UNFPA works to deliver a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. In Libya, UNFPA supports national and sub-national partners to strengthen integrated reproductive health, protection, population-data and youth-responsive programmes, with particular attention to women, girls, adolescents, young people and vulnerable populations.</p><br> <p>The Libya Country Office works in a complex humanitarian and development environment that requires timely, accurate and conflict-sensitive communication. Effective communications are essential to demonstrate results, strengthen public understanding of UNFPA’s mandate, support evidence-based advocacy, mobilize resources, meet donor visibility commitments, and maintain trusted relationships with government institutions, civil society, youth actors, communities, media, donors, the United Nations Country Team and other partners.</p><br> <p>The Communications Consultant will provide sustained national support to strengthen UNFPA Libya’s strategic positioning and visibility across its programme areas. The consultant will translate technical work and field results into clear, compelling and ethical communications products; maintain digital channels and media engagement; support campaigns, events and senior-level visits; and strengthen systems for planning, content clearance, analytics and asset management.</p><br><br> <p><br><strong>Purpose and objective of the consultancy</strong></p><br> <ol> <li> <p>The overall objective of the consultancy is to support UNFPA Libya in planning and implementing coherent, high-quality and results-focused communications that advance the Country Programme, increase the visibility of UNFPA’s contribution, and engage priority audiences in Arabic and English.</p><br> <p>The specific objectives are to:</p><br> <ul> <li>Develop and implement a communications workplan aligned with UNFPA Libya’s programme, advocacy, partnership and resource-mobilization priorities.</li> <li>Produce timely, accurate and audience-appropriate bilingual communications products that communicate results across sexual and reproductive health, gender-based violence prevention and response, population data, adolescents and youth, and humanitarian action.</li> <li>Strengthen UNFPA Libya’s digital presence, media engagement, donor visibility and support to campaigns, high-level visits and public events.</li> <li>Establish practical systems for content planning and clearance, media monitoring, communications analytics, visual-asset management and institutional memory.</li> <li>Ensure that all communications uphold dignity, informed consent, confidentiality, safeguarding, conflict sensitivity, accessibility and do-no-harm principles.</li> </ul></li> </ol> <p><strong>Scope of work</strong></p><br> <p>Under the direct supervision of the UNFPA Representative and with the close coordination with the International Programme Coordinator or designated Programme Lead, the consultant will undertake the following functions:</p><br> <ol> <li>Strategic communications planning and positioning</li> </ol> <ul> <li>Prepare, regularly update and support implementation of the Country Office communications plan, editorial calendar, audience priorities and performance framework.</li> <li>Advise the Representative and senior management on strategic messaging, positioning, communications opportunities and reputational considerations related to UNFPA’s mandate and programme results.</li> <li>Translate Country Programme priorities, donor-funded results and field evidence into clear communications objectives, key messages and audience-specific products.</li> <li>Develop communications and visibility approaches for priority programme initiatives, including national policy processes, campaigns, launches, international days, field missions and high-level visits.</li> <li>Maintain an efficient internal workflow for requesting, drafting, reviewing, clearing, publishing and archiving communications products.</li> </ul> <p>2. Editorial content, storytelling and senior-management support</p><br> <ul> <li>Draft, edit, proofread and adapt high-quality materials in Arabic and English, including press releases, web stories, human-interest stories, social-media copy, speeches, talking points, briefing notes, fact sheets, brochures, newsletters, campaign materials, donor updates and annual reporting inputs.</li> <li>Work with programme and field colleagues and implementing partners to identify strong, evidence-based human-interest stories that demonstrate results and centre the voices, agency and dignity of women, girls, adolescents, young people and affected communities.</li> <li>Prepare communications and background materials for the Representative, senior UNFPA officials, donors, media and other special-interest groups, including support before and during missions and visits.</li> <li>Ensure technical accuracy, consistent messaging and plain-language presentation of sensitive subjects, including sexual and reproductive health and rights, maternal health, gender-based violence, youth participation, population data, displacement and humanitarian needs.</li> <li>Coordinate translation, editing and quality assurance of externally produced or partner-submitted materials before public release.</li> </ul> <p>3. Digital communications and channel management</p><br> <ul> <li>Manage and regularly update UNFPA Libya’s website and social-media channels with relevant, timely and engaging content, in accordance with corporate guidance and approved access arrangements.</li> <li>Plan digital campaigns and content series; adapt products to platform-specific formats; and use accessible practices such as subtitles, accurate captions, descriptive text and readable graphics where appropriate.</li> <li>Monitor audience engagement and channel performance, identify trends and opportunities, and provide practical recommendations to improve reach, relevance and engagement.</li> </ul><br> <ul> <li>Maintain an up-to-date digital content calendar and coordinate inputs from programme, operations, monitoring, field and management colleagues. <ul> <li>Monitor digital conversations, misinformation and emerging issues relevant to UNFPA’s mandate and promptly alert the supervisor to potential communications or reputational risks.</li> </ul></li> </ul> <p>4. Media relations, campaigns, events and partnerships</p><br> <ul> <li>Develop and maintain constructive working relationships with national and local media, journalists, photographers, content producers and other communications partners.</li> <li>Maintain an updated media map and contact database and support targeted dissemination of press releases, statements, invitations and advocacy materials.</li> <li>Monitor relevant mainstream and online media coverage and provide concise alerts, summaries and recommendations to the Country Office.</li> <li>Support the planning and delivery of media engagements, press events, programme launches, donor visibility moments, campaigns, international days, public events and high-level visits.</li> <li>Contribute actively to joint United Nations communications initiatives, including coordination with the UN Communications Group and relevant regional or headquarters communications teams.</li> <li>Support procurement-related technical inputs and quality assurance for communications services and products, ensuring cost-effectiveness, brand compliance and timely delivery within the consultant’s delegated role.</li> </ul> <p>5. Photography, videography, graphic content and asset management</p><br> <ul> <li>Provide high-quality photography and short-form videography for UNFPA events, programme activities and field missions, and edit or retouch material for appropriate public use.</li> <li>Develop or adapt simple, professional graphics and multimedia products and coordinate with specialized designers, photographers, videographers and production companies when required.</li> <li>Support planning and logistics for photography and film assignments, including shot lists, interview preparation, consent processes, captions, metadata and safe storage.</li> <li>Establish and maintain an organized, searchable communications archive covering publications, press releases, media coverage, photographs, videos, designs, source files, consent records and final approved products.</li> <li>Ensure that the use of images and personal stories complies with UNFPA standards on informed consent, safeguarding, confidentiality, data protection and protection-sensitive communication.</li> </ul> <p>6. Monitoring, reporting and communications capacity</p><br> <ul> <li>Track implementation of the communications plan and report regularly on outputs, reach, engagement, media uptake, campaign performance, lessons learned and recommended adjustments.</li> <li>Maintain clear evidence of publication and visibility and provide communications inputs to donor reports, proposals, situation reports, annual reports, results summaries and resource-mobilization materials.</li> <li>Support programme and partner colleagues to improve the quality of stories, photographs, captions, visibility materials and communications requests through practical guidance, templates and short coaching sessions.</li> <li>Perform other relevant communications tasks requested by the supervisor and consistent with the purpose, level and duration of the consultancy.</li> </ul> <p>Expected deliverables and payment schedule</p><br> <ol> <li> <p>The consultant will work full-time (21.75 days per month). Payments will be made monthly upon satisfactory completion and approval of the agreed outputs and performance report by UNFPA. The indicative product mix may be adjusted to reflect operational needs, emerging priorities and the final contracting modality, while preserving the overall scope and accountability of the assignment.</p><br> <p>Working arrangements and methodology</p><br> <ul> <li>The consultant will be based at UNFPA Offices in Tripoli, Libya and will work closely with the UNFPA Libya programme, monitoring, operations and field teams, as well as implementing partners and relevant external stakeholders.</li> </ul></li> </ol><br><ul> <li>The consultant is expected to combine strategic planning, regular editorial production, field engagement, event coverage, channel management, media monitoring, analytics and coordination. <ul> <li>Travel to municipalities and field locations, including in eastern, southern and western Libya, may be required subject to UN security procedures, operational clearance, availability of resources and prior authorization by UNFPA.</li> <li>Official travel associated with the assignment will be authorized and arranged in accordance with applicable UNFPA duty-travel policies and procedures.</li> <li>All final public products must be cleared through the agreed UNFPA approval process before publication or dissemination. The consultant may not issue public statements, speak on behalf of UNFPA or commit the organization externally unless specifically authorized.</li> <li>All core deliverables must be available in English. Public-facing products will be prepared in Arabic and/or English according to audience and channel requirements, with high-quality editing and translation.</li> <li>The consultant will not exercise supervisory authority over UNFPA personnel or implementing partners and will not approve expenditures. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>From an automated government through e-Government to a smart and open government, technology and innovation have become vital tools for managing and conducting government business, serving its citizens, and achieving its development targets. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). This strategy would include phased implementation roadmap and change management component; 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and LTA. It should include a table of contents to be automatically upndated followed by a list of all tables and figures. The various parts should be submitted in electronic form and sent to the email address of the designated focal point. Attention is kindly drawn to the need to ensure that the final draft of the outputs be thoroughly reviewed prior to submission and to indicate the sources of tables and diagrams. References to reports and other substantive material should be clearly indicated within the text and noted at the end. Work Location Remote Expected duration 16 weeks Duties and Responsibilities GENERAL SCOPE Digital identity (e-ID) is increasingly recognized as a foundational enabler of sustainable development because it underpins access to services, rights, and economic participation. The UN Sustainable Development Goals explicitly include legal identity for all (SDG 16.9), highlighting its role in inclusion and governance. In fact, e-ID allows individuals to securely prove their identity in digital environments, which improves access to healthcare, education, financial services, and social protection while reducing costs and improving efficiency in delivery. Identity verification is also essential for the resilience of societies and economies. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Globally, the impact of e-ID is transformative but uneven. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national digital identity policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital identity policy to the GIA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital identity policy. Org. Setting and Reporting<br>UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA's services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. Camp and Community Services Officer reports to Chief Area Office (CAO) A20. Camp and Community Services Officer Supervise a team of General Service or equivalent Area Staff.<br> Responsibilities<br>Under the supervision of CAO, represents the Agency at the camp level and the surrounding community area, as required; liaises with government authorities at the local level, including municipalities, local Internal Security Forces, local Army forces, as applicable, local refugee community representatives and humanitarian organizations and NGOs during briefings and meetings to ensure effective control and continuity of services including those related to solid waste collection in the camp and the surrounding community area as well as other issues of interest to the Agency; supports approved delegation visits to the camp and the surrounding community area, including when requested by the Director of Communications or the field director, organizing and briefing donors, journalists and other stakeholders and may randomly act as interpreter in such visits if required; Supports all programmes; organizes and participates in meetings with Area Programme Officers in the assigned camp and the surrounding community area on a regular basis to discuss problems and challenges and suggest plans and possible courses of action; coordinates with key staff, including but not limited to Area Programme Officers, Heads of installations in the camp and the surrounding community area and Social Workers, as well as local community representatives and NGOs to discuss issues of mutual concern, address problems and report to CAO accordingly; intervenes to find solutions for disputes among refugees including those related to solid waste collection issues; assists in and advises on the integration of programmes and support service activities; where necessary, takes corrective measures within his/her authority as outlined by her/his supervisor; may be authorized to participate in or lead committees in the community; Acts as Security and Safety focal point for the assigned camp and surrounding community area and identifies, analyses and timely reports to CAO and Field Security and Risk Management (FSRM) staff on risks and security incidents and issues affecting UNRWA personnel and installations; ensures that the Camp and Community Services Office has an evacuation plan and has basic safety equipment in place; consults with community leaders and other identified relevant actors and/or parties about appropriate community response(s) to security incidents involving Agency personnel, assets and/or installations, including reporting such incidents to the police on behalf of UNRWA where required and ensuring measures to prevent security incidents from re-occurring; Monitors the camp's environment and the surrounding community area and identifies and timely reports to CAO on neutrality violations and protection issues affecting Palestine refugees; follows up to ensure such issues are adequately addressed by Programmes and/or other relevant Departments; in consultation with the CAO, supports and works with Protection and Neutrality (P&N) teams in gathering information, reporting protection and neutrality incidents in a timely manner, setting up meetings with beneficiaries, building relationships between the P&N teams and the community regarding protection and neutrality issues, and implementing and mainstreaming the Agency’s responses regarding protection and neutrality issues, as they arise in the assigned camp/community; Plans, directs and manages the activities of the Camp and Community Services Office and provides direct supervision to sanitation laborers and foremen at the camp level as well as guards as requested by Area Programme Officers and CAOs; ensures the implementation of Agency and Field Administrative issuances; establishes and implements monitoring and reporting mechanisms to systematically assess progress and quality of services and the achievement of results including guard force, social services; closely monitors attendance of school attendants who work inside the assigned camp and the surrounding community area and follows up on their work during school vacations; as a member of the Area Management Team, contributes to planning, operating and controlling administrative, finance, supply, distribution, transport, personnel, and building maintenance at the Area level; Responsible for effective communication within the assigned camp and surrounding community area; works with UNRWA programmes and communications department to disseminate information about relevant UNRWA programming and initiatives to residents and beneficiaries with a view to developing and executing appropriate public information interventions to increase/promote awareness, image and visibility of the Agency across the camp and surrounding community area; maintains Agency records, follows up and reports on petitions, claims and applications with beneficiaries, area office and other entities in the assigned camp and surrounding community area; maintains and updates lists of recipients of UNRWA services in the assigned camp and surrounding community; as applicable, provides eligibility and registration services to refugees living inside camp and surrounding community including collecting documents and issuing of registration cards and processes hospitalization transactions submitted by refugees; Act as Emergency Preparedness and Response focal point for the assigned camp and surrounding community area, and under the direction and supervision of CAO, manages the Agency’s emergency preparedness and response activities within the assigned camp and surrounding community area;
