Org. Setting and Reporting<br>UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Camp and Community Services Officer reports to Chief Area Office (CAO) A20. Camp and Community Services Officer Supervise a team of General Service or equivalent Area Staff.<br> Responsibilities<br>Under the supervision of CAO, represents the Agency at the camp level and the surrounding community area, as required; liaises with government authorities at the local level, including municipalities, local Internal Security Forces, local Army forces, as applicable, local refugee community representatives and humanitarian organizations and NGOs during briefings and meetings to ensure effective control and continuity of services including those related to solid waste collection in the camp and the surrounding community area as well as other issues of interest to the Agency; supports approved delegation visits to the camp and the surrounding community area, including when requested by the Director of Communications or the field director, organizing and briefing donors, journalists and other stakeholders and may randomly act as interpreter in such visits if required; Supports all programmes; organizes and participates in meetings with Area Programme Officers in the assigned camp and the surrounding community area on a regular basis to discuss problems and challenges and suggest plans and possible courses of action; coordinates with key staff, including but not limited to Area Programme Officers, Heads of installations in the camp and the surrounding community area and Social Workers, as well as local community representatives and NGOs to discuss issues of mutual concern, address problems and report to CAO accordingly; intervenes to find solutions for disputes among refugees including those related to solid waste collection issues; assists in and advises on the integration of programmes and support service activities; where necessary, takes corrective measures within his/her authority as outlined by her/his supervisor; may be authorized to participate in or lead committees in the community; Acts as Security and Safety focal point for the assigned camp and surrounding community area and identifies, analyses and timely reports to CAO and Field Security and Risk Management (FSRM) staff on risks and security incidents and issues affecting UNRWA personnel and installations; ensures that the Camp and Community Services Office has an evacuation plan and has basic safety equipment in place; consults with community leaders and other identified relevant actors and/or parties about appropriate community response(s) to security incidents involving Agency personnel, assets and/or installations, including reporting such incidents to the police on behalf of UNRWA where required and ensuring measures to prevent security incidents from re-occurring; Monitors the camp's environment and the surrounding community area and identifies and timely reports to CAO on neutrality violations and protection issues affecting Palestine refugees; follows up to ensure such issues are adequately addressed by Programmes and/or other relevant Departments; in consultation with the CAO, supports and works with Protection and Neutrality (P&N) teams in gathering information, reporting protection and neutrality incidents in a timely manner, setting up meetings with beneficiaries, building relationships between the P&N teams and the community regarding protection and neutrality issues, and implementing and mainstreaming the Agency’s responses regarding protection and neutrality issues, as they arise in the assigned camp/community; Plans, directs and manages the activities of the Camp and Community Services Office and provides direct supervision to sanitation laborers and foremen at the camp level as well as guards as requested by Area Programme Officers and CAOs; ensures the implementation of Agency and Field Administrative issuances; establishes and implements monitoring and reporting mechanisms to systematically assess progress and quality of services and the achievement of results including guard force, social services; closely monitors attendance of school attendants who work inside the assigned camp and the surrounding community area and follows up on their work during school vacations; as a member of the Area Management Team, contributes to planning, operating and controlling administrative, finance, supply, distribution, transport, personnel, and building maintenance at the Area level; Responsible for effective communication within the assigned camp and surrounding community area; works with UNRWA programmes and communications department to disseminate information about relevant UNRWA programming and initiatives to residents and beneficiaries with a view to developing and executing appropriate public information interventions to increase/promote awareness, image and visibility of the Agency across the camp and surrounding community area; maintains Agency records, follows up and reports on petitions, claims and applications with beneficiaries, area office and other entities in the assigned camp and surrounding community area; maintains and updates lists of recipients of UNRWA services in the assigned camp and surrounding community; as applicable, provides eligibility and registration services to refugees living inside camp and surrounding community including collecting documents and issuing of registration cards and processes hospitalization transactions submitted by refugees; Act as Emergency Preparedness and Response focal point for the assigned camp and surrounding community area, and under the direction and supervision of CAO, manages the Agency’s emergency preparedness and response activities within the assigned camp and surrounding community area; <p>Addressing the issue of missing persons at a national level and uncovering the truth about the fate of the missing through a fair, transparent, and scientific truth-seeking process is of paramount importance for national reconciliation. The Transitional Justice (TJ) process is still not fully installed, thousands of families, until now, do not know what happened to their loved ones. Families of the missing, civil society actors, and human rights defenders advocating for truth and justice often face intimidation and reprisals, while accountability mechanisms remain weak. Inclusive advocacy and capacity building are required to search for all missing persons, while considering their families' social, psychological, financial, and legal needs. The project Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions (hereafter: Missing Persons project ), implemented in partnership between UNSMIL and Our client and funded by the Netherlands' Ministry of Foreign Affairs, was developed based on a preliminary situation analysis and needs assessment to better understand the concerns and demands of families, which revealed a widespread lack of awareness of rights, entitlements, and available services among them, as well as limited access to trusted legal assistance and mental health support (MHPSS). Women, in particular, are disproportionately affected due to socio-economic vulnerability, social stigma surrounding MHPSS, and the absence of effective witness and victim protection laws in Libya. To address this service gap, pilot community-based referral mechanisms (referred to under the project as One-Stop-Shop services) will be operationalized in Tarhuna and Tawergha to provide coordinated access to legal aid, forensic follow-up, administrative assistance, and psychosocial support. The OSS model will function as a trusted community entry point and referral mechanism linking families to relevant authorities and service providers, contributing to the right to truth, justice and reparations. On this basis, Our client will select qualified experts in both localities to oversee the referral system. The two national consultants, one in each city, will serve as the first point of contact between beneficiaries and service providers in their respective communities. The consultants will support intake, referral, case coordination, outreach, and accompaniment of families accessing legal and psychosocial services. The objective of the assignment is to facilitate safe, confidential, and victim-centred access to legal aid and psychosocial support services for families of missing persons in Tawergha through community-based referral and coordination mechanisms. <p>Benghazi, the second-largest city in Libya, faces significant challenges in providing adequate water services to its population of approximately 850,000 residents. These challenges are exacerbated by rapid urban expansion, aging infrastructure, water scarcity, poor water and sanitation management performance and climate change. Against this backdrop, our clinet jointly with the African Development Bank (AfDB), are supporting the Municipality of Benghazi to develop a comprehensive water infrastructure master plan for Benghazi City. To ensure alignment with the Benghazi Metropolitan Area Master plan1 currently under finalization (as of October 2025), the water infrastructure masterplan will have 2050 as the final planning horizon year. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, and enhancing the resilience of the city's water and sanitation infrastructure. The achievement of this goal is anchored in three project components namely:</p><p>Component A: Inclusive and resilient urban water masterplan for Benghazi</p><p>The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Accordingly, the technical and investment forecasts will be defined for the following horizons:</p><ul><li>Short term (intermediate) 2030</li><li>Long term 2050</li></ul><p>Each horizon and interval between them will be the subject of a priority analysis of the projects and works to be carried out for the achievement of the objectives fixed at the final horizon according to the criteria of urbanization, existing infrastructure, and environmental and socio-economic impacts.</p><p>Component B: Preparation of Water and Sanitation Investment Plan Projects</p><p>An investment plan will be developed by the Consultancy Firm appointed to develop the Benghazi water masterplan and cleared by the competent authorities. The investment plan will include a project prioritization table, following a multi-criteria analysis, established in collaboration with the main stakeholders. The Consultancy Firm will then prepare the preliminary design, full design, and tender documents (including Bills of Quantities) for the top three (3) prioritized investment projects and initial budget estimates. The full / detailed design will be developed for the top three prioritized investment projects, for which at least EUR 100 million (in words: one hundred million) will be expected to be mobilized for infrastructure development.</p><p>Component C: Governance and capacity building of relevant national stakeholders and Project management</p><p>This component will strengthen the project's ownership and relevance by involving the relevant national stakeholders of the sector.
