Final Draft food systems transformation pathway</p><p>Work Location Remotely<br>Expected duration 2 months</p><p>Duties and Responsibilities</p><p>Background</p><p>Since 2021, countries in the Arab region have been engaged in the global food systems transformation process launched at the UN Food Systems Summit, convened by the UN Secretary-General to accelerate progress across all 17 Sustainable Development Goals (SDGs) through a food systems approach. By highlighting the interconnectedness of food systems with challenges such as hunger, climate change, poverty, and inequality, the Summit led countries to develop national food systems transformation pathways under the leadership of appointed National Convenors.</p><p>Objective</p><p>The consultant will support the preparation of the national food systems transformation pathway of Libya. This will include assessing the current state of food systems, mapping key stakeholders, supporting the organization of a structured consultation, and translating agreed priorities into a draft pathway document in coordination with the National Food Systems Focal Point in the Government of Libya and ESCWA. In doing so, the consultant will draw upon ongoing regional initiatives on food systems transformation and ensure close alignment with regional consultation processes and timelines. The consultant, in close coordination with the National Food Systems Focal Point of Libya, will ensure that national priorities are clearly articulated and fed into regional processes, while maintaining coordination and feedback between national and regional levels.</p><p>Main Responsibilities</p><p>Deliverables 1: Prepare food systems background note on Libya, which includes draft list of food systems indicators of relevance to Libya and relevant climate change parameters drawing on existing ESCWA knowledge products. The UNCA is a concise, systemic, and prescriptive document. The purpose of the 2026 Libya UNCA is to generate a high-quality, evidence-based, and forward-looking analytical product that will inform the strategic prioritization process for the next UNSDCF and assess the progress towards the SDGs. The UNCA will identify the structural drivers of Libya’s development and peacebuilding challenges, the groups most at risk of being left behind, key risks and weak signals, and the most relevant pathways for SDG acceleration. The UNCA will also strengthen the UNCT’s collective analytical function by creating a shared evidence base, supporting strategic positioning, informing advocacy, partnerships, and decision-making, and enabling more agile programming in a complex and rapidly changing country context. The 2026 Libya UNCA will aim to: 1. Define a concise set of SDG acceleration pathways and strategic implications for the next UNSDCF. In reference to the roadmap for the development of the new UN planning framework starting from 2028, the Resident Coordinator’s Office (RCO) in Libya is hiring an International Individual Contractor to assist, together with the RCO Economist, the UNCT Analytical Team in the development of the new United Nations Country Analysis. The Individual Contractor will perform the responsibilities presented below. The consultant will report to the Head of Office, with day-to-day coordination with the RCO Economist. Duties and Responsibilities 1. Data consolidation and analysis: The UNCA will be informed by a number of existing assessments across sectors by multiple stakeholders in the country. The consultant should consolidate data and analysis produced by the Analytical Team to produce a comprehensive and conflict-sensitive UNCA that captures changing context, development trends, and SDG progress in Libya. <span><u><b>Job Summary</b></u>
<br></span><p>The Anesthesia Technologist II plays a critical role in supporting the delivery of anesthesia care by assisting anesthesia providers and ensuring the safe and efficient operation of anesthesia equipment and supplies in various healthcare settings. This intermediate-level position involves preparing anesthesia equipment, assisting with patient monitoring, maintaining inventory, and providing technical support during anesthesia procedures.The Anesthesia Technologist II works under the direction of licensed anesthesia providers and collaborates with anesthesia team members to optimize patient outcomes and ensure patient safety.</p><br>
<br><br><u><b>Job Responsibilities 1</b></u>
<br><p>Consults Operating Room schedule to determine supply and equipment needs for procedures.</p><br>
<p>Sets up, tests, calibrates, and operates complex physiologic monitors such as anesthesia workstations, intubation/airway devices, fiber optic endoscopes, physiologic monitors, and infusion devices.</p><br>
<p>Troubleshoots anesthesia equipment malfunctions, routing non-functional equipment to the proper department for repair.</p><br>
<p>Supports anesthesia providers using aseptic or sterile technique with non-invasive and invasive patient procedures including peripheral and/or central intravenous and/or arterial line placement; airway management techniques including mask, endotracheal and/or emergency methods and regional anesthesia techniques.</p><br>
<p>Inserts peripheral intravenous catheters after validating competency.</p><br>
<p>Leads in the preparation of the patient for surgery and performs pre-operative assessments as requested by the anesthesiologist.</p><br>
<p>Ensures anesthesia providers have physiologic monitoring of patients notifying the anesthesia provider(s) of abnormal changes in vital signs and/or physical appearance of the patient.</p><br>
<p>Supports intra-hospital patient transport, insuring integrity of all monitoring and/or circulatory support devices.</p><br>
<p>Participates in the operating room infection control programs by performing duties such as maintaining cleanliness in anesthetic equipment in accordance with quality assurance programs.</p><br>
<p>Ensure strict adherence to established procedures to minimize operating room pollution.</p><br><br><br><u><b>Job Responsibilities 2</b></u>
<br><p>Maintains appropriate supplies and equipment in supply carts, report needs/usage to supervisor as required.</p><br>
<p>Obtains supplies and equipment as requested by anesthesia providers.</p><br>
<p>Assists with patient laboratory tests and results including, but not limited to, ABGs, ACTs and other point of care tests.</p><br>
<p>Obtains blood products and pharmaceuticals assisting with preparation and delivery.</p><br>
<p>Maintains immediate availability to assist in routine and emergency procedures.</p><br>
<p>Participates in patient education programs.</p><br>
<p>Develops and sustains (maintains) own knowledge, clinical skills (mandatory training) and professional (portfolio or profile) awareness and maintains a professional profile.</p><br>
<p>Provides documented evidence of performance and maintenance of skills consistent with position.</p><br>

<br><p>Proficiency in setting up and troubleshooting anesthesia equipment and monitoring devices, including anesthesia machines, ventilators, and patient monitors.</p><br>
<p>Strong knowledge of anesthesia principles, pharmacology, and equipment operation, with the ability to apply sound clinical judgment in emergency situations.</p><br>
<p>Excellent communication, teamwork, and interpersonal skills, with the ability to work effectively in a fast-paced, high-pressure environment.</p><br>
<p>Commitment to patient safety, quality improvement, and compliance with regulatory standards and institutional policies.</p><br>

<br><p>Overseas candidates:</p><br>
<p>Candidates with Bachelor degree in Anesthesia, 2 years’ experience</p><br>
<p>Candidates with a Bachelor SC Nursing plus one-year diploma in Anesthesia, 3 years post-graduation experience as an anesthesia technologist.</p><br>
<p>Candidates with 3 years Diploma in Anesthesia, 2 years post-graduation experience as Anesthesia Technologist</p><br>
<p>Candidates with 2 years diploma in Anesthesia Technology a minimum of 4 years’</p><br>
<p>experience post qualification as an anesthesia technologist.</p><br>
