<br></span><p>The Laboratory Technologist II is responsible to perform and provide analysis for low to high complex diagnostic testing in the relevant section and provide Phlebotomy services especially for difficult blood draws. </p><br>
<br><br><u><b>Job Responsibilities 1</b></u>
<br><p>Actively participates in the technical and analytical work of the section. </p><br>
<p>Liaises with the Team Lead on appropriateness of tests, results, and additional testing as required. </p><br>
<p>Monitors, records, reports back results, and participates in discussions to rectify areas of concern if necessary. </p><br>
<p>Identifies problems that may adversely affect test performance or reporting of test results and either corrects the problem or notifies the Team Lead. </p><br>
<p>Responds to questions/queries and resolves problems pertaining to test requisitions, specimen requirements, test additions, priority changes (from routine to STAT and vice versa) and patient results. </p><br>
<p>Investigates and takes action to resolve the problems with analytical methods and equipment. </p><br>
<p>Collects laboratory specimens and performs assigned laboratory procedures and other tests as necessary and immediately reports abnormal findings to appropriate staff. </p><br>
<p>Verifies all critical results and documents with accurate follow-up. </p><br>
<p>Performs pediatric and adult phlebotomy. </p><br>
<p>Provides phlebotomy support to other clinical units for patients with difficult veins. </p><br>

<p>Performs positive patient identification and records appropriate collection information in the Center information system or on the Laboratory requisition form. </p><br>
<p>Ensures that all specimen collections and processing are performed in compliance with JCI, CAP and ISO15189 guidelines. </p><br>
<p>Performs appropriate documentation of Laboratory procedures to assure the accuracy of Laboratory records. </p><br>
<p>Assists the Team Lead in inventory management which includes stock monitoring and ordering. </p><br>
<p>Operates complex automated Laboratory equipment, computer software, and precision instruments. </p><br>

<p>Uses Laboratory Information System (LIS) to generate workload statistics, run queries and assess quality of data according to defined criteria. </p><br>
<p>Responsible for planning, performing, and evaluating Laboratory testing analysis and quality control. </p><br>
<p>Ensures compliance to all policies and procedures. </p><br>
<p>Adheres to KMC standards as per the Code of Conduct and Conflict of Interest policies. </p><br>

The programme supports young people aged 18–35 to identify challenges within their local contexts, conduct research, engage with peers and stakeholders, and collaboratively define priorities and solutions. Through workshops, dialogue sessions, mentoring, and collective action, young people are equipped with leadership, decision-making, and civic engagement skills that enable them to actively contribute to their communities. At the same time, the programme works to strengthen confidence among young people that positive change is possible, while encouraging greater recognition among stakeholders of the value of meaningful youth participation in community and decision-making processes.</span></p><br><br><p><span>Youth Connect is delivered in partnership with civil society organisations and national entities to ensure strong local ownership, sustainability, and measurable impact. The consultant will strengthen partner capacity through mentoring, coaching, regular feedback, and technical guidance, while ensuring delivery aligns with Youth Connect methodology, safeguarding, inclusion, and quality standards. Work Location Remote Expected duration 16 weeks Duties and Responsibilities GENERAL SCOPE Digital identity (e-ID) is increasingly recognized as a foundational enabler of sustainable development because it underpins access to services, rights, and economic participation. The UN Sustainable Development Goals explicitly include legal identity for all (SDG 16.9), highlighting its role in inclusion and governance. In fact, e-ID allows individuals to securely prove their identity in digital environments, which improves access to healthcare, education, financial services, and social protection while reducing costs and improving efficiency in delivery. Identity verification is also essential for the resilience of societies and economies. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Globally, the impact of e-ID is transformative but uneven. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national digital identity policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital identity policy to the GIA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital identity policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to digital identity policies and frameworks (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital identity policy based on international and regional best practices, gap analysis, national needs (SWOT analysis); 6. Media relations, campaigns, events and partnerships</p><br> <ul> <li>Develop and maintain constructive working relationships with national and local media, journalists, photographers, content producers and other communications partners.</li> <li>Maintain an updated media map and contact database and support targeted dissemination of press releases, statements, invitations and advocacy materials.</li> <li>Monitor relevant mainstream and online media coverage and provide concise alerts, summaries and recommendations to the Country Office.</li> <li>Support the planning and delivery of media engagements, press events, programme launches, donor visibility moments, campaigns, international days, public events and high-level visits.</li> <li>Contribute actively to joint United Nations communications initiatives, including coordination with the UN Communications Group and relevant regional or headquarters communications teams.</li> <li>Support procurement-related technical inputs and quality assurance for communications services and products, ensuring cost-effectiveness, brand compliance and timely delivery within the consultant’s delegated role.</li> </ul> <p>5. Photography, videography, graphic content and asset management</p><br> <ul> <li>Provide high-quality photography and short-form videography for UNFPA events, programme activities and field missions, and edit or retouch material for appropriate public use.</li> <li>Develop or adapt simple, professional graphics and multimedia products and coordinate with specialized designers, photographers, videographers and production companies when required.</li> <li>Support planning and logistics for photography and film assignments, including shot lists, interview preparation, consent processes, captions, metadata and safe storage.</li> <li>Establish and maintain an organized, searchable communications archive covering publications, press releases, media coverage, photographs, videos, designs, source files, consent records and final approved products.</li> <li>Ensure that the use of images and personal stories complies with UNFPA standards on informed consent, safeguarding, confidentiality, data protection and protection-sensitive communication.</li> </ul> <p>6. Monitoring, reporting and communications capacity</p><br> <ul> <li>Track implementation of the communications plan and report regularly on outputs, reach, engagement, media uptake, campaign performance, lessons learned and recommended adjustments.</li> <li>Maintain clear evidence of publication and visibility and provide communications inputs to donor reports, proposals, situation reports, annual reports, results summaries and resource-mobilization materials.</li> <li>Support programme and partner colleagues to improve the quality of stories, photographs, captions, visibility materials and communications requests through practical guidance, templates and short coaching sessions.</li> <li>Perform other relevant communications tasks requested by the supervisor and consistent with the purpose, level and duration of the consultancy.</li> </ul> <p>Expected deliverables and payment schedule</p><br> <ol> <li> <p>The consultant will work full-time (21.75 days per month). Payments will be made monthly upon satisfactory completion and approval of the agreed outputs and performance report by UNFPA. The indicative product mix may be adjusted to reflect operational needs, emerging priorities and the final contracting modality, while preserving the overall scope and accountability of the assignment.</p><br> <p>Working arrangements and methodology</p><br> <ul> <li>The consultant will be based at UNFPA Offices in Tripoli, Libya and will work closely with the UNFPA Libya programme, monitoring, operations and field teams, as well as implementing partners and relevant external stakeholders.</li> </ul></li> </ol><br><ul> <li>The consultant is expected to combine strategic planning, regular editorial production, field engagement, event coverage, channel management, media monitoring, analytics and coordination. <ul> <li>Travel to municipalities and field locations, including in eastern, southern and western Libya, may be required subject to UN security procedures, operational clearance, availability of resources and prior authorization by UNFPA.</li> <li>Official travel associated with the assignment will be authorized and arranged in accordance with applicable UNFPA duty-travel policies and procedures.</li> <li>All final public products must be cleared through the agreed UNFPA approval process before publication or dissemination. The consultant may not issue public statements, speak on behalf of UNFPA or commit the organization externally unless specifically authorized.</li> <li>All core deliverables must be available in English. Public-facing products will be prepared in Arabic and/or English according to audience and channel requirements, with high-quality editing and translation.</li> <li>The consultant will not exercise supervisory authority over UNFPA personnel or implementing partners and will not approve expenditures. Any technical role in communications procurement or production will remain subject to UNFPA procedures and delegated authority.</li> </ul></li></ul><p><strong>Qualifications and Experience: </strong></p><br><p><strong>Education: </strong></p><br><ul> <li>A first-level university degree in communications, journalism, public information, media studies, digital communications, political science, international relations or another relevant field is required.</li> <li>An advanced university degree in a communications-related field is a strong asset.</li></ul><p><strong>Knowledge and Experience: </strong></p><br> <ul> <li> <ul> <li>A minimum of two years of relevant professional experience at national or international level in communications, public information, journalism, digital media, multimedia production or a related field</li> </ul> <br></li> <li>Demonstrated experience producing high-quality communications materials for different audiences and formats, including web, social media, print, campaigns and public events. <ul> <li>Proven bilingual writing, editing and storytelling experience in Arabic and English, supported by relevant samples.</li> <li>Proven experience in photography, videography and/or graphic design, supported by a portfolio or comparable evidence of previous work.</li> <li>Experience managing social-media channels, website content, digital campaigns and communications analytics.</li> <li>Good knowledge of the Libyan institutional, media, civil-society and sub-national context, including sensitivity to regional and conflict dynamics.</li> <li>Previous experience with a United Nations entity, international development or humanitarian organization, government institution or civil-society organization is an asset but is not required.</li> <li>Knowledge of and experience incontext and gender-sensitive reporting, including communicating on sexual and reproductive health, gender-based violence, gender equality, adolescents and youth, population data or humanitarian action is highly desirable.</li> </ul></li> <li> <ul> <li>Excellent writing, editing, interviewing, storytelling and message-development skills, with strong attention to detail and factual accuracy.</li> <li>Proficiency in current office applications, social-media platforms, content-management systems and digital analytics tools.</li> <li>Working ability with commonly used photography, video-editing and graphic-design software. Familiarity with tools such as Adobe Photoshop, Illustrator, InDesign, Premiere Pro, Canva or equivalent applications is an asset.</li> <li>Strong organizational and project-management skills, including the ability to handle competing priorities, respond quickly to emerging needs and meet deadlines in a fast-paced environment.
