<p><strong>Hiring Office: </strong>UNFPA Libya Country Office</p><br><p><strong>Purpose of Consultancy:</strong>UNFPA Libya Country Office (CO) plays a central role in advancing the UN Sustainable<br> Development Cooperation Framework (UNSDCF) and the UNFPA Country Programme (CPD) through strengthened partnerships, expanded access, and enhanced national ownership. To accelerate progress during a period of evolving political, social, and economic dynamics, UNFPA seeks to hire a National Partnerships Consultant who will lead on cultivating, managing, and expanding strategic partnerships across government entities, civil society, academia, and—critically—the national private sector. The consultant will support UNFPA’s mandate by advancing multi-stakeholder engagement, enabling operational access, enhancing program delivery, and mobilizing resources and political backing for UNFPA priorities in Libya.<br><strong>Reporting Line</strong>: The consultant will operate under the direct supervision of the UNFPA Libya Country Office Representative.</p><br><p><strong>Scope of work: (Description of services, activities, or outputs): </strong></p><br><p><strong>A. Strategic National Partnerships (Government & Public Institutions)</strong><br> · Serve as a primary liaison between UNFPA and national counterparts, ensuring consistent engagement, information flow, and problem-solving for smooth programme implementation.<br> · Strengthen strategic partnerships with national and local authorities, including line ministries, municipal structures, and specialized agencies relevant to UNFPA’s mandate.<br> · Support the development, negotiation, and finalization of tailored Note Verbales, Memoranda of Agreement (MoAs) and other documents with government institutions, ensuring alignment with UNFPA programmatic priorities.<br> · Conduct continuous political, social, and economic analysis to identify opportunities, risks, and entry points for expanded collaboration.<br> · Lead regular engagement with authorities at central and municipal levels to resolve bottlenecks, ensure programme access, mitigate risk, and maintain compliance with interagency SOPs.<br> · Maintain strong relationships with implementing partners, academic institutions, and other national actors, ensuring that partnership frameworks remain up-to-date on the UN Partner Portal and internal systems.<br> · Conduct ongoing mapping of national stakeholders, including CSOs and academic institutions, to identify new and innovative partnership opportunities.<br> · Provide regular briefings and intelligence updates to the Representative and CO management on partnership dynamics, media scanning, opportunities, emerging sensitivities, and risks.<br><strong>B. National Private-Sector Partnerships & Resource Mobilization (CSR Focus)</strong><br> Develop a strategic engagement plan for national private-sector entities aligned with UNFPA’s mandate, including reproductive health, gender-based violence, youth empowerment, and population data.<br> · Identify and cultivate relationships with companies and business associations interested in Corporate Social Responsibility (CSR), cause-based funding, in-kind support, or joint advocacy.<br> · Translate UNFPA program priorities into compelling value propositions for the private sector, focusing on shared value, reputational benefit, and community impact.<br> · Coordinate with Programme teams to structure CSR partnerships—including sponsorships, co-funding, product/service contributions, and awareness-raising campaigns.<br> · Support the Representative in high-level outreach, negotiation, and partnershipbuilding efforts with corporate leadership.<br> · Maintain an updated database of private-sector actors, opportunities, and relationship progress.<br> · Prepare briefs, concept notes, and partnership pitches tailored to business audiences.<br> · Ensure due diligence, documentation, and compliance with UNFPA and UN policieson private-sector engagement.</p><br><p><strong>C. Programme Support, Access Facilitation & Problem-Solving</strong></p><br><p>Support the preparation, launch, and management of Requests for Proposals and partner selection processes on the UN Partner Portal.<br> · Monitor partnership documentation, agreements, and compliance requirements, ensuring timely updates of supplier profiles, agreements, and annual workplans.<br> · Support partners in implementing assurance recommendations (micro-assessments, audits, and spot checks), including PSEA and safeguarding action plans.<br> · Conduct field visits to engage partners, assess challenges, collect feedback, and escalate issues to programme teams for timely action.<br> · Facilitate coordination and access with government and non-government actors across programme locations—helping troubleshoot administrative, political, or operational bottlenecks.<br> · Facilitate and support the work of consultants, advisors, and technical experts in engaging national counterparts and accessing relevant stakeholders.<br> · Provide regular updates during Programme Team meetings and ensure follow-up on agreed action points.</p><br><p><br> D<strong>- Support Partnership Intelligence, Communication & Reporting</strong></p><br><ul> <li>Provide regular updates to the Representative and International Programme Coordinator on partnership developments, risks, opportunities, and required strategic decisions.</li> <li>Prepare briefs, meeting notes, and documentation of engagement with partners and authorities.</li> <li>Ensure that all partnership materials, Note Verbales, reports, and field visit findings are uploaded to CO knowledge-management systems (iDocs).</li> <li>Support internal and external communication on partnership achievements, opportunities, and programmatic highlights.</li> <li>Provide regular updates during the program team meetings on the results and key<br> highlights from field visits and meetings with partners, stakeholders, take note of the action<br> points and follow up on their implementation.<br> ● Constantly Analyze and interpret political, social and economic environment relevant<br> to UNFPA mandate, and identify opportunities and threats for the agency’s assistance and<br> intervention.</li></ul><p><strong>E. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). This strategy would include phased implementation roadmap and change management component; 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and LTA. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. Writing should use gender-sensitive language.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>A Master's degree in ICT, technology, engineering, computer science or a related field is required. Setting and Reporting The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDG's. The position is located in the United Nations Resident Coordination Office (RCO) in Libya and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader. Responsibilities: Under the delegated authority, the Regional Coordination Officer will provide high-level coordination, analytical and policy support to the RCO and UNCT, contributing to a tangible shift in how the UN operates and how Libyan systems function by June 2026. The incumbent is expected to advance: 1. Local Coordination & Municipal Policy Advisory Support: • Support the UN’s area-based coordination model through regular engagement with municipal councils in the East. • Assist municipalities to integrate displacement management, IDP reintegration, and climate and conflict sensitivity into development and peacebuilding plans. • Facilitate dialogue and coordination between municipal councils, national authorities, UN entities, INGOs, and civil society to ensure coherent, multi-stakeholder planning and implementation. • Coordinate closely with UN Agencies, Funds and Programmes (AFPs) to ensure cross-agency coherence, accountability, and integrated planning at the local level. • Contribute to positioning selected municipalities as demonstration sites for inclusive, evidence-based governance aligned with the UNSDCF. 2. Strengthening Municipal Data Systems: • Consolidate ongoing initiatives to ensure that vetted humanitarian datasets are responsibly integrated into municipal systems for targeting, case management, and resource allocation. • Support interoperability between municipal platforms and national-level systems, promoting harmonized data standards and evidence-informed decision-making. • Support with national institutions to address policy and technical barriers to data-sharing and advance a unified national platform for risk and development information. 3. Institutionalizing DRM, Preparedness and early warning capacities: • Support national counterparts to consolidate nationally owned resilience frameworks and to convene UN technical expertise for finalizing a national Disaster Risk Management (DRM) strategy. • Contribute to the development and testing of a single, inter-institutional SOP for emergency preparedness among national actors. • Support national efforts in strengthening integration between national alert systems and community-level action, enabling timely activation of preparedness measures in health, livelihoods, public safety, and social services. • Coordinate and support UNCT’s emergency preparedness by regularly updating the contingency plan and monitoring early warning indicators and emerging emergencies, working closely with the Rapid Response Mechanism.<br> Qualifications/special skills<br>Advanced university degree (Master's degree or equivalent degree) in public administration, sustainable development, social sciences, communications, civil engineering or related area is required.
