<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Role Overview</p><p>An established international security provider is seeking an experienced and highly professional Project Security Manager to lead the delivery of a diplomatic security support contract in Libya. This is a senior operational management role suited to a disciplined, mature, and proven security professional with significant experience managing armed or static security teams, close protection support, secure compounds, client-facing operations, and hostile-environment security procedures. The successful candidate will be responsible for the day-to-day management, operational performance, discipline, compliance, reporting, and quality assurance of the assigned security project. The role requires strong leadership, sound judgement, diplomatic professionalism, and the ability to operate confidently within a structured international environment. Specific project and client details will be discussed only with shortlisted candidates during the interview and onboarding process.</p><p>Location</p><p>The role will be based in Libya within a secure diplomatic support environment. Movement, accommodation, operational access, and project details will be managed in accordance with company and client procedures.</p><p>Rotation and Working Schedule</p><p>Rotation schedule to be confirmed during the interview process. Deployment cycles remain subject to operational requirements. Availability required for operational escalation, incident response, and client support while deployed. Flexibility required due to the nature of diplomatic security operations in a hostile environment.</p><p>Reporting Line</p><p>The Project Security Manager will report to senior company management and will act as the primary on-ground management representative for the assigned project. The role will also maintain regular operational communication with authorised client representatives, internal operations management, team leaders, supervisors, logistics, HR, compliance, and support personnel.</p><p>Key Responsibilities</p><p>Contract and Project Management</p><ul><li>Manage the daily delivery of all security services under the assigned project.</li><li>Act as the primary operational point of contact between the company and the client.</li><li>Ensure contract requirements, service levels, staffing levels, and performance standards are consistently met.</li><li>Maintain professional client communication and resolve operational issues quickly and appropriately.</li><li>Ensure all project personnel understand their duties, responsibilities, reporting lines, and operational limitations.</li><li>Support mobilisation, demobilisation, rotation planning, and handover procedures.</li><li>Maintain accurate records for attendance, manning, incidents, training, equipment, welfare, and compliance.</li></ul><p>Security Operations Management</p><ul><li>Oversee static guarding, access control, control room coordination, and compound security procedures.</li><li>Maintain perimeter integrity, visitor management, access procedures, and emergency escalation arrangements.</li><li>Coordinate with team leaders, supervisors, and operational support staff to ensure effective daily delivery.</li><li>Monitor the local security situation and advise management of developments that may affect the project.</li><li>Ensure all personnel operate in accordance with SOPs, Rules for the Use of Force, local law, client procedures, and company policies.</li></ul><p>Leadership and Team Management</p><ul><li>Manage team leaders, supervisors, static security contractors, drivers, and support personnel.</li><li>Maintain discipline, standards, morale, and professional conduct across the deployed team.</li><li>Conduct briefings, debriefings, inspections, welfare checks, and performance reviews.</li><li>Identify training gaps and ensure corrective action is implemented.</li><li>Manage poor performance, misconduct, or non-compliance in accordance with company procedures.</li><li>Ensure personnel remain presentable, alert, punctual, and operationally fit throughout deployment.</li><li>Support a respectful, professional, multicultural working environment.</li></ul><p>SOPs, Compliance and Quality Assurance</p><ul><li>Implement, maintain, and review project-specific SOPs.</li><li>Conduct routine quality assurance checks, site inspections, and operational reviews.</li><li>Ensure records are complete, accurate, and inspection-ready.</li><li>Support internal audits, client reviews, corrective actions, and continuous improvement.</li><li>Maintain compliance with applicable company standards, local regulations, human rights principles, and recognised private security management standards.</li><li>Ensure use-of-force, incident, access control, and emergency procedures are clearly understood by project personnel.</li></ul><p>Mandatory Requirements</p><p>Experience</p><ul><li>Minimum 10 years verifiable experience in military, police, government, diplomatic security, or regulated commercial security operations.</li><li>Minimum 5 years proven experience in a senior supervisory or management role, such as Project Manager, Operations Manager, Security Manager, or equivalent, with direct responsibility for personnel, assets, and operational delivery.</li><li>Demonstrated experience managing security operations in hostile, high-risk, or austere environments, with documented operational outcomes.</li><li>Proven experience supporting diplomatic missions, government entities, international organisations, or similarly high-profile clients under formal contractual frameworks.</li><li>Comprehensive operational knowledge of static guarding, access control systems, control room operations, emergency response procedures, and secure compound management.</li><li>Demonstrated experience in producing formal reports, risk assessments, incident documentation, and operational briefings to a professional and auditable standard.</li><li>Experience operating within structured compliance frameworks and adhering to recognised international standards, such as ISO 18788, ISO 9001, and ICoCA principles.</li></ul><p>Qualifications</p><ul><li>Recognised and accredited qualification in close protection, security management, military, or police training from a reputable institution or <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >Role objectives</span></p><p>Technical tools and decisions</p><ul><li>Finalize, with BSC and our client Libya, all MICS Plus survey tools, CATI questionnaires, protocols and technical documentation (sample design, questionnaire drafting/revision, tabulation plans).</li><li>Support implementation of key technical decisions across all phases: sample design, CATI system preparation and testing, training, data collection, processing, quality assurance, analysis, reporting and dissemination.</li><li>Facilitate technical reviews by sampling, data-processing and household-survey experts at key stages, ensuring feedback is documented and incorporated.</li></ul><p>Fieldwork, data and analysis</p><ul><li>Support training of CATI interviewers and supervisors (call handling, respondent protocols, quality control, use of the digital data collection system).</li><li>Provide close monitoring and technical support during the initial days of each data collection round to ensure operational readiness and adherence to protocols.</li><li>Process and review incoming data with the BSC MICS Plus team timely quality checks, correction of data issues and documentation of data-quality findings.</li><li>Develop tabulation programmes, indicator tables and analysis outputs with the BSC data- processing team and our client in Libya.</li></ul><p>Coordination, reporting and archiving</p><ul><li>Provide technical and managerial support to BSC in the day-to-day running of MICS Plus, and coordination/supervisory support to the BSC data-processing and CATI data-collection teams during active data collection.</li><li>Maintain regular communication with our client in Libya and BSC; support UNICEF HQ/RO/CO MICS consultants and experts.</li><li>Support data interpretation sessions, stakeholder dissemination workshops and communication events; document lessons learned, bottlenecks and good practices.</li><li>Ensure proper archiving of all MICS Plus tools and products, and prepare a comprehensive final process report on the setup, implementation, results, challenges and recommendations for institutionalizing high-frequency data systems within BSC.</li></ul><p>Additional and cross-cutting support</p><ul><li>MICS7 Libya finalization support quality review and finalization of the survey report and prepare GIS-based outputs (maps and geospatial visualizations of key indicators).</li><li>MODA / multidimensional child poverty provide coordination and support to the MODA consultant conducting the analysis (using MICS7 and, where relevant, MICS Plus data): facilitate access to datasets/documentation, coordinate between BSC, UNICEF Libya and the MODA consultant, and support review and finalization of outputs.</li><li>Programme monitoring follow up with our client in Libya sections and partners on results reportin in eTools (incl. PCA/partnership progress) and support data collection from sections/partners via ActivityInfo (form design/adjustment, data-quality checks, consolidation).</li><li>Other monitoring tasks as required by the PME Section (field-monitoring support, dataconsolidation, dashboards)</li></ul><p>Project reporting</p><p>Reports to our client's Libya Country Office (PME Section), collaborating with the our clients Regional Office and HQ MICS teams and with BSC focal persons.
