<section>Job DescriptionRoles & Responsibilities<div class="paragraph"><div> </div><div>The Local Peacebuilding and Resilience Programme (LPRP) represents our client  Libya's flagship area-based peacebuilding, resilience, and recovery portfolio implemented across the West, East, and South regions of Libya through three interconnected regional projects: Local Peace and Resilience Programme – West Libya (00129870), Local Peace and Resilience Programme – South Libya (00132427), and Local Peace and Resilience Programme – East Libya (00132428). The programme is financed through a combination of donor contributions. (See Project Information table below).</div><div> </div><div>The programme adopts a geographically targeted and conflict-sensitive approach tailored to the specific needs and conflict dynamics of different regions of Libya. Interventions are implemented across multiple municipalities in Western, Eastern, and Southern Libya, including, but not limited to, Tripoli, Tarhouna, Benghazi, Derna, Al Bayda, Sousa, Shahat, Sebha, Ubari, Murzuq, Ghat, Brak Al Shati, Tawergha, Bint Baya, Gurda, and Sharguiya, as well as region-wide and nationwide interventions under the programme.</div><div> </div><div>The programme was designed in response to persistent governance, social cohesion, service delivery, and economic development challenges affecting communities across Libya. While conflict dynamics vary across regions, common challenges include weak institutional capacities, limited economic opportunities for youth and women, social fragmentation, insufficient access to quality basic services, exclusion of vulnerable groups from decision-making processes, and limited capacities for conflict prevention and peacebuilding. These challenges are often compounded by displacement, climate-related pressures, economic shocks, and the continued effects of political fragmentation.</div><div> </div><div>Particular attention is given to youth, women, internally displaced persons (IDPs), returnees, persons with disabilities, migrants, refugees, and other vulnerable and marginalized populations. The programme recognizes that these groups often face disproportionate barriers to participation in governance processes, access to livelihoods, service delivery, and peacebuilding initiatives. Through targeted interventions, the programme seeks to strengthen their inclusion, participation, leadership, and access to opportunities while promoting the principles of Leave No One Behind (LNOB), gender equality, and human rights.</div><div> </div><div>Across the three regions, the programme pursues a common peacebuilding and resilience framework centered around four mutually reinforcing pillars: (i) strengthening local governance and institutional capacities; (ii) enhancing social cohesion, dialogue, and conflict management mechanisms; (iii) promoting inclusive economic recovery, livelihoods, entrepreneurship, and private sector development, particularly for youth and women; and (iv) improving access to basic services and supporting local recovery and reconstruction fund efforts.</div><div> </div><div>The programme's theory of change is based on the premise that if local institutions are strengthened to analyse conflict, manage tensions, and deliver inclusive and conflict-sensitive services; if sustainable mechanisms for dialogue, participation, and conflict management are established and institutionalized; and if economic opportunities are expanded through livelihoods, entrepreneurship, private sector development, and local economic recovery initiatives, particularly for women, youth, and vulnerable groups, then public trust in institutions will increase, social cohesion will be strengthened, local conflict drivers will be reduced, and communities will become more resilient to conflict, shocks, and future crises.</div><div> </div><div>The programme further seeks to strengthen linkages and cooperation between local authorities, civil society organizations, community leaders, women and youth groups, private sector actors, and national institutions. Through workshops, dialogue sessions, mentoring, and collective action, young people are equipped with leadership, decision-making, and civic engagement skills that enable them to actively contribute to their communities. At the same time, the programme works to strengthen confidence among young people that positive change is possible, while encouraging greater recognition among stakeholders of the value of meaningful youth participation in community and decision-making processes. Youth Connect is delivered in partnership with civil society organisations and national entities to ensure strong local ownership, sustainability, and measurable impact. <section>Job DescriptionRoles & Responsibilities<div class="paragraph">The Local Peacebuilding and Resilience Programme (LPRP) represents our client Libya's flagship area-based peacebuilding, resilience, and recovery portfolio implemented across the West, East, and South regions of Libya through three interconnected regional projects: Local Peace and Resilience Programme West Libya PHONE_NUMBER), Local Peace and Resilience Programme South Libya PHONE_NUMBER), and Local Peace and Resilience Programme East Libya PHONE_NUMBER). The programme is financed through a combination of donor contributions. (See Project Information table below). The programme adopts a geographically targeted and conflict-sensitive approach tailored to the specific needs and conflict dynamics of different regions of Libya. Interventions are implemented across multiple municipalities in Western, Eastern, and Southern Libya, including, but not limited to, Tripoli, Tarhouna, Benghazi, Derna, Al Bayda, Sousa, Shahat, Sebha, Ubari, Murzuq, Ghat, Brak Al Shati, Tawergha, Bint Baya, Gurda, and Sharguiya, as well as region-wide and nationwide interventions under the programme. The programme was designed in response to persistent governance, social cohesion, service delivery, and economic development challenges affecting communities across Libya. While conflict dynamics vary across regions, common challenges include weak institutional capacities, limited economic opportunities for youth and women, social fragmentation, insufficient access to quality basic services, exclusion of vulnerable groups from decision-making processes, and limited capacities for conflict prevention and peacebuilding. These challenges are often compounded by displacement, climate-related pressures, economic shocks, and the continued effects of political fragmentation. Particular attention is given to youth, women, internally displaced persons (IDPs), returnees, persons with disabilities, migrants, refugees, and other vulnerable and marginalized populations. The programme recognizes that these groups often face disproportionate barriers to participation in governance processes, access to livelihoods, service delivery, and peacebuilding initiatives. Through targeted interventions, the programme seeks to strengthen their inclusion, participation, leadership, and access to opportunities while promoting the principles of Leave No One Behind (LNOB), gender equality, and human rights. Across the three regions, the programme pursues a common peacebuilding and resilience framework centered around four mutually reinforcing pillars: (i) strengthening local governance and institutional capacities; (ii) enhancing social cohesion, dialogue, and conflict management mechanisms; (iii) promoting inclusive economic recovery, livelihoods, entrepreneurship, and private sector development, particularly for youth and women; and (iv) improving access to basic services and supporting local recovery and reconstruction fund efforts. The programme's theory of change is based on the premise that if local institutions are strengthened to analyse conflict, manage tensions, and deliver inclusive and conflict-sensitive services; if sustainable mechanisms for dialogue, participation, and conflict management are established and institutionalized; and if economic opportunities are expanded through livelihoods, entrepreneurship, private sector development, and local economic recovery initiatives, particularly for women, youth, and vulnerable groups, then public trust in institutions will increase, social cohesion will be strengthened, local conflict drivers will be reduced, and communities will become more resilient to conflict, shocks, and future crises. The programme further seeks to strengthen linkages and cooperation between local authorities, civil society organizations, community leaders, women and youth groups, private sector actors, and national institutions. Through this integrated approach, the programme contributes to building more responsive institutions, strengthening local peace infrastructures, promoting inclusive development, and advancing sustainable peace and resilience outcomes across Libya. Media relations, campaigns, events and partnerships <ul> <li>Develop and maintain constructive working relationships with national and local media, journalists, photographers, content producers and other communications partners.</li> <li>Maintain an updated media map and contact database and support targeted dissemination of press releases, statements, invitations and advocacy materials.</li> <li>Monitor relevant mainstream and online media coverage and provide concise alerts, summaries and recommendations to the Country Office.</li> <li>Support the planning and delivery of media engagements, press events, programme launches, donor visibility moments, campaigns, international days, public events and high-level visits.</li> <li>Contribute actively to joint United Nations communications initiatives, including coordination with the UN Communications Group and relevant regional or headquarters communications teams.</li> <li>Support procurement-related technical inputs and quality assurance for communications services and products, ensuring cost-effectiveness, brand compliance and timely delivery within the consultant’s delegated role.</li> </ul> 5. Photography, videography, graphic content and asset management <ul> <li>Provide high-quality photography and short-form videography for UNFPA events, programme activities and field missions, and edit or retouch material for appropriate public use.</li> <li>Develop or adapt simple, professional graphics and multimedia products and coordinate with specialized designers, photographers, videographers and production companies when required.</li> <li>Support planning and logistics for photography and film assignments, including shot lists, interview preparation, consent processes, captions, metadata and safe storage.</li> <li>Establish and maintain an organized, searchable communications archive covering publications, press releases, media coverage, photographs, videos, designs, source files, consent records and final approved products.</li> <li>Ensure that the use of images and personal stories complies with UNFPA standards on informed consent, safeguarding, confidentiality, data protection and protection-sensitive communication.</li> </ul> 6. Monitoring, reporting and communications capacity <ul> <li>Track implementation of the communications plan and report regularly on outputs, reach, engagement, media uptake, campaign performance, lessons learned and recommended adjustments.</li> <li>Maintain clear evidence of publication and visibility and provide communications inputs to donor reports, proposals, situation reports, annual reports, results summaries and resource-mobilization materials.</li> <li>Support programme and partner colleagues to improve the quality of stories, photographs, captions, visibility materials and communications requests through practical guidance, templates and short coaching sessions.</li> <li>Perform other relevant communications tasks requested by the supervisor and consistent with the purpose, level and duration of the consultancy.</li> </ul> Expected deliverables and payment schedule <ol> <li> The consultant will work full-time (21.75 days per month). Payments will be made monthly upon satisfactory completion and approval of the agreed outputs and performance report by UNFPA. The indicative product mix may be adjusted to reflect operational needs, emerging priorities and the final contracting modality, while preserving the overall scope and accountability of the assignment. Working arrangements and methodology <ul> <li>The consultant will be based at UNFPA Offices in Tripoli, Libya and will work closely with the UNFPA Libya programme, monitoring, operations and field teams, as well as implementing partners and relevant external stakeholders.</li> </ul></li> </ol> <ul> <li>The consultant is expected to combine strategic planning, regular editorial production, field engagement, event coverage, channel management, media monitoring, analytics and coordination. <ul> <li>Travel to municipalities and field locations, including in eastern, southern and western Libya, may be required subject to UN security procedures, operational clearance, availability of resources and prior authorization by UNFPA.</li> <li>Official travel associated with the assignment will be authorized and arranged in accordance with applicable UNFPA duty-travel policies and procedures.</li> <li>All final public products must be cleared through the agreed UNFPA approval process before publication or dissemination.
