<p>Addressing the issue of missing persons at a national level and uncovering the truth about the fate of the missing through a fair, transparent, and scientific truth-seeking process is of paramount importance for national reconciliation. The Transitional Justice (TJ) process is still not fully installed, thousands of families, until now, do not know what happened to their loved ones. Families of the missing, civil society actors, and human rights defenders advocating for truth and justice often face intimidation and reprisals, while accountability mechanisms remain weak. Inclusive advocacy and capacity building are required to search for all missing persons, while considering their families' social, psychological, financial, and legal needs. The project Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions (hereafter: Missing Persons project ), implemented in partnership between UNSMIL and Our client and funded by the Netherlands' Ministry of Foreign Affairs, was developed based on a preliminary situation analysis and needs assessment to better understand the concerns and demands of families, which revealed a widespread lack of awareness of rights, entitlements, and available services among them, as well as limited access to trusted legal assistance and mental health support (MHPSS). Women, in particular, are disproportionately affected due to socio-economic vulnerability, social stigma surrounding MHPSS, and the absence of effective witness and victim protection laws in Libya. To address this service gap, pilot community-based referral mechanisms (referred to under the project as One-Stop-Shop services) will be operationalized in Tarhuna and Tawergha to provide coordinated access to legal aid, forensic follow-up, administrative assistance, and psychosocial support. The OSS model will function as a trusted community entry point and referral mechanism linking families to relevant authorities and service providers, contributing to the right to truth, justice and reparations. On this basis, Our client will select qualified experts in both localities to oversee the referral system. The two national consultants, one in each city, will serve as the first point of contact between beneficiaries and service providers in their respective communities. The consultants will support intake, referral, case coordination, outreach, and accompaniment of families accessing legal and psychosocial services. The objective of the assignment is to facilitate safe, confidential, and victim-centred access to legal aid and psychosocial support services for families of missing persons in Tawergha through community-based referral and coordination mechanisms. Under the supervision of our clientRule of Law Project Manager, the Transitional Justice Specialist, and in close collaboration with UNSMIL Human Rights team, the Contractor will support the operationalization of a referral system providing legal aid and MHPSS services to families of missing persons in Tawergha. The consultant will serve as the community-based referral focal point and facilitator between beneficiaries and designated service providers. Role objectives Under the supervision of Our client, the consultant will undertake the following tasks: A. Beneficiary Intake and Referral Support Serve as the primary community focal point for beneficiaries accessing the referral mechanism; Conduct intake meetings with families of missing persons in a confidential and victim-centred manner; Assist beneficiaries in completing complaint, intake, consent, and referral forms; Identify legal, psychosocial, protection, and administrative needs of beneficiaries; Conduct preliminary risk and vulnerability assessments and identify urgent protection concerns; Refer beneficiaries to designated lawyers and MHPSS providers in accordance with agreed referral procedures ( SoPs); Ensure regular referral follow-up with beneficiaries and service providers regarding ongoing referrals; Maintain anonymized referral tracking records for monitoring purposes. The consultant shall support referral follow-up and coordination only and shall not provide legal advice, psychosocial counselling, forensic services, or case management. B. Coordination with Lawyers and MHPSS Providers Coordinate appointments and meetings between beneficiaries and legal/MHPSS service providers; Facilitate visits and missions of lawyers, MHPSS experts, and project teams to Tawergha; Support logistical and community coordination for legal awareness sessions, consultations, and outreach activities; Ensure timely communication between beneficiaries, lawyers, MHPSS providers, and our client; Flag urgent or sensitive cases requiring immediate attention. C. Community Outreach and Awareness Support a localized awareness campaign to inform families about available support services and referral pathways; Support awareness-raising activities related to legal rights, available services, and access procedures; Facilitate community meetings and engagement sessions with families, our client and local stakeholders; Support dissemination of communication and awareness materials developed under the project. D. </p><p><strong>Desired Candidate Profile</strong></p><p>Experience working with conflict-affected communities and vulnerable groups Demonstrated professional presence, trusted community relationships, and established access within Tawergha (depending on the duty station) are essential requirements. Applicants must provide evidence of previous work with families of missing persons, victims of conflict, local civil society organisations, community leaders or other relevant local actors in the target area; Experience facilitating confidential referrals, accompanying beneficiaries through legal or psychosocial services, and maintaining trust with vulnerable communities; Previous experience working with the United Nations, international organizations, or donor-funded programmes is an asset. Applicants must demonstrate previous field-based experience in Tawergha, or substantial operational experience with communities from the city. The consultant shall strictly adhere to confidentiality, informed consent, victim-centred, and do-no-harm principles. Personal information collected through the referral mechanism shall only be shared with designated service providers and authorized project personnel on a need-to-know basis and in accordance with applicable data protection protocols. The UNCA is a concise, systemic, and prescriptive document. The purpose of the 2026 Libya UNCA is to generate a high-quality, evidence-based, and forward-looking analytical product that will inform the strategic prioritization process for the next UNSDCF and assess the progress towards the SDGs. The UNCA will identify the structural drivers of Libya’s development and peacebuilding challenges, the groups most at risk of being left behind, key risks and weak signals, and the most relevant pathways for SDG acceleration. The UNCA will also strengthen the UNCT’s collective analytical function by creating a shared evidence base, supporting strategic positioning, informing advocacy, partnerships, and decision-making, and enabling more agile programming in a complex and rapidly changing country context. The 2026 Libya UNCA will aim to: 1. Provide an integrated analysis of Libya’s governance, economic, social, environmental, humanitarian, human rights, political, peace, and security context, with attention to regional and transboundary dynamics. 2. Assess Libya’s progress, gaps, and bottlenecks in relation to the SDGs, the 2030 Agenda, and relevant international commitments. 3. Identify the structural and root causes of fragility, exclusion, vulnerability, institutional fragmentation, and uneven development outcomes. 4. Apply a Leave No One Behind lens to analyze the situation of women and girls, children and youth, older persons, persons with disabilities, migrants, refugees, asylum-seekers, IDPs, returnees, minority groups, and conflict-affected communities. 5. Analyze Libya’s financing landscape for sustainable development, including public finance, domestic resource mobilization, international financing, private finance, illicit financial flows, subsidies, oil revenue governance, and opportunities for innovative SDG financing. 6. Identify emerging risks and weak signals that may affect Libya’s development trajectory and the UN’s strategic engagement. 7. Define a concise set of SDG acceleration pathways and strategic implications for the next UNSDCF. In reference to the roadmap for the development of the new UN planning framework starting from 2028, the Resident Coordinator’s Office (RCO) in Libya is hiring an International Individual Contractor to assist, together with the RCO Economist, the UNCT Analytical Team in the development of the new United Nations Country Analysis. The Individual Contractor will perform the responsibilities presented below. The consultant will report to the Head of Office, with day-to-day coordination with the RCO Economist. Duties and Responsibilities 1. Data consolidation and analysis: The UNCA will be informed by a number of existing assessments across sectors by multiple stakeholders in the country. The consultant should consolidate data and analysis produced by the Analytical Team to produce a comprehensive and conflict-sensitive UNCA that captures changing context, development trends, and SDG progress in Libya. All findings should be supported with evidence. The consultant will support the Analytical Team and the RCO Economist in triangulation to ensure that the information and data collected are valid. 2. Support foresight exercise: preparation of a report on the results of the foresight and/or system analysis exercise. The report should present the methodology used, summarize the main findings, highlight key emerging issues and signals, and identify their implications for the country analysis and broader system thinking and foresight exercise. 3. If the selected bidder/consultant proposes a rate exceeding this limit, they will be required to adjust it to align with our internal ceiling rate. Failure to do so will result in disqualification, and we will proceed with the next highest-ranked applicant/consultant.</span></p><br><br><br><p><span>The quotation must remain open for acceptance by the British Council for a minimum of sixty days from the date that it is issued to the British Council in response to the requirement. </span></p><br><br><br><p><span>This role is a daily-rate consultancy contract. Travel expenses will be covered separately. </span></p><br><br><br><p><span>4.2 Working conditions & consultancy details:</span></p><br><br><ul><li><p><span>The consultant(s) will work from Libya, with intermittent travel to programme locations. </span></p><br><br></li></ul><br><ul><li><p><span>Flexibility to work occasional evenings and weekends to meet programme-related requirements. </span></p><br><br></li></ul><br><ul><li><p><span>Assignment Period:</span><span>between July 2026 and July 2027, with the number of days per month varying based on delivery phase requirements.</span></p><br><br></li></ul><br><ol><li><p><span><span>Qualifications and </span><span>experience </span><span>required.</span></span></p><br><br></li></ol><br><p><span>5.1 Essential Qualifications and Experience:</span></p><br><br><ul><li><p><span>Minimum of 5 years’ experience designing and delivering training, facilitation, and capacity-building programmes for civil society organisations (CSOs), youth engagement, and community development initiatives across Libya.</span></p><br><br></li></ul><br><ul><li><p><span>Training of Trainers (ToT) certification or diploma from an accredited institution, with a minimum of 5 years of strong practical experience in facilitation, mentoring, coaching, and supporting trainers, facilitators, and local partners. </span></p><br><br></li></ul><br><ul><li><p><span>Strong understanding of civil society organisations and the wider operating context in Libya, with proven experience working across the East, West, and South regions, including local context analysis, stakeholder engagement, regional differences, access challenges, and adaptive programme delivery. </span></p><br><br></li></ul><br><ul><li><p><span>Proven experience in leading participatory training, mentoring, and facilitation within Youth Connect or similar youth development programmes, including work with vulnerable and marginalised groups.</span></p><br><br></li></ul><br><ul><li><p><span>Experience designing facilitator guides, training materials, and programme adaptation tools to support consistent delivery across multiple locations.</span></p><br><br></li></ul><br><ul><li><p><span>Experience in monitoring, evaluation, learning (MEL), reporting, and programme quality assurance, with the ability to support evidence-based delivery and learning.</span></p><br><br></li></ul><br><ul><li><p><span>Strong experience and practical expertise in inclusion and supporting the meaningful participation of women, marginalised youth, and vulnerable groups. </span></p><br><br></li></ul><br><ul><li><p><span>Strong knowledge of conflict-sensitive programming, youth-centred approaches, and participatory community development methodologies.</span></p><br><br></li></ul> </div>
