<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Local Peacebuilding and Resilience Programme (LPRP) represents our client Libya's flagship area-based peacebuilding, resilience, and recovery portfolio implemented across the West, East, and South regions of Libya through three interconnected regional projects: Local Peace and Resilience Programme West Libya PHONE_NUMBER), Local Peace and Resilience Programme South Libya PHONE_NUMBER), and Local Peace and Resilience Programme East Libya PHONE_NUMBER). The programme is financed through a combination of donor contributions. (See Project Information table below). The programme adopts a geographically targeted and conflict-sensitive approach tailored to the specific needs and conflict dynamics of different regions of Libya. Interventions are implemented across multiple municipalities in Western, Eastern, and Southern Libya, including, but not limited to, Tripoli, Tarhouna, Benghazi, Derna, Al Bayda, Sousa, Shahat, Sebha, Ubari, Murzuq, Ghat, Brak Al Shati, Tawergha, Bint Baya, Gurda, and Sharguiya, as well as region-wide and nationwide interventions under the programme. The programme was designed in response to persistent governance, social cohesion, service delivery, and economic development challenges affecting communities across Libya. While conflict dynamics vary across regions, common challenges include weak institutional capacities, limited economic opportunities for youth and women, social fragmentation, insufficient access to quality basic services, exclusion of vulnerable groups from decision-making processes, and limited capacities for conflict prevention and peacebuilding. These challenges are often compounded by displacement, climate-related pressures, economic shocks, and the continued effects of political fragmentation. Particular attention is given to youth, women, internally displaced persons (IDPs), returnees, persons with disabilities, migrants, refugees, and other vulnerable and marginalized populations. The programme recognizes that these groups often face disproportionate barriers to participation in governance processes, access to livelihoods, service delivery, and peacebuilding initiatives. Through targeted interventions, the programme seeks to strengthen their inclusion, participation, leadership, and access to opportunities while promoting the principles of Leave No One Behind (LNOB), gender equality, and human rights. Across the three regions, the programme pursues a common peacebuilding and resilience framework centered around four mutually reinforcing pillars: (i) strengthening local governance and institutional capacities; (ii) enhancing social cohesion, dialogue, and conflict management mechanisms; (iii) promoting inclusive economic recovery, livelihoods, entrepreneurship, and private sector development, particularly for youth and women; and (iv) improving access to basic services and supporting local recovery and reconstruction fund efforts. Blockchain can revolutionize processes in various areas, from finance to trade and from government public services to humanitarian work, with strong potential to accelerate SDG progress if aligned with national priorities . Blockchain introduces new systems of trust and exchange, enhancing transparency, accountability and efficiency in areas such as supply chains, financial inclusion, identity systems and aid delivery. It enables sustainable infrastructure investment by improving visibility of climate-related actions, aligning stakeholders and facilitating financing for low carbon development. Globally, blockchain is expected to drive profound digital transformation across economic systems, governance structures and international collaboration. Blockchain will reshape how businesses, governments and societies interact, particularly in trade facilitation, supply-chain transparency, digital identity and cross border financial systems. It could transform social interaction, public institutions and economic models, affecting countries ability to pursue sustainable development pathways and participate in global value chains. Regionally, its impact is closely tied to digital transformation agendas and governance reforms. It empowers the development of smart sustainable cities and digital economies, covering sectors such as energy, health, and transportation. Two widely cited cases illustrate the practical value of blockchain. First, Estonia represents a leading global example of blockchain-enabled digital government: the country uses blockchain to protect national data systems and ensure integrity across services such as healthcare, property registries and legal records, enabling secure, efficient and trusted e-Government services . Second, the United Arab Emirates (UAE) provides a prominent case supported by the World Economic Forum (WEF) . Through initiatives like the Dubai Blockchain Strategy and multiple public and private sector applications, blockchain has been deployed in areas such as trade facilitation, payments, health services and secure data exchange, supported by strong governance frameworks and multi stakeholder collaboration For Libya, developing a coherent blockchain policy is essential to capture these opportunities while managing risks. Integrating blockchain into developed systems could strengthen public administration, reduce corruption risks, and improve service delivery. This would contribute to inclusive and sustainable development rather than fragmented or high risk deployment. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national blockchain policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national blockchain policy to the Authority. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the blockchain policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to blockchain policies and frameworks (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed policy based on international and regional best practices, gap analysis, national needs (SWOT analysis); 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and GIA. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. The UNCA is a concise, systemic, and prescriptive document. In reference to the roadmap for the development of the new UN planning framework starting from 2028, the Resident Coordinator’s Office (RCO) in Libya is hiring an International Individual Contractor to assist, together with the RCO Economist, the UNCT Analytical Team in the development of the new United Nations Country Analysis. The Individual Contractor will perform the responsibilities presented below. The consultant will report to the Head of Office, with day-to-day coordination with the RCO Economist. Duties and Responsibilities 1. Data consolidation and analysis: The UNCA will be informed by a number of existing assessments across sectors by multiple stakeholders in the country. Globally, open data is transforming digital economies and governance systems by enabling innovation, improving policy design, and supporting data-driven ecosystems. Open data enhances democratic engagement and stimulates innovation by allowing businesses and citizens to reuse government data for new services and insights. At the same time, ITU data shows that the rapid expansion of digital connectivity with around 74% of the global population online in 2025 creates unprecedented opportunities for open data use, although gaps persist across regions. Regionally, particularly in developing and Arab countries, open data can help address structural challenges by improving coordination and reducing information asymmetries. However, disparities in infrastructure, governance maturity, and digital skills mean that the impact of open data varies significantly, requiring tailored policies and capacity-building interventions to unlock its full potential. One leading global example is the United Kingdom s data.gov.uk platform, which releases thousands of datasets across sectors such as transport, health, and the economy, enabling businesses to build data-driven services and enhancing government transparency. This demonstrates that when supported by policy frameworks and stakeholder engagement, open data can generate tangible economic and governance benefits in both advanced and developing contexts. For Libya, adopting a comprehensive open data policy is particularly critical given the country s challenges and limited availability of reliable data. An open data policy would help address these gaps by standardizing data collection and sharing, improving trust in public institutions, and enabling evidence-based reforms. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national open data policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the national open data policy to the GIA.</p><p>The consultant shall propose to the designated ESCWA focal point a detailed version of the open data policy. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to digital identity policies and frameworks (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital identity policy based on international and regional best practices, gap analysis, national needs (SWOT analysis); 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and GIA. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. Writing should use gender-sensitive language.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph">A Master's degree in ICT, technology, engineering, computer science or a related field is required. A Ph.D. degree is desired. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 5 years of professional experience and research in the domain of digital technologies is required. Previous experience in the delivery of research papers is desirable. Previous experience in the development of digital identity plans is desirable. English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, Fluency in written and spoken Arabic and English is required.
