<p><strong>Hiring Office: </strong>UNFPA Libya Country Office</p><br><p><strong>Purpose of Consultancy:</strong>UNFPA Libya Country Office (CO) plays a central role in advancing the UN Sustainable<br> Development Cooperation Framework (UNSDCF) and the UNFPA Country Programme (CPD) through strengthened partnerships, expanded access, and enhanced national ownership. To accelerate progress during a period of evolving political, social, and economic dynamics, UNFPA seeks to hire a National Partnerships Consultant who will lead on cultivating, managing, and expanding strategic partnerships across government entities, civil society, academia, and—critically—the national private sector. The consultant will support UNFPA’s mandate by advancing multi-stakeholder engagement, enabling operational access, enhancing program delivery, and mobilizing resources and political backing for UNFPA priorities in Libya.<br><strong>Reporting Line</strong>: The consultant will operate under the direct supervision of the UNFPA Libya Country Office Representative.</p><br><p><strong>Scope of work: (Description of services, activities, or outputs): </strong></p><br><p><strong>A. Strategic National Partnerships (Government & Public Institutions)</strong><br> · Serve as a primary liaison between UNFPA and national counterparts, ensuring consistent engagement, information flow, and problem-solving for smooth programme implementation.<br> · Strengthen strategic partnerships with national and local authorities, including line ministries, municipal structures, and specialized agencies relevant to UNFPA’s mandate.<br> · Support the development, negotiation, and finalization of tailored Note Verbales, Memoranda of Agreement (MoAs) and other documents with government institutions, ensuring alignment with UNFPA programmatic priorities.<br> · Conduct continuous political, social, and economic analysis to identify opportunities, risks, and entry points for expanded collaboration.<br> · Lead regular engagement with authorities at central and municipal levels to resolve bottlenecks, ensure programme access, mitigate risk, and maintain compliance with interagency SOPs.<br> · Maintain strong relationships with implementing partners, academic institutions, and other national actors, ensuring that partnership frameworks remain up-to-date on the UN Partner Portal and internal systems.<br> · Conduct ongoing mapping of national stakeholders, including CSOs and academic institutions, to identify new and innovative partnership opportunities.<br> · Provide regular briefings and intelligence updates to the Representative and CO management on partnership dynamics, media scanning, opportunities, emerging sensitivities, and risks.<br><strong>B. National Private-Sector Partnerships & Resource Mobilization (CSR Focus)</strong><br> Develop a strategic engagement plan for national private-sector entities aligned with UNFPA’s mandate, including reproductive health, gender-based violence, youth empowerment, and population data.<br> · Identify and cultivate relationships with companies and business associations interested in Corporate Social Responsibility (CSR), cause-based funding, in-kind support, or joint advocacy.<br> · Translate UNFPA program priorities into compelling value propositions for the private sector, focusing on shared value, reputational benefit, and community impact.<br> · Coordinate with Programme teams to structure CSR partnerships—including sponsorships, co-funding, product/service contributions, and awareness-raising campaigns.<br> · Support the Representative in high-level outreach, negotiation, and partnershipbuilding efforts with corporate leadership.<br> · Maintain an updated database of private-sector actors, opportunities, and relationship progress.<br> · Prepare briefs, concept notes, and partnership pitches tailored to business audiences.<br> · Ensure due diligence, documentation, and compliance with UNFPA and UN policieson private-sector engagement.</p><br><p><strong>C. Programme Support, Access Facilitation & Problem-Solving</strong></p><br><p>Support the preparation, launch, and management of Requests for Proposals and partner selection processes on the UN Partner Portal.<br> · Monitor partnership documentation, agreements, and compliance requirements, ensuring timely updates of supplier profiles, agreements, and annual workplans.<br> · Support partners in implementing assurance recommendations (micro-assessments, audits, and spot checks), including PSEA and safeguarding action plans.<br> · Conduct field visits to engage partners, assess challenges, collect feedback, and escalate issues to programme teams for timely action.<br> · Facilitate coordination and access with government and non-government actors across programme locations—helping troubleshoot administrative, political, or operational bottlenecks.<br> · Facilitate and support the work of consultants, advisors, and technical experts in engaging national counterparts and accessing relevant stakeholders.<br> · Provide regular updates during Programme Team meetings and ensure follow-up on agreed action points.</p><br><p><br> D<strong>- Support Partnership Intelligence, Communication & Reporting</strong></p><br><ul> <li>Provide regular updates to the Representative and International Programme Coordinator on partnership developments, risks, opportunities, and required strategic decisions.</li> <li>Prepare briefs, meeting notes, and documentation of engagement with partners and authorities.</li> <li>Ensure that all partnership materials, Note Verbales, reports, and field visit findings are uploaded to CO knowledge-management systems (iDocs).</li> <li>Support internal and external communication on partnership achievements, opportunities, and programmatic highlights.</li> <li>Provide regular updates during the program team meetings on the results and key<br> highlights from field visits and meetings with partners, stakeholders, take note of the action<br> points and follow up on their implementation.<br> ● Constantly Analyze and interpret political, social and economic environment relevant<br> to UNFPA mandate, and identify opportunities and threats for the agency’s assistance and<br> intervention.</li></ul><p><strong>E. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >Role objectives</span></p><p>Technical tools and decisions</p><ul><li>Finalize, with BSC and our client Libya, all MICS Plus survey tools, CATI questionnaires, protocols and technical documentation (sample design, questionnaire drafting/revision, tabulation plans).</li><li>Support implementation of key technical decisions across all phases: sample design, CATI system preparation and testing, training, data collection, processing, quality assurance, analysis, reporting and dissemination.</li><li>Facilitate technical reviews by sampling, data-processing and household-survey experts at key stages, ensuring feedback is documented and incorporated.</li></ul><p>Fieldwork, data and analysis</p><ul><li>Support training of CATI interviewers and supervisors (call handling, respondent protocols, quality control, use of the digital data collection system).</li><li>Provide close monitoring and technical support during the initial days of each data collection round to ensure operational readiness and adherence to protocols.</li><li>Process and review incoming data with the BSC MICS Plus team timely quality checks, correction of data issues and documentation of data-quality findings.</li><li>Develop tabulation programmes, indicator tables and analysis outputs with the BSC data- processing team and our client in Libya.</li></ul><p>Coordination, reporting and archiving</p><ul><li>Provide technical and managerial support to BSC in the day-to-day running of MICS Plus, and coordination/supervisory support to the BSC data-processing and CATI data-collection teams during active data collection.</li><li>Maintain regular communication with our client in Libya and BSC; support UNICEF HQ/RO/CO MICS consultants and experts.</li><li>Support data interpretation sessions, stakeholder dissemination workshops and communication events; document lessons learned, bottlenecks and good practices.</li><li>Ensure proper archiving of all MICS Plus tools and products, and prepare a comprehensive final process report on the setup, implementation, results, challenges and recommendations for institutionalizing high-frequency data systems within BSC.</li></ul><p>Additional and cross-cutting support</p><ul><li>MICS7 Libya finalization support quality review and finalization of the survey report and prepare GIS-based outputs (maps and geospatial visualizations of key indicators).</li><li>MODA / multidimensional child poverty provide coordination and support to the MODA consultant conducting the analysis (using MICS7 and, where relevant, MICS Plus data): facilitate access to datasets/documentation, coordinate between BSC, UNICEF Libya and the MODA consultant, and support review and finalization of outputs.</li><li>Programme monitoring follow up with our client in Libya sections and partners on results reportin in eTools (incl. PCA/partnership progress) and support data collection from sections/partners via ActivityInfo (form design/adjustment, data-quality checks, consolidation).</li><li>Other monitoring tasks as required by the PME Section (field-monitoring support, dataconsolidation, dashboards)</li></ul><p>Project reporting</p><p>Reports to our client's Libya Country Office (PME Section), collaborating with the our clients Regional Office and HQ MICS teams and with BSC focal persons. Across the three regions, the programme pursues a common peacebuilding and resilience framework centered around four mutually reinforcing pillars: (i) strengthening local governance and institutional capacities; (ii) enhancing social cohesion, dialogue, and conflict management mechanisms; (iii) promoting inclusive economic recovery, livelihoods, entrepreneurship, and private sector development, particularly for youth and women; and (iv) improving access to basic services and supporting local recovery and reconstruction fund efforts. The programme's theory of change is based on the premise that if local institutions are strengthened to analyse conflict, manage tensions, and deliver inclusive and conflict-sensitive services; if sustainable mechanisms for dialogue, participation, and conflict management are established and institutionalized; and if economic opportunities are expanded through livelihoods, entrepreneurship, private sector development, and local economic recovery initiatives, particularly for women, youth, and vulnerable groups, then public trust in institutions will increase, social cohesion will be strengthened, local conflict drivers will be reduced, and communities will become more resilient to conflict, shocks, and future crises. The programme further seeks to strengthen linkages and cooperation between local authorities, civil society organizations, community leaders, women and youth groups, private sector actors, and national institutions. Through this integrated approach, the programme contributes to building more responsive institutions, strengthening local peace infrastructures, promoting inclusive development, and advancing sustainable peace and resilience outcomes across Libya. <p>Addressing the issue of missing persons at a national level and uncovering the truth about the fate of the missing through a fair, transparent, and scientific truth-seeking process is of paramount importance for national reconciliation. The Transitional Justice (TJ) process is still not fully installed, thousands of families, until now, do not know what happened to their loved ones. Families of the missing, civil society actors, and human rights defenders advocating for truth and justice often face intimidation and reprisals, while accountability mechanisms remain weak. Inclusive advocacy and capacity building are required to search for all missing persons, while considering their families' social, psychological, financial, and legal needs. The project Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions (hereafter: Missing Persons project ), implemented in partnership between UNSMIL and Our client and funded by the Netherlands' Ministry of Foreign Affairs, was developed based on a preliminary situation analysis and needs assessment to better understand the concerns and demands of families, which revealed a widespread lack of awareness of rights, entitlements, and available services among them, as well as limited access to trusted legal assistance and mental health support (MHPSS). Women, in particular, are disproportionately affected due to socio-economic vulnerability, social stigma surrounding MHPSS, and the absence of effective witness and victim protection laws in Libya. To address this service gap, pilot community-based referral mechanisms (referred to under the project as One-Stop-Shop services) will be operationalized in Tarhuna and Tawergha to provide coordinated access to legal aid, forensic follow-up, administrative assistance, and psychosocial support. The OSS model will function as a trusted community entry point and referral mechanism linking families to relevant authorities and service providers, contributing to the right to truth, justice and reparations. On this basis, Our client will select qualified experts in both localities to oversee the referral system. The two national consultants, one in each city, will serve as the first point of contact between beneficiaries and service providers in their respective communities. The consultants will support intake, referral, case coordination, outreach, and accompaniment of families accessing legal and psychosocial services. Final Draft food systems transformation pathway</p><p>Work Location Remotely<br>Expected duration 2 months</p><p>Duties and Responsibilities</p><p>Background</p><p>Since 2021, countries in the Arab region have been engaged in the global food systems transformation process launched at the UN Food Systems Summit, convened by the UN Secretary-General to accelerate progress across all 17 Sustainable Development Goals (SDGs) through a food systems approach. By highlighting the interconnectedness of food systems with challenges such as hunger, climate change, poverty, and inequality, the Summit led countries to develop national food systems transformation pathways under the leadership of appointed National Convenors.</p><p>Objective</p><p>The consultant will support the preparation of the national food systems transformation pathway of Libya. This will include assessing the current state of food systems, mapping key stakeholders, supporting the organization of a structured consultation, and translating agreed priorities into a draft pathway document in coordination with the National Food Systems Focal Point in the Government of Libya and ESCWA. In doing so, the consultant will draw upon ongoing regional initiatives on food systems transformation and ensure close alignment with regional consultation processes and timelines. The consultant, in close coordination with the National Food Systems Focal Point of Libya, will ensure that national priorities are clearly articulated and fed into regional processes, while maintaining coordination and feedback between national and regional levels.</p><p>Main Responsibilities</p><p>Deliverables 1: Prepare food systems background note on Libya, which includes draft list of food systems indicators of relevance to Libya and relevant climate change parameters drawing on existing ESCWA knowledge products. Solicit feedback and draft note and secure agreement on list of indicators to include to inform national food systems pathways development Collect data on agreed list of indicators and elaborate background note</p><p>Deliverables 2: Prepare online survey to identify key food systems challenges and transformation priorities in Libya and disseminate it to relevant stakeholders across food systems sectors. Analyse survey results. Prepare PowerPoint presentation of background note and survey results for national dialogue</p><p>Deliverable 3: Identify list of national food system stakeholder institutions Contribute to the organization of the national food systems dialogue, including preparation of meeting agenda and identification of national food systems stakeholder invitees under the leadership of the National Food Systems Convenor. Propose outline of National Food Systems Pathways Report, drawing on global and regional experiences Deliver presentation(s) during the national dialogue. Support the National Food Systems Focal Point in Libya in preparing for participation in the 4th Arab Regional Meeting for Food Systems Transformation and ensure that relevant outcomes from the regional meeting are reflected in the national dialogue.</p><p>Deliverable 4: Draft the national food systems dialogue report that include national food systems pathway outline based on consultation outcomes, with annexed meeting agenda and list of participants (with email addresses). Finalize draft national food systems pathway based on feedback received.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><h2>Qualifications/special skills</h2><p>Master's degree or higher in food security/food systems, economics, public policy, agriculture, climate change, sustainable development or a related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed.</p><p>At least 10 years of experience related to food systems, climate change and/or sustainable development planning is required.</p><p>Strong analytical and writing skills is desirable.</p><p>Excellent communication and interpersonal skills are desirable.</p><h2>Languages</h2><p>English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
