fixed Term Employee)<br> Position Details:<br> An individual contributor residing in Tripoli responsible for supporting the Country Manager in translating new country entry strategy into executable country plans, ensuring that workstreams are coordinated, and business activities progress in a disciplined, compliant, and integrated manner. Governance, controls, and compliance<br> • Support the Country Manager in ensuring country activities comply with applicable Oil & Gas companies policies, approval authorities, anti-corruption requirements, sanctions guidance, recordkeeping expectations, and local legal/regulatory obligations.<br> • Coordinate with Corporate Affairs, Legal, Compliance, Finance, Tax, and Supply Chain to ensure appropriate due diligence, contracting, payment, vendor, partner, and third-party controls are in place.<br> • Maintain visibility into key governance requirements <br> 4. Operational readiness<br> • Support development and tracking of mitigation plans, readiness checklists, emergency response inputs, and business continuity considerations.<br> • Support Corporate Affairs in ensuring above-ground risks are integrated into business planning and decision-making, in close coordination with other subject matter experts.<br> • Monitor changes in the operating environment that may affect schedule, cost, access, personnel safety, partner alignment, or investment certainty.<br> 6. Country set-up and business enablement<br> • Coordinate practical country set-up requirements, which may include entity establishment support, office and administrative readiness, local service providers, banking and tax considerations, staffing plans, travel protocols, security arrangements, and logistics support.<br> • Work with functional teams to identify minimum operating requirements for safe and compliant business presence in each country.<br> • Support onboarding of in-country personnel, contractors, consultants, and visiting business teams as needed.<br> • Drive fit-for-purpose processes that enable progress while maintaining required controls.<br> 7. <p>Liaises with the Team Lead on appropriateness of tests, results, and additional testing as required. </p><br>

<p>Identifies problems that may adversely affect test performance or reporting of test results and either corrects the problem or notifies the Team Lead. </p><br>

Monitor and maintain BMS systems controlling HVAC, lighting, and other building services to ensure optimal performance. Perform routine testing, preventive maintenance, and system upgrades while maintaining accurate service records. <p>Under Component B above, the focus will be on the preparation of water investment projects with a relevant Investment Plan. For these future investment projects, E&S aspects will need to be properly addressed including identifying the E&S risks and potential impacts, such as those related to land acquisition, physical and economic displacement and compensation, etc., and necessary measures to mitigate the identified E&S risks and associated impacts. To support the implementation of this urban planning project, our client in Libya Country Office has established a Project Implementation Unit (PIU), with the E&S being a key member of the PIU team. Accordingly, our client is seeking an E&S Officer to support all E&S aspects of the project. The our client recruited E&S Officer will work closely with the Consultancy Firm, to provide oversight and ensure all E&S requirements for the proposed investment projects are delivered by the Consultancy Firm. The Consultancy Firm will be recruited by our client separately, and through a competitive tendering process For proposed infrastructure development projects it is necessary that they have been assessed for potential negative E&S impacts that may result from the proposed development activity. This needs to be done in compliance with our client and AfDB E&S requirements for investment projects with a relevant Investment Plan. Further, all tasks must be in line with the relevant national environmental, occupational health and safety, and social laws and regulations, as well as international law including conventions and treaties adopted by the host country and applicable to the respective Project(s) and Environmental and Social Safeguarding (ESS) conditionalities. As such, under the direct supervision of tour client in Benghazi Field Office, and in close coordination with the WASH Manager, the E&S Officer will be responsible for supporting the design, management and monitoring of all E&S activities for the Benghazi urban planning and water infrastructure development project. Oversight and Quality Assurance of Environmental and Social Assessment (ESA) Documents a)Review and validate the legal framework, procedures, and methods for environmental and social screening and impact assessment developed by the Consultancy Firm. b)Perform technical reviews of the baseline diagnostic and socio-economic information provided by the Firm to ensure accuracy and completeness. c)Provide quality assurance and clearance for the Stakeholder Engagement Plan (SEP) and Grievance Redress Mechanism (GRM) drafted by the Firm. d)Validate the proposed environmental and social management measures to ensure they serve as a reliable reference for future investment projects. e)Supervise the Firm s establishment of baseline information and provide technical guidance on the assessment methods for the project Environment and Social Impact Assessments (ESIAs). f) Monitor and audit the Firm s field activities and site visits to ensure compliance with the Environmental and Social Management Framework (ESMF). g)Review and clear all guidance and instruments related to land acquisition, compensation, and access restrictions developed under Component B. Guidance for the development of safeguard instruments and tools a)Ensure the strict implementation of the E&S national legal framework and AfDB E&S safeguarding requirements across all project phases. b)Directly oversee the E&S integration within the Urban Water Masterplan (Component A), specifically reviewing the E&S risk assessments and the identification of necessary E&S instruments. c)Technical review and clearance of all safeguard instruments for the three (3) prioritized projects (Component B), including ESIAs, ESMPs, and Resettlement Action Plans (RAP). d)Deliver specialized capacity building and training sessions to national stakeholders, including the Municipality of Benghazi, GCWW, and GMRA, on E&S risk management. e)Screen and categorize the E&S risks for each future investment project to determine the required level of assessment. f) Validate the ToRs prepared for ESIAs and ESMPs before they are used for local procurement. Project reporting In close coordination with the WASH Manager, and CSD Officer in Benghazi, the E&S Officer will be required to provide the following deliverables on an agreed date at the end of each month: 1.Monthly progress report - The monthly report will be provided in an agreed format, including, but not limited to: a.Details of key activities carried out each month to support the Benghazi masterplan project, as agreed with the WASH Manager and CSD Officer; b.Details of any project milestones reached in relation to E&S project guidelines and requirements, as set out above; c. Details of key challenges and bottlenecks identified during the month, and any actions/recommendations agreed to address them; and d.Outline plan for the proceeding month. Any other activities, as may be required and directed by the Supervisor. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >Overview of position Under the overall direct supervision of the Mental Health and Psychosocial Support Programme Manager and senior MHPSS assistant, and overall supervision of Deputy Chief of Mission, the successful candidates will be responsible and accountable for the direct implementation of the MHPSS activities through providing direct services through group and individual modalities. In addition, providing support for capacity building efforts on MHPSS both internally and externally.</span></p><p>Role objectives Take lead in organizing and facilitating MHPSS Trainings and workshops, and developing the capacity of relevant MHPSS workers, national first responders, health workers, and active CSO members Work with management team and technical focal point in IOM MHPSS team to update, modify and create training content Support in providing capacity building for IOM teams to increase technical capacity and referral by other units. Support in organizing events and workshops in line with IOM Community Based Mental Health and Psychosocial Support Approach Support in drafting training letters, agendas, and preparing relevant documents in preparation for trainings, workshops, and events Engage with community mobilizers, and community leaders to coordinate, organize, and promote MHPSS activities in the designated locations Liaise closely and coordinate with the health, protection, and MRRM teams working in the area. This includes planning of the weekly visits, meetings, workshops, trainings, and so on. Undertake all administrative and office related roles to ensuring the successful implementation of tasks and the project activities. When required, develop purchase Request Forms (PRFs) and Goods receipt note (GRNs), get necessary approval, and liaise with other unit/programs/departments within IOM to ensure that all travel and venue booking is completed in time. Support the programme manager in identifying capacity building opportunities in Libya for Civil Society Organizations and Government counterparts, develop training materials and contribute to the delivery of trainings if required (translation or leading sessions). Liaise with IOM partners, especially Civil Society Organizations and Government counterparts to ensure interventions are delivered in line with international guidelines and standards and IOM policies. Provide psychosocial support to the members of the migrant community Work on creating a system for proper documentation for trainings, and workshop reports (Invitation letters, concept notes, logistical notes, agenda, training report, etc.,) Provide the programme manager with timely and accurate information of delivered activities, reports, case notes, and referrals and in compliance with IOM reporting formats and timeframes Conduct psychosocial assessments with individuals and families to assess and review their main concerns, needs, and overall situations, and coordinate with other units , and take lead, during mapping and assessment visits for schools/urban locations Deliver individual and group counselling sessions to identified beneficiaries with mental health and psychosocial needs in line with IOM MHPSS community-based approach. Engage with community mobilizers, and community leaders to coordinate, organize, and promote MHPSS activities in the designated locations Participate in defining effective and culturally appropriate psychosocial approaches and interventions on the community level. Conduct visits to detention centers (DCs), disembarkation points, shelters, and urban locations to assess the needs of migrants, IDPs and host communities and provide assistance accordingly. Make necessary referral to other units, programs, and departments within IOM and to other stakeholders. Travel to any location as requested by the direct supervisor when/where necessary. Conduct services mapping exercises in order to identify other units and stakeholders working to address the need of migrants in the relevant DCs and urban locations and needs of IDPs and hosting communities. Report any challenges and potentials hiccups in the process to the senior MHPSS assistant & Programme Manager in a timely manner. Attend training sessions and document all process for processing approvals, authorizations maintaining up to date copies of all documents. Liaise with other IOM units in particular Protection in addition to VHR, Health and Technical Cooperation, Community Stabilization and MRRM to guarantee a holistic approach to responses, management of identified cases and referral when necessary. Attend meetings both programmatic and Technical on regular basis. Submit weekly and monthly reports documents all activities and services provided.
