Timely, accessible, and shareable data supports human centered innovation, strengthens public service delivery, and enhances accountability in governance systems. In fact, open government data operationalizes transparency, a core principle of effective governance for achieving the 2030 Agenda, by making public sector information reusable for social and economic value creation. In this context, open data contributes directly to multiple SDGs, including institutional effectiveness (SDG 16), innovation (SDG 9), and partnerships (SDG 17). Globally, open data is transforming digital economies and governance systems by enabling innovation, improving policy design, and supporting data-driven ecosystems. Open data enhances democratic engagement and stimulates innovation by allowing businesses and citizens to reuse government data for new services and insights. At the same time, ITU data shows that the rapid expansion of digital connectivity with around 74% of the global population online in 2025 creates unprecedented opportunities for open data use, although gaps persist across regions. Regionally, particularly in developing and Arab countries, open data can help address structural challenges by improving coordination and reducing information asymmetries. However, disparities in infrastructure, governance maturity, and digital skills mean that the impact of open data varies significantly, requiring tailored policies and capacity-building interventions to unlock its full potential. One leading global example is the United Kingdom s data.gov.uk platform, which releases thousands of datasets across sectors such as transport, health, and the economy, enabling businesses to build data-driven services and enhancing government transparency. This demonstrates that when supported by policy frameworks and stakeholder engagement, open data can generate tangible economic and governance benefits in both advanced and developing contexts. For Libya, adopting a comprehensive open data policy is particularly critical given the country s challenges and limited availability of reliable data. An open data policy would help address these gaps by standardizing data collection and sharing, improving trust in public institutions, and enabling evidence-based reforms. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national open data policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national open data policy to the GIA.</p><p>The consultant shall propose to the designated ESCWA focal point a detailed version of the open data policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks:</p><ol><li>Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans;</li><li>Review best regional and international best practices related to open data policies and frameworks (at least 2 selected regional and 2 international cases);</li><li>Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals;</li><li>Contribute to sectoral workshops to discuss needs and priorities, if needed;</li><li>Prepare the needed policy based on international and regional best practices, gap analysis, national needs (SWOT analysis);</li><li>Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions;</li><li>Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and GIA.</li></ol><p>ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. At least 5 years of professional experience and research in the domain of digital technologies is required. Previous experience in the delivery of research papers is desirable. The project focuses on three outputs: i) continue to enhance the capacities of institutions to deliver justice services, ii) partner with local government actors to strengthen justice and fight impunity at the community/municipal level, and iii) support CSOs and universities in service delivery. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). The report submitted should not be less than 30 pages. A 2 to 4 pages executive summary of the report. The completed parts should be edited and saved in MS-Word (*.docx file) or an alternate compatible format. PDF format will not be accepted. It should include a table of contents to be automatically upndated followed by a list of all tables and figures. The various parts should be submitted in electronic form and sent to the email address of the designated focal point. Attention is kindly drawn to the need to ensure that the final draft of the outputs be thoroughly reviewed prior to submission and to indicate the sources of tables and diagrams. References to reports and other substantive material should be clearly indicated within the text and noted at the end. It is also essential to send, with the completed output, photocopies or scans of at least the first page of books, reports and bulletins, used as reference material as well as copies of the pages quoted. The content of the generated document shall be the sole property of ESCWA. The consultant shall keep in mind that UN-ESCWA routinely checks all deliverables for plagiarism, using readily available electronic tools. Work Location Remote Expected duration 16 weeks Duties and Responsibilities GENERAL SCOPE Digital identity (e-ID) is increasingly recognized as a foundational enabler of sustainable development because it underpins access to services, rights, and economic participation. The UN Sustainable Development Goals explicitly include legal identity for all (SDG 16.9), highlighting its role in inclusion and governance. In fact, e-ID allows individuals to securely prove their identity in digital environments, which improves access to healthcare, education, financial services, and social protection while reducing costs and improving efficiency in delivery. Identity verification is also essential for the resilience of societies and economies. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Globally, the impact of e-ID is transformative but uneven. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national digital identity policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital identity policy to the GIA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital identity policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to digital identity policies and frameworks (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital identity policy based on international and regional best practices, gap analysis, national needs (SWOT analysis); 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and GIA. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. Writing should use gender-sensitive language.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph">A Master's degree in ICT, technology, engineering, computer science or a related field is required. A Ph.D. degree is desired. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 5 years of professional experience and research in the domain of digital technologies is required. Previous experience in the delivery of research papers is desirable. Previous experience in the development of digital identity plans is desirable. English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, Fluency in written and spoken Arabic and English is required. <h2 class="h5">وصف الوظيفة</h2> <div class="t-break" data-jb-field="description"> <span><u><b>ملخص الوظيفة</b></u> <br></span><p>فني المختبرات II مسؤول عن إجراء وتقديم التحليل للاختبارات التشخيصية من البسيطة إلى المعقدة في القسم المختص وتقديم خدمات فحص الدم لاسيما لسحوبات الدم الصعبة.</p><br> <br><br><u><b>مسؤوليات العمل 1</b></u> <br><p>يشارك بنشاط في العمل الفني والتحليلي للقسم.</p><br> <p>التنسيق مع قائد الفريق حول ملاءمة الاختبارات والنتائج والاختبارات الإضافية عند الضرورة.</p><br> <p>يراقب ويسجل ويبلغ النتائج ويراجع المناقشات لتصحيح مناطق القلق إذا لزم الأمر.</p><br> <p>يحدد المشاكل التي قد تؤثر سلباً على أداء الاختبار أو الإبلاغ عن نتائج الاختبار ويصحح المشكلة أو يبلغ قائد الفريق.</p><br> <p>يرد على الأسئلة/الاستفسارات ويحُل المشكلات المتعلقة بطلبات الاختبار ومتطلبات العينة وإضافات الاختبار وتغييرات الأولوية (من روتيني إلى STAT والعكس) ونتائج المرضى.</p><br> <p>يحقّق ويتخذ إجراءات لحل المشاكل المتعلقة بالطرق التحليلية والمعدات.</p><br> <p>يجمع عينات المختبر ويُجري الإجراءات المخبرية المعينة والاختبارات الأخرى حسب الحاجة ويربط النتائج غير الطبيعية فوراً للموظفين المناسبين.</p><br> <p>يُصدق على جميع النتائج الحرجة ويوثق المتابعة الدقيقة.</p><br> <p>يجري فحص سحب الدم للأطفال والبالغين.</p><br> <p>يقدم دعم فحص الدم للوحدات السريرية الأخرى للمرضى الذين لديهم عروق صعبة.</p><br> <p>يجمع الدم الوريدي والنازف باستخدام الاحتياطات التي تضمن سلامة المريض وموظفي المختبر.</p><br> <p>يؤكد هوية المريض بشكل إيجابي ويسجل معلومات الجمع المناسبة في نظام معلومات المركز أو على نموذج طلب المختبر.</p><br> <p>يتأكد من أن جميع جمع العينات ومعالجتها يتم وفق إرشادات JCI وCAP وISO15189.</p><br> <p>يُوثّق إجراءات المختبر بشكل مناسب لضمان دقة سجلات المختبر.</p><br> <p>يساعد قائد الفريق في إدارة المخزون الذي يشمل مراقبة المخزون والطلب.</p><br> <p>يُشغّل معدات المختبر المعقدة الآلية وبرمجيات الحاسوب والأجهزة الدقيقة.</p><br> <p>بالاشتراك مع قائد الفريق، يقدم نصائح فنية حول، ويساعد في اختيار/التحقق من معدات جديدة.</p><br> <br><br><u><b>مسؤوليات العمل 2</b></u> <br><p>يتحمل مسؤولية صيانة واستخدام المعدات بأمان داخل القسم.</p><br> <p>يستخدم نظام معلومات المختبر (LIS) لإنتاج إحصاءات العمل، وتشغيل الاستعلامات وتقييم جودة البيانات وفق معايير محددة.</p><br> <p>مسؤول عن التخطيط والتنفيذ وتقييم تحليل الاختبارات المخبرية ومراقبة الجودة.</p><br> <p>يضمن الامتثال لجميع السياسات والإجراءات.</p><br> <p>يلتزم بمعايير KMC وفقاً لسياسة السلوك المهني وسياسات تضارب المصالح.</p><br> <p>يلتزم بسياسات وإجراءات مراقبة الجودة في المختبر ويُجري ويُراجع ويوثق جميع أنشطة مراقبة الجودة وفقاً لذلك.</p><br> <p>يساعد في ضمان توفير خدمة عالية الجودة وفعالة من حيث التكلفة مع التركيز على ضمان الجودة في جميع جوانب القسم الذي يشرف عليه من خلال رصد وتدقيق مراقبة الجودة الداخلية.</p><br> <p>يتأكد من أن إجراءات مراقبة الجودة تُتبع قبل إصدار البيانات السريرية.</p><br> <p>يراجع ويقيّم مراقبة الجودة والكفاءة والقدرات.</p><br> <br><br><b>مسؤوليات إضافية 3</b> <br><br><u><b>معرفة ومهارات العمل</b></u> <br><p>خبير في فحص الدم للأطفال والبالغين.</p><br> <p>المعرفة الوظيفية والخبرة السريرية في المختبرات الإكلينيكية.</p><br> <p>معرفة وخبرة في سلامة المخاطر بالمختبرات الإكلينيكية.</p><br> <p>معرفة بمعايير وإرشادات ISO 15189/CAP/JCI.</p><br> <p>إظهار مهارات تحليلية واتخاذ قرار قوية.</p><br> <p>اتصال ممتاز ومهارات التعامل مع الآخرين.</p><br> <p>إتقان حزمة Microsoft Office</p><br> <br><br><u><b>الخبرة الوظيفية</b></u> <br><p>خبرة لا تقل عن 4 سنوات في المختبرات الإكلينيكية كعالم/فني إكلينيكي مرخّح (مطلوب).</p><br> <p>خبرة لا تقل عن 3 سنوات في فحص الدم في مستشفى للأطفال (مطلوب)</p><br> <p>خبرة لا تقل عن 3 سنوات كفني في مختبر CAP أو ISO15189 (مفضل)</p><br> <p>خبرة لا تقل عن سنتين في منطقة الخليج (مفضل)</p><br> <br><br><u><b>الكفاءات</b></u> <br>المرونة<br>تحليل البيانات وتفسيرها L3<br>الاختبار والتحليل المخبري L3<br>التعامل مع العينات والتحضير L3<br>التوافق التنظيمي L3<br>ضمان الجودة والتحكم L3<br>الذكاء الاصطناعي الطليعي<br>المرونة<br>الجودة<br>القيادة<br><br><br><u><b>التعليم</b></u> <br>درجة البكالوريوس في الهندسة الحيوية الطبية أو أي مجال ذو صلة<br><br><br><br>

<p>يقع على عاتق قائد فريق التقنية الأصلية للمورد مسؤولية هندسة البترول والوظائف المتعلقة بالباطن المتعلقة بالمورد لضمان تطوير الاحتياطيات الفعّال واستردادها. إشراف على الأنشطة في الإنتاج والهندسة المتعلقة بالخزان أو الاستغلال، وعلم الجيولوجيا والجيوفيزياء، خاصة توصيف الباطن لتقييم الأصل. خدم كقائد تقني للتصميم المفاهيمي للحفر، والإكمال، وهندسة الخزان والإنتاج، وتقييم الجدوى وتخطيط الاقتراح.</p><p><strong>المرشح المثالي</strong></p><p>درجة BSC مع خبرة 15 عامًا، ومعرفة بتقنية Subsurface من SLB تعتبر إضافة.</p>
