In this regard, there is a recognized need to strengthen border governance through an integrated and coordinated approach. The European Union’s Integrated Border Management (IBM) concept offers a relevant reference framework, promoting a multi-agency, multi-level, and whole-of-government approach to border<br>management. This approach emphasises effective coordination among relevant national authorities, including border guards, customs, migration services, and law enforcement agencies, as well as enhanced cooperation with neighbouring countries and regional partners.<br>In line with international standards and guidance developed by relevant organisations, including the United Nations, the World Customs Organization (WCO), and the World Bank, effective border management requires a balanced and comprehensive approach that integrates security considerations with the facilitation of legitimate trade and mobility, the protection of human rights, and the promotion of sustainable development in border areas. Against this backdrop, the development of a comprehensive Border Management Strategy for Libya is considered a priority. Such a strategy should build on existing national frameworks while addressing identified gaps in legal and regulatory systems, institutional coordination, operational capacities, infrastructure, and cross-border cooperation mechanisms. It should further be accompanied by a realistic and phased implementation plan, ensuring alignment with national priorities and international standards.<br>The consultant shall also define clear governance arrangements, roles, and coordination mechanisms among the Border Guards Agency, Ministry of Interior entities (e.g. GACIM), Ministry of Defence/Border Guards, and customs authorities. The programme supports young people aged 18–35 to identify challenges within their local contexts, conduct research, engage with peers and stakeholders, and collaboratively define priorities and solutions. Through workshops, dialogue sessions, mentoring, and collective action, young people are equipped with leadership, decision-making, and civic engagement skills that enable them to actively contribute to their communities. At the same time, the programme works to strengthen confidence among young people that positive change is possible, while encouraging greater recognition among stakeholders of the value of meaningful youth participation in community and decision-making processes.</span></p><br><br><p><span>Youth Connect is delivered in partnership with civil society organisations and national entities to ensure strong local ownership, sustainability, and measurable impact. The programme aims to strengthen the capacity of local partners to design and deliver effective, inclusive, community-based youth programmes through training, mentorship, and continuous support. It promotes inclusive youth participation, ensuring equitable access for diverse groups, including those facing additional barriers to engagement. Through Collective Action Projects (CAPs), young people work alongside CSOs and local stakeholders to design and implement practical solutions to local challenges, while stronger youth networks and alumni engagement help sustain learning, leadership, and collaboration beyond the programme cycle. By fostering trust and stronger collaboration between youth, civil society, local authorities, and community actors, Youth Connect contributes to a more inclusive and enabling environment for civic participation and long-term community development.</span></p><br><br><ol><li><p><span><span>About the role of the </span><span>Lead Master Facilitator and Lead Mentor</span></span></p><br><br></li></ol><br><p><span>The Lead Master Facilitator and Lead Mentor will provide technical leadership, mentoring, and quality assurance across the Youth Connect programme, supporting local partner CSOs, facilitators, and mentors in delivering high-quality youth learning journeys.</span></p><br><br><p><span>The role includes supporting the design and delivery of key programme activities across the full Youth Connect cycle. The consultant will strengthen partner capacity through mentoring, coaching, regular feedback, and technical guidance, while ensuring delivery aligns with Youth Connect methodology, safeguarding, inclusion, and quality standards. If the selected bidder/consultant proposes a rate exceeding this limit, they will be required to adjust it to align with our internal ceiling rate.
