In Libya, UNFPA supports national and sub-national partners to strengthen integrated reproductive health, protection, population-data and youth-responsive programmes, with particular attention to women, girls, adolescents, young people and vulnerable populations.</p><br> <p>The Libya Country Office works in a complex humanitarian and development environment that requires timely, accurate and conflict-sensitive communication. Effective communications are essential to demonstrate results, strengthen public understanding of UNFPA’s mandate, support evidence-based advocacy, mobilize resources, meet donor visibility commitments, and maintain trusted relationships with government institutions, civil society, youth actors, communities, media, donors, the United Nations Country Team and other partners.</p><br> <p>The Communications Consultant will provide sustained national support to strengthen UNFPA Libya’s strategic positioning and visibility across its programme areas. The consultant will translate technical work and field results into clear, compelling and ethical communications products; maintain digital channels and media engagement; support campaigns, events and senior-level visits; and strengthen systems for planning, content clearance, analytics and asset management.</p><br><br> <p><br><strong>Purpose and objective of the consultancy</strong></p><br> <ol> <li> <p>The overall objective of the consultancy is to support UNFPA Libya in planning and implementing coherent, high-quality and results-focused communications that advance the Country Programme, increase the visibility of UNFPA’s contribution, and engage priority audiences in Arabic and English.</p><br> <p>The specific objectives are to:</p><br> <ul> <li>Develop and implement a communications workplan aligned with UNFPA Libya’s programme, advocacy, partnership and resource-mobilization priorities.</li> <li>Produce timely, accurate and audience-appropriate bilingual communications products that communicate results across sexual and reproductive health, gender-based violence prevention and response, population data, adolescents and youth, and humanitarian action.</li> <li>Strengthen UNFPA Libya’s digital presence, media engagement, donor visibility and support to campaigns, high-level visits and public events.</li> <li>Establish practical systems for content planning and clearance, media monitoring, communications analytics, visual-asset management and institutional memory.</li> <li>Ensure that all communications uphold dignity, informed consent, confidentiality, safeguarding, conflict sensitivity, accessibility and do-no-harm principles.</li> </ul></li> </ol> <p><strong>Scope of work</strong></p><br> <p>Under the direct supervision of the UNFPA Representative and with the close coordination with the International Programme Coordinator or designated Programme Lead, the consultant will undertake the following functions:</p><br> <ol> <li>Strategic communications planning and positioning</li> </ol> <ul> <li>Prepare, regularly update and support implementation of the Country Office communications plan, editorial calendar, audience priorities and performance framework.</li> <li>Advise the Representative and senior management on strategic messaging, positioning, communications opportunities and reputational considerations related to UNFPA’s mandate and programme results.</li> <li>Translate Country Programme priorities, donor-funded results and field evidence into clear communications objectives, key messages and audience-specific products.</li> <li>Develop communications and visibility approaches for priority programme initiatives, including national policy processes, campaigns, launches, international days, field missions and high-level visits.</li> <li>Maintain an efficient internal workflow for requesting, drafting, reviewing, clearing, publishing and archiving communications products.</li> </ul> <p>2. Editorial content, storytelling and senior-management support</p><br> <ul> <li>Draft, edit, proofread and adapt high-quality materials in Arabic and English, including press releases, web stories, human-interest stories, social-media copy, speeches, talking points, briefing notes, fact sheets, brochures, newsletters, campaign materials, donor updates and annual reporting inputs.</li> <li>Work with programme and field colleagues and implementing partners to identify strong, evidence-based human-interest stories that demonstrate results and centre the voices, agency and dignity of women, girls, adolescents, young people and affected communities.</li> <li>Prepare communications and background materials for the Representative, senior UNFPA officials, donors, media and other special-interest groups, including support before and during missions and visits.</li> <li>Ensure technical accuracy, consistent messaging and plain-language presentation of sensitive subjects, including sexual and reproductive health and rights, maternal health, gender-based violence, youth participation, population data, displacement and humanitarian needs.</li> <li>Coordinate translation, editing and quality assurance of externally produced or partner-submitted materials before public release.</li> </ul> <p>3. Digital communications and channel management</p><br> <ul> <li>Manage and regularly update UNFPA Libya’s website and social-media channels with relevant, timely and engaging content, in accordance with corporate guidance and approved access arrangements.</li> <li>Plan digital campaigns and content series; adapt products to platform-specific formats; and use accessible practices such as subtitles, accurate captions, descriptive text and readable graphics where appropriate.</li> <li>Monitor audience engagement and channel performance, identify trends and opportunities, and provide practical recommendations to improve reach, relevance and engagement.</li> </ul><br> <ul> <li>Maintain an up-to-date digital content calendar and coordinate inputs from programme, operations, monitoring, field and management colleagues. <ul> <li>Monitor digital conversations, misinformation and emerging issues relevant to UNFPA’s mandate and promptly alert the supervisor to potential communications or reputational risks.</li> </ul></li> </ul> <p>4. Media relations, campaigns, events and partnerships</p><br> <ul> <li>Develop and maintain constructive working relationships with national and local media, journalists, photographers, content producers and other communications partners.</li> <li>Maintain an updated media map and contact database and support targeted dissemination of press releases, statements, invitations and advocacy materials.</li> <li>Monitor relevant mainstream and online media coverage and provide concise alerts, summaries and recommendations to the Country Office.</li> <li>Support the planning and delivery of media engagements, press events, programme launches, donor visibility moments, campaigns, international days, public events and high-level visits.</li> <li>Contribute actively to joint United Nations communications initiatives, including coordination with the UN Communications Group and relevant regional or headquarters communications teams.</li> <li>Support procurement-related technical inputs and quality assurance for communications services and products, ensuring cost-effectiveness, brand compliance and timely delivery within the consultant’s delegated role.</li> </ul> <p>5. Photography, videography, graphic content and asset management</p><br> <ul> <li>Provide high-quality photography and short-form videography for UNFPA events, programme activities and field missions, and edit or retouch material for appropriate public use.</li> <li>Develop or adapt simple, professional graphics and multimedia products and coordinate with specialized designers, photographers, videographers and production companies when required.</li> <li>Support planning and logistics for photography and film assignments, including shot lists, interview preparation, consent processes, captions, metadata and safe storage.</li> <li>Establish and maintain an organized, searchable communications archive covering publications, press releases, media coverage, photographs, videos, designs, source files, consent records and final approved products.</li> <li>Ensure that the use of images and personal stories complies with UNFPA standards on informed consent, safeguarding, confidentiality, data protection and protection-sensitive communication.</li> </ul> <p>6. Monitoring, reporting and communications capacity</p><br> <ul> <li>Track implementation of the communications plan and report regularly on outputs, reach, engagement, media uptake, campaign performance, lessons learned and recommended adjustments.</li> <li>Maintain clear evidence of publication and visibility and provide communications inputs to donor reports, proposals, situation reports, annual reports, results summaries and resource-mobilization materials.</li> <li>Support programme and partner colleagues to improve the quality of stories, photographs, captions, visibility materials and communications requests through practical guidance, templates and short coaching sessions.</li> <li>Perform other relevant communications tasks requested by the supervisor and consistent with the purpose, level and duration of the consultancy.</li> </ul> <p>Expected deliverables and payment schedule</p><br> <ol> <li> <p>The consultant will work full-time (21.75 days per month). Payments will be made monthly upon satisfactory completion and approval of the agreed outputs and performance report by UNFPA. The indicative product mix may be adjusted to reflect operational needs, emerging priorities and the final contracting modality, while preserving the overall scope and accountability of the assignment.</p><br> <p>Working arrangements and methodology</p><br> <ul> <li>The consultant will be based at UNFPA Offices in Tripoli, Libya and will work closely with the UNFPA Libya programme, monitoring, operations and field teams, as well as implementing partners and relevant external stakeholders.</li> </ul></li> </ol><br><ul> <li>The consultant is expected to combine strategic planning, regular editorial production, field engagement, event coverage, channel management, media monitoring, analytics and coordination. <ul> <li>Travel to municipalities and field locations, including in eastern, southern and western Libya, may be required subject to UN security procedures, operational clearance, availability of resources and prior authorization by UNFPA.</li> <li>Official travel associated with the assignment will be authorized and arranged in accordance with applicable UNFPA duty-travel policies and procedures.</li> <li>All final public products must be cleared through the agreed UNFPA approval process before publication or dissemination. The consultant may not issue public statements, speak on behalf of UNFPA or commit the organization externally unless specifically authorized.</li> <li>All core deliverables must be available in English. Public-facing products will be prepared in Arabic and/or English according to audience and channel requirements, with high-quality editing and translation.</li> <li>The consultant will not exercise supervisory authority over UNFPA personnel or implementing partners and will not approve expenditures. The report submitted should not be less than 30 pages. A 2 to 4 pages executive summary of the report. The completed parts should be edited and saved in MS-Word (*.docx file) or an alternate compatible format. PDF format will not be accepted. It should include a table of contents to be automatically updated followed by a list of all tables and figures. The various parts should be submitted in electronic form and sent to the email address of the designated focal point. Attention is kindly drawn to the need to ensure that the final draft of the outputs be thoroughly reviewed prior to submission and to indicate the sources of tables and diagrams. References to reports and other substantive material should be clearly indicated within the text and noted at the end. It is also essential to send, with the completed output, photocopies or scans of at least the first page of books, reports and bulletins, used as reference material as well as copies of the pages quoted. The content of the generated document shall be the sole property of ESCWA. The consultant shall keep in mind that UN-ESCWA routinely checks all deliverables for plagiarism, using readily available electronic tools. All previously published content, even if written by the selected consultant, must be clearly referenced where required within the text and end-noted at the end of the study. Blockchain can revolutionize processes in various areas, from finance to trade and from government public services to humanitarian work, with strong potential to accelerate SDG progress if aligned with national priorities . Blockchain introduces new systems of trust and exchange, enhancing transparency, accountability and efficiency in areas such as supply chains, financial inclusion, identity systems and aid delivery. It enables sustainable infrastructure investment by improving visibility of climate-related actions, aligning stakeholders and facilitating financing for low carbon development. Globally, blockchain is expected to drive profound digital transformation across economic systems, governance structures and international collaboration. Blockchain will reshape how businesses, governments and societies interact, particularly in trade facilitation, supply-chain transparency, digital identity and cross border financial systems. It could transform social interaction, public institutions and economic models, affecting countries ability to pursue sustainable development pathways and participate in global value chains. Regionally, its impact is closely tied to digital transformation agendas and governance reforms. It empowers the development of smart sustainable cities and digital economies, covering sectors such as energy, health, and transportation. Two widely cited cases illustrate the practical value of blockchain. First, Estonia represents a leading global example of blockchain-enabled digital government: the country uses blockchain to protect national data systems and ensure integrity across services such as healthcare, property registries and legal records, enabling secure, efficient and trusted e-Government services . Second, the United Arab Emirates (UAE) provides a prominent case supported by the World Economic Forum (WEF) . Through initiatives like the Dubai Blockchain Strategy and multiple public and private sector applications, blockchain has been deployed in areas such as trade facilitation, payments, health services and secure data exchange, supported by strong governance frameworks and multi stakeholder collaboration For Libya, developing a coherent blockchain policy is essential to capture these opportunities while managing risks. Integrating blockchain into developed systems could strengthen public administration, reduce corruption risks, and improve service delivery. This would contribute to inclusive and sustainable development rather than fragmented or high risk deployment. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national blockchain policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national blockchain policy to the Authority. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the blockchain policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to blockchain policies and frameworks (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed policy based on international and regional best practices, gap analysis, national needs (SWOT analysis); 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and GIA. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. Writing should use gender-sensitive language.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>A Master's degree in ICT, technology, engineering, computer science or a related field is required. At least 5 years of professional experience and research in the domain of digital technologies is required. Previous experience in the delivery of research papers is desirable. Previous experience in the development of digital plans is desirable. Previous experience with blockchain policies and frameworks is desirable. By highlighting the interconnectedness of food systems with challenges such as hunger, climate change, poverty, and inequality, the Summit led countries to develop national food systems transformation pathways under the leadership of appointed National Convenors.</p><p>Objective</p><p>The consultant will support the preparation of the national food systems transformation pathway of Libya. <p>Benghazi, the second-largest city in Libya, faces significant challenges in providing adequate water services to its population of approximately 850,000 residents. These challenges are exacerbated by rapid urban expansion, aging infrastructure, water scarcity, poor water and sanitation management performance and climate change. Against this backdrop, our clinet jointly with the African Development Bank (AfDB), are supporting the Municipality of Benghazi to develop a comprehensive water infrastructure master plan for Benghazi City. To ensure alignment with the Benghazi Metropolitan Area Master plan1 currently under finalization (as of October 2025), the water infrastructure masterplan will have 2050 as the final planning horizon year. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, and enhancing the resilience of the city's water and sanitation infrastructure. The achievement of this goal is anchored in three project components namely:</p><p>Component A: Inclusive and resilient urban water masterplan for Benghazi</p><p>The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Accordingly, the technical and investment forecasts will be defined for the following horizons:</p><ul><li>Short term (intermediate) 2030</li><li>Long term 2050</li></ul><p>Each horizon and interval between them will be the subject of a priority analysis of the projects and works to be carried out for the achievement of the objectives fixed at the final horizon according to the criteria of urbanization, existing infrastructure, and environmental and socio-economic impacts.</p><p>Component B: Preparation of Water and Sanitation Investment Plan Projects</p><p>An investment plan will be developed by the Consultancy Firm appointed to develop the Benghazi water masterplan and cleared by the competent authorities. The investment plan will include a project prioritization table, following a multi-criteria analysis, established in collaboration with the main stakeholders. The Consultancy Firm will then prepare the preliminary design, full design, and tender documents (including Bills of Quantities) for the top three (3) prioritized investment projects and initial budget estimates. The full / detailed design will be developed for the top three prioritized investment projects, for which at least EUR 100 million (in words: one hundred million) will be expected to be mobilized for infrastructure development.</p><p>Component C: Governance and capacity building of relevant national stakeholders and Project management</p><p>This component will strengthen the project's ownership and relevance by involving the relevant national stakeholders of the sector. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, Component A: Inclusive and resilient urban water masterplan for Benghazi The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Accordingly, the technical and investment forecasts will be defined for the following horizons: Short term (intermediate) 2030 Long term 2050 Each horizon and interval between them will be the subject of a priority analysis of the projects and works to be carried out for the achievement of the objectives fixed at the final horizon according to the criteria of urbanization, existing infrastructure, and environmental and socio-economic impacts. Component B: Preparation of Water and Sanitation Investment Plan Projects An investment plan will be developed by the Consultancy Firm appointed to develop the Benghazi water masterplan and cleared by the competent authorities. The investment plan will include a project prioritization table, following a multi-criteria analysis, established in collaboration with the main stakeholders. The Consultancy Firm will then prepare the preliminary design, full design, and tender documents (including Bills of Quantities) for the top three (3) prioritized investment projects and initial budget estimates. The full / detailed design will be developed for the top three prioritized investment projects, for which at least EUR 100 million (in words: one hundred million) will be expected to be mobilized for infrastructure development. Component C: Governance and capacity building of relevant national stakeholders and Project management This component will strengthen the project's ownership and relevance by involving the relevant national stakeholders of the sector. It should include a table of contents to be automatically upndated followed by a list of all tables and figures. The various parts should be submitted in electronic form and sent to the email address of the designated focal point. Attention is kindly drawn to the need to ensure that the final draft of the outputs be thoroughly reviewed prior to submission and to indicate the sources of tables and diagrams. References to reports and other substantive material should be clearly indicated within the text and noted at the end. Work Location Remote Expected duration 16 weeks Duties and Responsibilities GENERAL SCOPE Digital identity (e-ID) is increasingly recognized as a foundational enabler of sustainable development because it underpins access to services, rights, and economic participation. The UN Sustainable Development Goals explicitly include legal identity for all (SDG 16.9), highlighting its role in inclusion and governance. In fact, e-ID allows individuals to securely prove their identity in digital environments, which improves access to healthcare, education, financial services, and social protection while reducing costs and improving efficiency in delivery. Identity verification is also essential for the resilience of societies and economies. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Globally, the impact of e-ID is transformative but uneven. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national digital identity policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital identity policy to the GIA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital identity policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to digital identity policies and frameworks (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital identity policy based on international and regional best practices, gap analysis, national needs (SWOT analysis); 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and GIA.
