In the context of ongoing political and institutional fragmentation since 2011, the country continues to face significant challenges in ensuring effective border governance and management across its extensive land and maritime borders. Libya shares approximately 4,300 kilometres of land borders with Niger, Chad, Sudan, Algeria, Tunisia, and Egypt. Large sections of these borders extend across remote and sparsely populated desert areas characterised by limited state presence, inadequate infrastructure, and constrained operational capacities. These conditions contribute to a high degree of border porosity and present substantial challenges to the effective monitoring and control of cross-border movements. The security and governance dynamics in Libya’s border areas are closely linked to broader regional trends, particularly in the Sahel, where persistent instability, the presence of non-state armed groups, political transitions, and socio-economic vulnerabilities continue to drive insecurity and population movements. These dynamics are further exacerbated by environmental stressors and limited livelihood opportunities, contributing to increased mobility and displacement across borders. Within this context, Libya is affected by complex and interrelated cross-border challenges, including: • Mixed migration flows involving migrants, asylum seekers, and refugees transiting through Libya, often in vulnerable situations. • The activities of transnational organised crime networks engaged in the smuggling and trafficking of persons, weapons, fuel, and illicit substances. • The movement of armed groups and foreign fighters across porous border areas. • The potential exploitation of ungoverned or weakly governed spaces by terrorist and violent extremist actors. These challenges have implications not only for Libya’s national security and stability but also for regional peace and security, including in neighbouring Sahelian and North African countries. Border communities, particularly in remote areas, are disproportionately affected by these dynamics, facing limited access to services, economic marginalisation, and heightened protection risks. The Government of Libya has taken steps to address these challenges, including the development of strategic frameworks such as the “Security Plan to Reduce Smuggling and Control the Borders” and the “Four Lines of Defense” concept. While these initiatives provide an important foundation, there remains a need to further consolidate, harmonise, and operationalise existing approaches within a comprehensive and coherent national strategy. In this regard, there is a recognized need to strengthen border governance through an integrated and coordinated approach. The European Union’s Integrated Border Management (IBM) concept offers a relevant reference framework, promoting a multi-agency, multi-level, and whole-of-government approach to border management. This approach emphasises effective coordination among relevant national authorities, including border guards, customs, migration services, and law enforcement agencies, as well as enhanced cooperation with neighbouring countries and regional partners. In line with international standards and guidance developed by relevant organisations, including the United Nations, the World Customs Organization (WCO), and the World Bank, effective border management requires a balanced and comprehensive approach that integrates security considerations with the facilitation of legitimate trade and mobility, the protection of human rights, and the promotion of sustainable development in border areas. Against this backdrop, the development of a comprehensive Border Management Strategy for Libya is considered a priority. Such a strategy should build on existing national frameworks while addressing identified gaps in legal and regulatory systems, institutional coordination, operational capacities, infrastructure, and cross-border cooperation mechanisms. It should further be accompanied by a realistic and phased implementation plan, ensuring alignment with national priorities and international standards. The consultant shall also define clear governance arrangements, roles, and coordination mechanisms among the Border Guards Agency, Ministry of Interior entities (e.g. GACIM), Ministry of Defence/Border Guards, and customs authorities. The strategy should address overlapping mandates and establish practical frameworks for information sharing, joint planning, and coordinated operations - particularly for SARD - by clarifying command structures, SOPs, and handover procedures. The development and implementation of such a strategy is expected to contribute to strengthened state institutions, enhanced border security and governance, improved regional cooperation, and the promotion of safe, orderly, and regular cross-border movements. Scope of Work The consultant(s) will undertake the following tasks: Review and Assessment • Conduct a comprehensive review of existing national strategies and frameworks, including: o “The Security Plan to Reduce Smuggling and Control the Borders”. o The “Four Lines of Defense” framework. • Analyse the current legal, regulatory, and institutional framework governing border management, migration, and cross-border cooperation. • Assess operational capacities, infrastructure, coordination mechanisms, and existing gaps. Strategy Development • Develop a comprehensive Border Management Strategy guided by: o The EU Integrated Border Management (IBM) concept. o Relevant guidance from the EU, World Customs Organization (WCO), and World Bank. • Ensure the strategy: o Builds on and operationalises existing national frameworks. o Defines clear institutional roles and coordination mechanisms. o Aligns with international standards and good practices. o Clarified command structures, roles, and standard operating procedures (SOPs) o Effective mechanisms for information sharing, joint planning, coordinated operations, and handover procedures Plan of Action (1 – 3 Years) • Develop a phased and costed implementation plan covering a period of 1 – 3 years, including: o Prioritised actions and sequencing. o Clear timelines, responsibilities, and performance indicators. • Identify and propose: o Legal and regulatory reforms required to harmonise border governance frameworks. o Institutional strengthening measures to improve coordination and accountability. These challenges are exacerbated by rapid urban expansion, aging infrastructure, water scarcity, poor water and sanitation management performance and climate change. Against this backdrop, our client jointly with the African Development Bank (AfDB), are supporting the Municipality of Benghazi to develop a comprehensive water infrastructure master plan for Benghazi City. To ensure alignment with the Benghazi Metropolitan Area Master plan1currently under finalization (as of October 2025), the water infrastructure masterplan will have 2050 as the final planning horizon year. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, Component A: Inclusive and resilient urban water masterplan for Benghazi The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Accordingly, the technical and investment forecasts will be defined for the following horizons: Short term (intermediate) 2030 Long term 2050 Each horizon and interval between them will be the subject of a priority analysis of the projects and works to be carried out for the achievement of the objectives fixed at the final horizon according to the criteria of urbanization, existing infrastructure, and environmental and socio-economic impacts. Component B: Preparation of Water and Sanitation Investment Plan Projects An investment plan will be developed by the Consultancy Firm appointed to develop the Benghazi water masterplan and cleared by the competent authorities. The investment plan will include a project prioritization table, following a multi-criteria analysis, established in collaboration with the main stakeholders. The Consultancy Firm will then prepare the preliminary design, full design, and tender documents (including Bills of Quantities) for the top three (3) prioritized investment projects and initial budget estimates. The full / detailed design will be developed for the top three prioritized investment projects, for which at least EUR 100 million (in words: one hundred million) will be expected to be mobilized for infrastructure development. Component C: Governance and capacity building of relevant national stakeholders and Project management This component will strengthen the project's ownership and relevance by involving the relevant national stakeholders of the sector. Specifically, the Consultancy Firm will develop a Capacity Building Plan (aligned to the time horizons as articulated under Component A) to train local authorities, particularly the Municipality of Benghazi, Libya Reconstruction and Development Fund, the GCWW and the GMRA, on the operation and management of the systems proposed in the masterplan. Desired Candidate Profile<ul><li>Expert knowledge of at least one, and basic knowledge of at least two of the following components: experience in developing an action plan extracting information from ESMF to guide ESS implementation; designing standards and instruments for safeguarding compliance and screening; developing Standard Operating Procedures (SOPs) to be used in auditing ESS internally, as well as by implementing partners to ensure standardization in reporting; oversight and monitoring the implementation of environmental and risk management plans at the project level; previous experience with the UN or AfDB and MDB-funded projects is desirable.</li><li>Expert knowledge of at least two of, and basic knowledge of the other two following components: Programme/project management; Capacity development; Knowledge management; Monitoring and evaluation.</li><li>Strong computer skills and familiarity with Microsoft Office applications</li><li>Strong coordination, communication and interpersonal skills.</li><li>Ability to work with government counterparts, our clinet technical teams and external consultants.</li><li>Ability to manage deadlines, document decisions and ensure timely delivery of outputs.</li></ul>
