<section><p class="heading jdMain">Job Description</p><p class="heading">Roles &amp; Responsibilities</p><div class="paragraph"><p>From an automated government through e-Government to a smart and open government, technology and innovation have become vital tools for managing and conducting government business, serving its citizens, and achieving its development targets. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with LTA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals. This includes assessing institutional digital maturity of LTA, its main business processes, and the current data governance; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis). This strategy would include phased implementation roadmap and change management component; 6. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 7. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and LTA. The report submitted should not be less than 30 pages. A 2 to 4 pages executive summary of the report. The completed parts should be edited and saved in MS-Word (*.docx file) or an alternate compatible format. PDF format will not be accepted. It should include a table of contents to be automatically upndated followed by a list of all tables and figures. The various parts should be submitted in electronic form and sent to the email address of the designated focal point. Attention is kindly drawn to the need to ensure that the final draft of the outputs be thoroughly reviewed prior to submission and to indicate the sources of tables and diagrams. References to reports and other substantive material should be clearly indicated within the text and noted at the end. The UN Sustainable Development Goals explicitly include legal identity for all (SDG 16.9), highlighting its role in inclusion and governance. In fact, e-ID allows individuals to securely prove their identity in digital environments, which improves access to healthcare, education, financial services, and social protection while reducing costs and improving efficiency in delivery. Identity verification is also essential for the resilience of societies and economies. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Globally, the impact of e-ID is transformative but uneven. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance.
