<br></span><p>To provide supervision for the Patient Registration areas, Inpatient and Outpatient. They will aid in setting goals, priorities, and performance standards for Patient Access functions including scheduling and registration. <p>Supervises, develops, establishes, implements, and evaluates the EMR systems to monitor the accuracy and timeliness of registration. </p><br>
<p>Monitors up-front cash collection efforts and provides timely feedback to the Patient Access Manager for any related financial implications. </p><br>
<p>Creates and implements methodologies to measure and improve patient satisfaction. </p><br>
<p>Ensures the Patient Access team’s understanding, awareness, and compliance with all applicable laws, regulations, and professional standards. </p><br>
<p>Ensures registration audits are regularly performed to promote quality and identify root causes of issues to develop action plans for process improvement. </p><br>
<p>Monitors and analyses Key Performance Indicators for Patient Access processes providing recommendations for improvement as needed. </p><br>
<p>Supports and assists in the cross-functional training for the Patient Access team aiming to have a universal staff that can support and cover other tasks when required. </p><br>
<p>Aids in the Patient Access allocation and scheduling in accordance with the volume and workflow indicators to ensure compliance with department goals and improve patient journey. </p><br>
<p>Monitors and follows up on all the required reports that the Patient Access team needs to formulate and generate on a daily, weekly, monthly, and yearly basis. </p><br>
<p>Monitors and assures that employee time is recorded accurately. </p><br>

<br><p>Generates and maintains keeps departmental records and reports. </p><br>
<p>Supports the Patient Access team by registering and pre-registering patients as necessary and whenever needed. </p><br>
<p>Physically available onsite to support the team and the workflows. </p><br>
<p>Acts as a liaison between the team and other internal cross-functions. </p><br>
<p>Conducts monthly staff meetings to discuss pending matters and performance metrics. </p><br>
<p>Assumes on-call responsibilities to ensure there is enough staff to complete the day-to-day tasks and to solve any related problems. </p><br>
<p>Performs other assignments as may be required by the management. </p><br>

<p>Addressing the issue of missing persons at a national level and uncovering the truth about the fate of the missing through a fair, transparent, and scientific truth-seeking process is of paramount importance for national reconciliation. The Transitional Justice (TJ) process is still not fully installed, thousands of families, until now, do not know what happened to their loved ones. Families of the missing, civil society actors, and human rights defenders advocating for truth and justice often face intimidation and reprisals, while accountability mechanisms remain weak. Inclusive advocacy and capacity building are required to search for all missing persons, while considering their families' social, psychological, financial, and legal needs. The project Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions (hereafter: Missing Persons project ), implemented in partnership between UNSMIL and Our client and funded by the Netherlands' Ministry of Foreign Affairs, was developed based on a preliminary situation analysis and needs assessment to better understand the concerns and demands of families, which revealed a widespread lack of awareness of rights, entitlements, and available services among them, as well as limited access to trusted legal assistance and mental health support (MHPSS). Women, in particular, are disproportionately affected due to socio-economic vulnerability, social stigma surrounding MHPSS, and the absence of effective witness and victim protection laws in Libya. To address this service gap, pilot community-based referral mechanisms (referred to under the project as One-Stop-Shop services) will be operationalized in Tarhuna and Tawergha to provide coordinated access to legal aid, forensic follow-up, administrative assistance, and psychosocial support. The OSS model will function as a trusted community entry point and referral mechanism linking families to relevant authorities and service providers, contributing to the right to truth, justice and reparations. On this basis, Our client will select qualified experts in both localities to oversee the referral system. The two national consultants, one in each city, will serve as the first point of contact between beneficiaries and service providers in their respective communities. The consultants will support intake, referral, case coordination, outreach, and accompaniment of families accessing legal and psychosocial services. The objective of the assignment is to facilitate safe, confidential, and victim-centred access to legal aid and psychosocial support services for families of missing persons in Tawergha through community-based referral and coordination mechanisms. Under the supervision of our clientRule of Law Project Manager, the Transitional Justice Specialist, and in close collaboration with UNSMIL Human Rights team, the Contractor will support the operationalization of a referral system providing legal aid and MHPSS services to families of missing persons in Tawergha. The consultant will serve as the community-based referral focal point and facilitator between beneficiaries and designated service providers. Role objectives Under the supervision of Our client, the consultant will undertake the following tasks: A. Beneficiary Intake and Referral Support Serve as the primary community focal point for beneficiaries accessing the referral mechanism; Conduct intake meetings with families of missing persons in a confidential and victim-centred manner; Assist beneficiaries in completing complaint, intake, consent, and referral forms; Identify legal, psychosocial, protection, and administrative needs of beneficiaries; Conduct preliminary risk and vulnerability assessments and identify urgent protection concerns; Refer beneficiaries to designated lawyers and MHPSS providers in accordance with agreed referral procedures ( SoPs); Ensure regular referral follow-up with beneficiaries and service providers regarding ongoing referrals; Maintain anonymized referral tracking records for monitoring purposes. The consultant shall support referral follow-up and coordination only and shall not provide legal advice, psychosocial counselling, forensic services, or case management. B. Coordination with Lawyers and MHPSS Providers Coordinate appointments and meetings between beneficiaries and legal/MHPSS service providers; Facilitate visits and missions of lawyers, MHPSS experts, and project teams to Tawergha; Support logistical and community coordination for legal awareness sessions, consultations, and outreach activities; Ensure timely communication between beneficiaries, lawyers, MHPSS providers, and our client; Flag urgent or sensitive cases requiring immediate attention. C. Community Outreach and Awareness Support a localized awareness campaign to inform families about available support services and referral pathways; Support awareness-raising activities related to legal rights, available services, and access procedures; Facilitate community meetings and engagement sessions with families, our client and local stakeholders; Support dissemination of communication and awareness materials developed under the project. D. </p><p><strong>Desired Candidate Profile</strong></p><p>Experience working with conflict-affected communities and vulnerable groups Demonstrated professional presence, trusted community relationships, and established access within Tawergha (depending on the duty station) are essential requirements. Applicants must provide evidence of previous work with families of missing persons, victims of conflict, local civil society organisations, community leaders or other relevant local actors in the target area; Experience facilitating confidential referrals, accompanying beneficiaries through legal or psychosocial services, and maintaining trust with vulnerable communities; Previous experience working with the United Nations, international organizations, or donor-funded programmes is an asset. Applicants must demonstrate previous field-based experience in Tawergha, or substantial operational experience with communities from the city. The consultant shall strictly adhere to confidentiality, informed consent, victim-centred, and do-no-harm principles. Personal information collected through the referral mechanism shall only be shared with designated service providers and authorized project personnel on a need-to-know basis and in accordance with applicable data protection protocols. No personal identifying information shall be included in reports submitted to our client unless explicitly authorized.</p>
<p>He/She will perform the substantive duties and responsibilities outlined below, in close collaboration with JTV, service providers and other stakeholders. The consultant is expected to adopt a participative and inclusive approach that will be reflected in reporting.</p><p>1. Compound Management & Administrative Support</p><p>Facility & Villa Maintenance: Provide direct support to the Admin Associate in managing the Our client compound. Coordinate, track and monitor daily maintenance and repair requests for residential villas and office spaces, ensuring timely follow-ups with maintenance vendors and housekeeping teams.</p><p>Resident & Accommodation Services: Assist in managing short-stay records and hotel room reservations. Support the administration of our client Booking Hub, ensuring accurate check-in/check-out documentation and smooth resident communications.</p><p>Asset & Inventory Management: Maintain comprehensive oversight of our client physical assets. Assist with physical inventory verification and accurate data entry on SharePoint.</p><p>Preventive Maintenance & Inspections: Coordinate routine preventive maintenance and regular inspections of physical assets, and monitor the quality of essential services such as power supply, water systems and general repairs.</p><p>2. Light ICT and Technical Support</p><p>Basic Desktop & Helpdesk Support: Provide daily first-level technical support and basic troubleshooting to CO staff and our client users. Escalate complex hardware, software or local area network (LAN) issues to the ICT Associate.</p><p>Basic System Checks (IPTV/CCTV/Internet): Assist in monitoring the functionality of CCTV cameras and IPTV services across the compound. Report connectivity outages, clarity issues or damages, and coordinate timely cleaning or replacements with external vendors under the guidance of the ICT Associate.</p><p>3. Compliance and Reporting</p><p>Ensure adherence to our client operational, safety and security procedures within the compound. Report any incidents, damages or irregularities in a timely manner. Maintain proper records of requests, interventions and follow-ups. Oversee external contractors and service providers to ensure works are completed to the required standard.</p><p>4. These challenges are exacerbated by rapid urban expansion, aging infrastructure, water scarcity, poor water and sanitation management performance and climate change. Against this backdrop, our client jointly with the African Development Bank (AfDB), are supporting the Municipality of Benghazi to develop a comprehensive water infrastructure master plan for Benghazi City. To ensure alignment with the Benghazi Metropolitan Area Master plan1currently under finalization (as of October 2025), the water infrastructure masterplan will have 2050 as the final planning horizon year. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, Component A: Inclusive and resilient urban water masterplan for Benghazi The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Accordingly, the technical and investment forecasts will be defined for the following horizons: Short term (intermediate) 2030 Long term 2050 Each horizon and interval between them will be the subject of a priority analysis of the projects and works to be carried out for the achievement of the objectives fixed at the final horizon according to the criteria of urbanization, existing infrastructure, and environmental and socio-economic impacts. Component B: Preparation of Water and Sanitation Investment Plan Projects An investment plan will be developed by the Consultancy Firm appointed to develop the Benghazi water masterplan and cleared by the competent authorities. The Consultancy Firm will then prepare the preliminary design, full design, and tender documents (including Bills of Quantities) for the top three (3) prioritized investment projects and initial budget estimates. <br><p>5 years’ post graduate experience (Out of which 2 years in a government or semi-government Facility).</p><br>
