<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Local Peacebuilding and Resilience Programme (LPRP) represents our client Libya's flagship area-based peacebuilding, resilience, and recovery portfolio implemented across the West, East, and South regions of Libya through three interconnected regional projects: Local Peace and Resilience Programme West Libya PHONE_NUMBER), Local Peace and Resilience Programme South Libya PHONE_NUMBER), and Local Peace and Resilience Programme East Libya PHONE_NUMBER). The programme is financed through a combination of donor contributions. (See Project Information table below). The programme adopts a geographically targeted and conflict-sensitive approach tailored to the specific needs and conflict dynamics of different regions of Libya. Interventions are implemented across multiple municipalities in Western, Eastern, and Southern Libya, including, but not limited to, Tripoli, Tarhouna, Benghazi, Derna, Al Bayda, Sousa, Shahat, Sebha, Ubari, Murzuq, Ghat, Brak Al Shati, Tawergha, Bint Baya, Gurda, and Sharguiya, as well as region-wide and nationwide interventions under the programme. The programme was designed in response to persistent governance, social cohesion, service delivery, and economic development challenges affecting communities across Libya. While conflict dynamics vary across regions, common challenges include weak institutional capacities, limited economic opportunities for youth and women, social fragmentation, insufficient access to quality basic services, exclusion of vulnerable groups from decision-making processes, and limited capacities for conflict prevention and peacebuilding. These challenges are often compounded by displacement, climate-related pressures, economic shocks, and the continued effects of political fragmentation. Particular attention is given to youth, women, internally displaced persons (IDPs), returnees, persons with disabilities, migrants, refugees, and other vulnerable and marginalized populations. The programme recognizes that these groups often face disproportionate barriers to participation in governance processes, access to livelihoods, service delivery, and peacebuilding initiatives. Through targeted interventions, the programme seeks to strengthen their inclusion, participation, leadership, and access to opportunities while promoting the principles of Leave No One Behind (LNOB), gender equality, and human rights. Across the three regions, the programme pursues a common peacebuilding and resilience framework centered around four mutually reinforcing pillars: (i) strengthening local governance and institutional capacities; (ii) enhancing social cohesion, dialogue, and conflict management mechanisms; (iii) promoting inclusive economic recovery, livelihoods, entrepreneurship, and private sector development, particularly for youth and women; and (iv) improving access to basic services and supporting local recovery and reconstruction fund efforts. The programme's theory of change is based on the premise that if local institutions are strengthened to analyse conflict, manage tensions, and deliver inclusive and conflict-sensitive services; if sustainable mechanisms for dialogue, participation, and conflict management are established and institutionalized; and if economic opportunities are expanded through livelihoods, entrepreneurship, private sector development, and local economic recovery initiatives, particularly for women, youth, and vulnerable groups, then public trust in institutions will increase, social cohesion will be strengthened, local conflict drivers will be reduced, and communities will become more resilient to conflict, shocks, and future crises. The programme further seeks to strengthen linkages and cooperation between local authorities, civil society organizations, community leaders, women and youth groups, private sector actors, and national institutions. Through this integrated approach, the programme contributes to building more responsive institutions, strengthening local peace infrastructures, promoting inclusive development, and advancing sustainable peace and resilience outcomes across Libya. Output A 1.1: Economic opportunities expanded for people and enterprises to access decent jobs, trade and productive assets, including human capital, human mobility, and sustainable energy. Output B 1.1: Institutions and individuals capacities strengthened to access and use digital technologies for efficient and accessible public services and the advancement of social, environmental, and economic objectives. Output C.1: Local governance systems and communities strengthened to manage natural resources, deliver basic services, enhance socio-economic opportunities, and foster peaceful conditions. Output 2.2: Local administrations capacities to deliver better basic social services in a participatory, equitable, gender-responsive, and conflict-sensitive manner are strengthened. Output 2.3: Private sector capacity to contribute to growth, livelihoods generation, and participation of women, youth, and marginalized groups in economic life are boosted. Output 2.4: Capacities of local stakeholders to enhance social cohesion and sustain peace are strengthened. The programme also aligns with the United Nations Sustainable Development Cooperation Framework (UNSDCF) and contributes to Outcome 1.2: By 2025, people in Libya participate in and benefit from a more peaceful, safe, and secure society, free from armed conflict and underpinned by unified and strengthened security, justice, rule of law, and human rights institutions that promote and protect human rights based on the principles of inclusivity, non-discrimination, and equality in accordance with international norms and standards. In addition, the programme contributes to Sustainable Development Goals (SDGs) 1, 2, 5, 8, 9, 10, and 16. 2.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>This assignment requires the services of a consultant that can demonstrate skills relating to analytical capacity, relevant gender analysis (especially collection and analysis of gender disaggregated data in the areas of livelihoods and peacebuilding, adequate reporting and English editing, and the ability to use RBM language. Prior experience of conducting baseline and impact studies in the development sector; Experience of data collection in conflict situations; Working experience with the United Nations or similar organization in Libya would be an asset. <p>Benghazi, the second-largest city in Libya, faces significant challenges in providing adequate water services to its population of approximately 850,000 residents. These challenges are exacerbated by rapid urban expansion, aging infrastructure, water scarcity, poor water and sanitation management performance and climate change. Against this backdrop, our clinet jointly with the African Development Bank (AfDB), are supporting the Municipality of Benghazi to develop a comprehensive water infrastructure master plan for Benghazi City. To ensure alignment with the Benghazi Metropolitan Area Master plan1 currently under finalization (as of October 2025), the water infrastructure masterplan will have 2050 as the final planning horizon year. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, and enhancing the resilience of the city's water and sanitation infrastructure. The achievement of this goal is anchored in three project components namely:</p><p>Component A: Inclusive and resilient urban water masterplan for Benghazi</p><p>The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Accordingly, the technical and investment forecasts will be defined for the following horizons:</p><ul><li>Short term (intermediate) 2030</li><li>Long term 2050</li></ul><p>Each horizon and interval between them will be the subject of a priority analysis of the projects and works to be carried out for the achievement of the objectives fixed at the final horizon according to the criteria of urbanization, existing infrastructure, and environmental and socio-economic impacts.</p><p>Component B: Preparation of Water and Sanitation Investment Plan Projects</p><p>An investment plan will be developed by the Consultancy Firm appointed to develop the Benghazi water masterplan and cleared by the competent authorities. The investment plan will include a project prioritization table, following a multi-criteria analysis, established in collaboration with the main stakeholders. The Consultancy Firm will then prepare the preliminary design, full design, and tender documents (including Bills of Quantities) for the top three (3) prioritized investment projects and initial budget estimates. The full / detailed design will be developed for the top three prioritized investment projects, for which at least EUR 100 million (in words: one hundred million) will be expected to be mobilized for infrastructure development.</p><p>Component C: Governance and capacity building of relevant national stakeholders and Project management</p><p>This component will strengthen the project's ownership and relevance by involving the relevant national stakeholders of the sector. Specifically, the Consultancy Firm develop a Capacity Building Plan (aligned to the time horizons as articulated under Component A) to train local authorities, particularly the Municipality of Benghazi, </p><p><strong>Desired Candidate Profile</strong></p><ul><li>Proven experience in liaising with governmental authorities, international organizations, UN and other stakeholders required.</li><li>Experience working on public sector/utility infrastructure development projects is considered a distinct advantage.</li><li>Diplomacy and strong interactive skills necessary for dealing with senior officials in Government, and donor/development organizations as well as partners / stakeholders.</li><li>Excellent oral and written communication, and analytical skills are necessary.</li><li>Demonstrated experience in forging relationships between partners / stakeholders and maintaining effective relationships.</li><li>Strong communication and interpersonal skills, along with problem-solving and conflict resolution abilities, are essential for effectively building and maintaining relationships.</li><li>Strong computer skills and familiarity with Microsoft Office applications</li><li>Strong coordination skills.</li><li>Ability to manage deadlines, document decisions and ensure timely delivery of outputs.</li></ul>

<p>Under general supervision, provides well site service to customers. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Under the overall supervision of the Project Manager (PM) and direct supervision of the MRRM Senior Project Associate and DA National Officer (NO), the successful candidate will be responsible and accountable for assisting the MRRM / Senior Project Associate and National Officer on a wide-range of issues associated with development and implementation of the Direct Assistance/Migrant Resource and Response Mechanism (MRRM/DA) activities in Qatroun.</p><p>Act as the focal point to support the MRRM/DA Senior Project Associate in the coordination of the (mobile and non-mobile) teams' activities related to MRRM/DA in the Area of Responsibility (AOR) in addition to the administrative related issues. Support in monitoring the implementation of activities and ensuring the timely delivery of MRRM/DA services in the targeted locations in Qatroun. Monitor and verify the data collected related to migrants/beneficiaries' registration and profiling, services provided (including distribution of NFIs, food kits, Hygiene kits etc.) and ensure proper tracking and reporting on regular basis in coordination with the Information management (IM) assistant and the MRRM/DA Senior Project Associate. Support in the field activities reporting and send regular updates to the MRRM/DA Senior Project Associate and IM assistant as requested by the supervisor. In coordination with the MRRM/DA Senior Project Associate and the MRRM/DA communication and community engagement staff, support the dissemination of the information awareness raising activities. Support in the organization of community-based activities that promote to the Community Engagement and Two-Way Communications between migrants and host community. Support the coordination with the various IOM Units (Health, VHR, DTM, MHPSS, LMI and Protection and CT) working in Qatroun to ensure appropriate assistance to vulnerable migrants. Support the MRRM/DA Senior Project Associate and NO in the development of partnerships with local actors including local government actors, embassies and other UN and I/NGOs partners working in these locations to maintain proper coordination of the activities implemented and avoid any duplication and to facilitate any referrals for support. Support the MRRM/DA media and communication Assistant in preparing the visibility materials and collecting all the photos of relevant activities, including the interest stories and quotes from the beneficiaries and other stakeholders. Ensure proper monitoring of the staff's performance under his/her direct supervision and support in their training and capacity building as required. Assist in informal translation of project related documents (English and Arabic) and interpretation in and out the office.
