This includes UN, NGOs and development partners, working closely with the Libyan authorities (both recognized and de-facto governments). • Selected municipalities will have councils adopted or updated local development plans that could serve as demonstration sites for the UNCT’s area-based coordination support. • Humanitarian datasets will be responsibly integrated into government-led systems. • A national DRM strategy will be finalized and validated, an interoperable preparedness SOP tested at the national level. At local level, pilots linking early warning and community action will be rolled out so that alerts translate into organized, life‑saving responses.<br> Work Location<br>Tripoli<br> Expected duration<br>2 months<br> Duties and Responsibilities<br>Org. Setting and Reporting The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDG's. The position is located in the United Nations Resident Coordination Office (RCO) in Libya and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader. Responsibilities: Under the delegated authority, the Regional Coordination Officer will provide high-level coordination, analytical and policy support to the RCO and UNCT, contributing to a tangible shift in how the UN operates and how Libyan systems function by June 2026. The incumbent is expected to advance: 1. Local Coordination & Municipal Policy Advisory Support: • Support the UN’s area-based coordination model through regular engagement with municipal councils in the East. • Assist municipalities to integrate displacement management, IDP reintegration, and climate and conflict sensitivity into development and peacebuilding plans. • Facilitate dialogue and coordination between municipal councils, national authorities, UN entities, INGOs, and civil society to ensure coherent, multi-stakeholder planning and implementation. • Coordinate closely with UN Agencies, Funds and Programmes (AFPs) to ensure cross-agency coherence, accountability, and integrated planning at the local level. • Contribute to positioning selected municipalities as demonstration sites for inclusive, evidence-based governance aligned with the UNSDCF. 2. Strengthening Municipal Data Systems: • Consolidate ongoing initiatives to ensure that vetted humanitarian datasets are responsibly integrated into municipal systems for targeting, case management, and resource allocation. • Support interoperability between municipal platforms and national-level systems, promoting harmonized data standards and evidence-informed decision-making. • Support with national institutions to address policy and technical barriers to data-sharing and advance a unified national platform for risk and development information. 3. Institutionalizing DRM, Preparedness and early warning capacities: • Support national counterparts to consolidate nationally owned resilience frameworks and to convene UN technical expertise for finalizing a national Disaster Risk Management (DRM) strategy. • Contribute to the development and testing of a single, inter-institutional SOP for emergency preparedness among national actors. • Support national efforts in strengthening integration between national alert systems and community-level action, enabling timely activation of preparedness measures in health, livelihoods, public safety, and social services. • Coordinate and support UNCT’s emergency preparedness by regularly updating the contingency plan and monitoring early warning indicators and emerging emergencies, working closely with the Rapid Response Mechanism.<br> Qualifications/special skills<br>Advanced university degree (Master's degree or equivalent degree) in public administration, sustainable development, social sciences, communications, civil engineering or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of certification in data analytics, business analytics or data science programs is an advantage. A minimum of two (2) year's work experience in Coordination and Communication is required Work experience with Local government is desirable professional experience with the United Nations is an asset. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). This strategy would include phased implementation roadmap and change management component; 6. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and LTA. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national open data policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national open data policy to the GIA.</p><p>The consultant shall propose to the designated ESCWA focal point a detailed version of the open data policy. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation .
