<p><strong>Hiring Office: </strong>UNFPA Libya Country Office</p><br><p><strong>Purpose of Consultancy:</strong>UNFPA Libya Country Office (CO) plays a central role in advancing the UN Sustainable<br> Development Cooperation Framework (UNSDCF) and the UNFPA Country Programme (CPD) through strengthened partnerships, expanded access, and enhanced national ownership. To accelerate progress during a period of evolving political, social, and economic dynamics, UNFPA seeks to hire a National Partnerships Consultant who will lead on cultivating, managing, and expanding strategic partnerships across government entities, civil society, academia, and—critically—the national private sector. The consultant will support UNFPA’s mandate by advancing multi-stakeholder engagement, enabling operational access, enhancing program delivery, and mobilizing resources and political backing for UNFPA priorities in Libya.<br><strong>Reporting Line</strong>: The consultant will operate under the direct supervision of the UNFPA Libya Country Office Representative.</p><br><p><strong>Scope of work: (Description of services, activities, or outputs): </strong></p><br><p><strong>A. The programme supports young people aged 18–35 to identify challenges within their local contexts, conduct research, engage with peers and stakeholders, and collaboratively define priorities and solutions. Through workshops, dialogue sessions, mentoring, and collective action, young people are equipped with leadership, decision-making, and civic engagement skills that enable them to actively contribute to their communities. At the same time, the programme works to strengthen confidence among young people that positive change is possible, while encouraging greater recognition among stakeholders of the value of meaningful youth participation in community and decision-making processes.</span></p><br><br><p><span>Youth Connect is delivered in partnership with civil society organisations and national entities to ensure strong local ownership, sustainability, and measurable impact. The programme aims to strengthen the capacity of local partners to design and deliver effective, inclusive, community-based youth programmes through training, mentorship, and continuous support. It promotes inclusive youth participation, ensuring equitable access for diverse groups, including those facing additional barriers to engagement. Through Collective Action Projects (CAPs), young people work alongside CSOs and local stakeholders to design and implement practical solutions to local challenges, while stronger youth networks and alumni engagement help sustain learning, leadership, and collaboration beyond the programme cycle. By fostering trust and stronger collaboration between youth, civil society, local authorities, and community actors, Youth Connect contributes to a more inclusive and enabling environment for civic participation and long-term community development.</span></p><br><br><ol><li><p><span><span>About the role of the </span><span>Lead Master Facilitator and Lead Mentor</span></span></p><br><br></li></ol><br><p><span>The Lead Master Facilitator and Lead Mentor will provide technical leadership, mentoring, and quality assurance across the Youth Connect programme, supporting local partner CSOs, facilitators, and mentors in delivering high-quality youth learning journeys.</span></p><br><br><p><span>The role includes supporting the design and delivery of key programme activities across the full Youth Connect cycle. The consultant will strengthen partner capacity through mentoring, coaching, regular feedback, and technical guidance, while ensuring delivery aligns with Youth Connect methodology, safeguarding, inclusion, and quality standards. If the selected bidder/consultant proposes a rate exceeding this limit, they will be required to adjust it to align with our internal ceiling rate.
