While conflict dynamics vary across regions, common challenges include weak institutional capacities, limited economic opportunities for youth and women, social fragmentation, insufficient access to quality basic services, exclusion of vulnerable groups from decision-making processes, and limited capacities for conflict prevention and peacebuilding. These challenges are often compounded by displacement, climate-related pressures, economic shocks, and the continued effects of political fragmentation. Particular attention is given to youth, women, internally displaced persons (IDPs), returnees, persons with disabilities, migrants, refugees, and other vulnerable and marginalized populations. The programme recognizes that these groups often face disproportionate barriers to participation in governance processes, access to livelihoods, service delivery, and peacebuilding initiatives. Through targeted interventions, the programme seeks to strengthen their inclusion, participation, leadership, and access to opportunities while promoting the principles of Leave No One Behind (LNOB), gender equality, and human rights. Across the three regions, the programme pursues a common peacebuilding and resilience framework centered around four mutually reinforcing pillars: (i) strengthening local governance and institutional capacities; (ii) enhancing social cohesion, dialogue, and conflict management mechanisms; (iii) promoting inclusive economic recovery, livelihoods, entrepreneurship, and private sector development, particularly for youth and women; and (iv) improving access to basic services and supporting local recovery and reconstruction fund efforts. The programme's theory of change is based on the premise that if local institutions are strengthened to analyse conflict, manage tensions, and deliver inclusive and conflict-sensitive services; if sustainable mechanisms for dialogue, participation, and conflict management are established and institutionalized; and if economic opportunities are expanded through livelihoods, entrepreneurship, private sector development, and local economic recovery initiatives, particularly for women, youth, and vulnerable groups, then public trust in institutions will increase, social cohesion will be strengthened, local conflict drivers will be reduced, and communities will become more resilient to conflict, shocks, and future crises. The programme further seeks to strengthen linkages and cooperation between local authorities, civil society organizations, community leaders, women and youth groups, private sector actors, and national institutions. Through this integrated approach, the programme contributes to building more responsive institutions, strengthening local peace infrastructures, promoting inclusive development, and advancing sustainable peace and resilience outcomes across Libya. The Programme contributes to the following results and outputs of our client Strategic Plan and CPD: our client Strategic Plan 2 (PHONE_NUMBER) Outcome 3: By 2029, institutions and people are better prepared to prevent, respond to, and recover from crises while sustaining long-term development. Output 3.2: Stabilization, recovery, and reconstruction efforts resulted in improved access to essential services and infrastructure, revitalized local economies, successful reintegration of ex-combatants, and reduced social tensions among crisis-affected populations. Output A 1.1: Economic opportunities expanded for people and enterprises to access decent jobs, trade and productive assets, including human capital, human mobility, and sustainable energy. Output B 1.1: Institutions and individuals capacities strengthened to access and use digital technologies for efficient and accessible public services and the advancement of social, environmental, and economic objectives. Output C.1: Local governance systems and communities strengthened to manage natural resources, deliver basic services, enhance socio-economic opportunities, and foster peaceful conditions. UNDP Libya CPD 2 (PHONE_NUMBER) Outcome 2: By 2025, all people in Libya participate in and benefit from a more peaceful, safe, and secure society, free from armed conflict and underpinned by unified and strengthened security, justice, rule of law, and human rights institutions that promote and protect human rights based on the principles of inclusivity, non-discrimination, and equality in accordance with international norms and standards. Output 2.2: Local administrations capacities to deliver better basic social services in a participatory, equitable, gender-responsive, and conflict-sensitive manner are strengthened. Output 2.3: Private sector capacity to contribute to growth, livelihoods generation, and participation of women, youth, and marginalized groups in economic life are boosted. Output 2.4: Capacities of local stakeholders to enhance social cohesion and sustain peace are strengthened. The programme also aligns with the United Nations Sustainable Development Cooperation Framework (UNSDCF) and contributes.

Desired Candidate Profile

Analytical capacity

Relevant gender analysis (especially collection and analysis of gender disaggregated data in the areas of livelihoods and peacebuilding)

Adequate reporting and English editing

Ability to use RBM language

Prior experience of conducting baseline and impact studies in the development sector

Experience of data collection in conflict situations

Working experience with the United Nations or similar organization in Libya would be an asset

Demonstrable access to the Municipalities mentioned in the ToR

The programme supports young people aged 18–35 to identify challenges within their local contexts, conduct research, engage with peers and stakeholders, and collaboratively define priorities and solutions. Through workshops, dialogue sessions, mentoring, and collective action, young people are equipped with leadership, decision-making, and civic engagement skills that enable them to actively contribute to their communities. At the same time, the programme works to strengthen confidence among young people that positive change is possible, while encouraging greater recognition among stakeholders of the value of meaningful youth participation in community and decision-making processes.

Youth Connect is delivered in partnership with civil society organisations and national entities to ensure strong local ownership, sustainability, and measurable impact. It promotes inclusive youth participation, ensuring equitable access for diverse groups, including those facing additional barriers to engagement. Through Collective Action Projects (CAPs), young people work alongside CSOs and local stakeholders to design and implement practical solutions to local challenges, while stronger youth networks and alumni engagement help sustain learning, leadership, and collaboration beyond the programme cycle. In the context of ongoing political and institutional fragmentation since 2011, the country continues to face significant challenges in ensuring effective border governance and management across its extensive land and maritime borders. Libya shares approximately 4,300 kilometres of land borders with Niger, Chad, Sudan, Algeria, Tunisia, and Egypt. Large sections of these borders extend across remote and sparsely populated desert areas characterised by limited state presence, inadequate infrastructure, and constrained operational capacities. These conditions contribute to a high degree of border porosity and present substantial challenges to the effective monitoring and control of cross-border movements.
The security and governance dynamics in Libya’s border areas are closely linked to broader regional trends, particularly in the Sahel, where persistent instability, the presence of non-state armed groups, political transitions, and socio-economic vulnerabilities continue to drive insecurity and population movements. These dynamics are further exacerbated by environmental stressors and limited livelihood opportunities, contributing to increased mobility and displacement across borders. Within this context, Libya is affected by complex and interrelated cross-border challenges, including:
• Mixed migration flows involving migrants, asylum seekers, and refugees transiting through Libya, often in vulnerable situations.
• The activities of transnational organised crime networks engaged in the smuggling and trafficking of persons, weapons, fuel, and illicit substances.
• The movement of armed groups and foreign fighters across porous border areas.
• The potential exploitation of ungoverned or weakly governed spaces by terrorist and violent extremist actors.
These challenges have implications not only for Libya’s national security and stability but also for regional peace and security, including in neighbouring Sahelian and North African countries. Border communities, particularly in remote areas, are disproportionately affected by these dynamics, facing limited access to services, economic marginalisation, and heightened protection risks.
The Government of Libya has taken steps to address these challenges, including the development of strategic frameworks such as the “Security Plan to Reduce Smuggling and Control the Borders” and the “Four Lines of Defense” concept. While these initiatives provide an important foundation, there remains a need to further consolidate, harmonise, and operationalise existing approaches within a comprehensive and coherent national strategy. In this regard, there is a recognized need to strengthen border governance through an integrated and coordinated approach. The European Union’s Integrated Border Management (IBM) concept offers a relevant reference framework, promoting a multi-agency, multi-level, and whole-of-government approach to border
management. This approach emphasises effective coordination among relevant national authorities, including border guards, customs, migration services, and law enforcement agencies, as well as enhanced cooperation with neighbouring countries and regional partners.
In line with international standards and guidance developed by relevant organisations, including the United Nations, the World Customs Organization (WCO), and the World Bank, effective border management requires a balanced and comprehensive approach that integrates security considerations with the facilitation of legitimate trade and mobility, the protection of human rights, and the promotion of sustainable development in border areas. Against this backdrop, the development of a comprehensive Border Management Strategy for Libya is considered a priority. Result of Service
A 2026 United Nations Country Analysis for Libya, and its annexes (List of sources, SDG indicators data matrix, risk matrix, up-to-date list of relevant international treaties, conventions, and agreements that Libya has signed) are developed and endorsed
Work Location
Tripoli / Libya
Expected duration
4 Months
Duties and Responsibilities
The United Nations Country Analysis (UNCA), formerly Common Country Analysis (CCA), is a joint exercise of the UN development system that will provide a contextual, causal, and forward-looking reading of Libya to inform strategic choices, help accelerate progress toward development objectives, and guide the development of a new planning framework. The UNCA is a concise, systemic, and prescriptive document. The purpose of the 2026 Libya UNCA is to generate a high-quality, evidence-based, and forward-looking analytical product that will inform the strategic prioritization process for the next UNSDCF and assess the progress towards the SDGs. The UNCA will identify the structural drivers of Libya’s development and peacebuilding challenges, the groups most at risk of being left behind, key risks and weak signals, and the most relevant pathways for SDG acceleration. The UNCA will also strengthen the UNCT’s collective analytical function by creating a shared evidence base, supporting strategic positioning, informing advocacy, partnerships, and decision-making, and enabling more agile programming in a complex and rapidly changing country context. The 2026 Libya UNCA will aim to: 1. Provide an integrated analysis of Libya’s governance, economic, social, environmental, humanitarian, human rights, political, peace, and security context, with attention to regional and transboundary dynamics. 2. Assess Libya’s progress, gaps, and bottlenecks in relation to the SDGs, the 2030 Agenda, and relevant international commitments. 3. Identify emerging risks and weak signals that may affect Libya’s development trajectory and the UN’s strategic engagement. 7. Define a concise set of SDG acceleration pathways and strategic implications for the next UNSDCF. All findings should be supported with evidence. The consultant will support the Analytical Team and the RCO Economist in triangulation to ensure that the information and data collected are valid. 2. Support foresight exercise: preparation of a report on the results of the foresight and/or system analysis exercise. The report should present the methodology used, summarize the main findings, highlight key emerging issues and signals, and identify their implications for the country analysis and broader system thinking and foresight exercise. 3. Drafting and Editing: With inputs from and in coordination with the UN Analytical Team and the RCO Economist, who will produce the first draft of each chapter, the consultant should edit, consolidate, and finalize the UNCA. 4. Stakeholder participation and validation: The development of the UNCA will be conducted in a participatory manner, ensuring the involvement of key stakeholders (e.g. government, IFIs, civil society, including women, youth an PwD groups, and those representing the most marginalized, private sectors, and the UN's regional offices) throughout the process.
