Accordingly, our client is seeking an E&S Officer to support all E&S aspects of the project. The our client recruited E&S Officer will work closely with the Consultancy Firm, to provide oversight and ensure all E&S requirements for the proposed investment projects are delivered by the Consultancy Firm. The Consultancy Firm will be recruited by our client separately, and through a competitive tendering process For proposed infrastructure development projects it is necessary that they have been assessed for potential negative E&S impacts that may result from the proposed development activity. Under the overall guidance of our client Chief of CSD and in close collaboration with the MoH (PHC & NCDC) and the Human Power Development Center (HPDC), the National Consultants will jointly act as the coordination team of the Health Visitor Program at national and regional level. These challenges are exacerbated by rapid urban expansion, aging infrastructure, water scarcity, poor water and sanitation management performance and climate change. Against this backdrop, our client jointly with the African Development Bank (AfDB), are supporting the Municipality of Benghazi to develop a comprehensive water infrastructure master plan for Benghazi City. To ensure alignment with the Benghazi Metropolitan Area Master plan1currently under finalization (as of October 2025), the water infrastructure masterplan will have 2050 as the final planning horizon year. The goal of this masterplan is to provide a strategic framework for addressing these challenges, ensuring sustainable water management, Component A: Inclusive and resilient urban water masterplan for Benghazi The development of the masterplan will include, amongst others, the following activities: infrastructure assessment, assessment of existing institutional frameworks, field data collection and analysis, identification of infrastructure needs, analysis of the water tariff system, development of long-term goals, identification of stakeholders and their roles, and identification of potential financing mechanisms. The Consultancy Firm selected to deliver this project will also refer to the recently developed sanitation masterplan2 launched in October 2024 between the International Committee of the Red Cross (ICRC) and the Libya Development and Reconstruction Fund, ensuring coherence and between this and the water masterplan being developed. With respect to the water tariff system, in Libya, the price of water depends on its source of withdrawal. According to the AfDB, the charge for the use of water from the Man-made River Project (MMRP)3 is defined in Decree No.218/1994 and is dependent on its use. For domestic use, the General Company of Water and Wastewater (GCWW) pays a tariff to the MMRP. For desalinated water delivered by the General Desalination Company of Libya (GDCOL) for domestic use, there is a charge applied for this supply to the GCWW. Finally, the domestic water tariff paid by users for the water supply service delivered by the GCWW is volumetric and has a fixed tariff4. The water masterplan will cover all of Benghazi municipality, including peri-urban areas and new areas which are not connected to any water supply system (and informed by population growth projections and city expansion), and integrate climate change adaptation measures and best practices, such as circular economy concepts, when possible. It will be a strategic document, providing a vision for the sustainable development and operation of water supply facilities with 2050 as the final planning horizon year, and from the technical, institutional, financial and environmental perspectives. Effective communications are essential to demonstrate results, strengthen public understanding of UNFPA’s mandate, support evidence-based advocacy, mobilize resources, meet donor visibility commitments, and maintain trusted relationships with government institutions, civil society, youth actors, communities, media, donors, the United Nations Country Team and other partners.</p><br> <p>UNFPA Libya is seeking a Reproductive Health (RH) Consultant to support <span>the delivery of the RH programme and ensure high-impact and sustained results of the RH humanitarian response. While working under the supervision of the International Programme Coordinator and in coordination with the Programme Team and Field Coordinators, the consultant will support the planning, implementation, monitoring, evaluation and reporting on RH programme activities.</span></p><br>Purpose and objective of the consultancy<br> <p>The overall objective of the consultancy is to support UNFPA Libya in planning and implementing coherent, high-quality and results-focused RH Programmes.</p><br> <p>The specific objectives are to:</p><br> <ul> <li><span>Support policy dialogue and the development of strategies and programmes on Reproductive Health with key stakeholders, including the Ministry of Health.</span> <ul> <li><span>Provide technical support to the strengthening of national health systems and institutional capacities to deliver high-quality, people-centered Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) services.</span></li> <li><span>Manage strategic partnerships with government, civil society, and development partners, and support advocacy and resource mobilization efforts for RMNCAH.</span></li> <li><span>Provide technical assistance to strengthen RH service delivery of UNFPA Implementing Partners.</span></li> <li><span>Champion the use of data and evidence for policy formulation, programme innovation, and strategic communication on key Reproductive Health (RH) issues.</span></li> </ul></li> </ul> <ol> <li>Scope of work</li> </ol> <p>Under the direct supervision of the International Programme Coordinator or designated Programme Lead, the consultant will undertake the following functions:</p><br> <ul> <li><span>Technical Leadership and Capacity Strengthening</span> <ul> <li><span>Provide technical support to UNFPA Implementing Partners to strengthen Reproductive Health (RH) services in humanitarian and development programmes.</span></li> <li><span>Support the development of capacity-strengthening initiatives for RH service delivery, including the institutionalization of emergency obstetric care (EmONC) and the strengthening of midwifery services.</span></li> <li><span>Oversee the technical quality and adaptation of clinical norms, service delivery guidelines, and educational materials to enhance access to and quality of Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) services.</span></li> </ul></li> <li><span>Policy, Advocacy and Coordination</span> <ul> <li><span>Support high-level policy dialogue and provide strategic technical advice to senior officials in government institutions, particularly the Ministry of Health, to ensure RMNCAH priorities are embedded in national health and development agendas.</span></li> <li><span>Support the formulation, review, and implementation of national laws, policies, and strategies related to maternal mortality reduction, maternal and child health and family planning, ensuring alignment with international commitments and evidence-based best practices</span></li> <li><span>Promote the health of women and young people and champion the integration of human rights and youth engagement frameworks into all national RH policies and programming.</span></li> <li><span>Represent UNFPA in inter-agency coordination platforms, including the Health and Nutrition Task Force, and ensure RH is embedded in strategic priorities, programme interventions and results frameworks.</span></li> <li><span>Provide administrative and technical assistance to strengthen partnerships, communication flow, and collaborative planning.</span></li> </ul></li> <li><span>Emergency preparedness and response</span> <ul> <li><span>Provide technical leadership to ensure the resilience of SRH services in humanitarian contexts, guaranteeing that the Minimum Initial Service Package (MISP) and EmONC are integrated into national emergency preparedness and response plans.</span></li> <li><span>Guide readiness assessments and contingency planning and ensure the availability of technical expertise for rapid deployment during humanitarian crises.</span></li> <li><span>Support quality assurance and implementation of RH programmes by UNFPA Implementing partners in coordination with the Programme Analysts Integrated Services, and Field Coordinators.</span></li> </ul></li> <li><span>Knowledge Management and Evidence Generation</span> <ul> <li><span>Support the Programme Analyst Data and Monitoring in RH data gathering and analysis and ensure evidence-based decision-making by leading knowledge management strategies that inform policy, advocacy, and programming.</span></li> <li><span>Oversee the generation and strategic dissemination of evidence, including policy briefs, research, and case studies, to highlight gaps, innovations, and best practices in RH for a high-level audience.</span></li> <li><span>Ensure that lessons learned from programmes are systematically documented and utilized to inform the scaling-up of successful interventions.</span></li> </ul></li> </ul> <p>Any other tasks as assigned by the supervisor.</p><br>Expected deliverables and payment schedule <p>The consultant will work full-time (21.75 days per month). Payments will be made monthly upon satisfactory completion and approval of the agreed outputs and performance report by UNFPA. The indicative product mix may be adjusted to reflect operational needs, emerging priorities and the final contracting modality, while preserving the overall scope and accountability of the assignment.</p><br>Working arrangements and methodology<br><ul> <li>The consultant will be based at UNFPA Offices in Tripoli, Libya and will work closely with the UNFPA Libya programme, monitoring, operations and field teams, as well as implementing partners and relevant external stakeholders.</li> <li>Travel to municipalities and field locations, including in eastern, southern and western Libya, may be required subject to UN security procedures, operational clearance, availability of resources and prior authorization by UNFPA.</li> <li>Official travel associated with the assignment will be authorized and arranged in accordance with applicable UNFPA duty-travel policies and procedures.</li> <li>The consultant may not issue public statements, speak on behalf of UNFPA or commit the organization externally unless specifically authorized.</li> <li>The consultant will not exercise supervisory authority over UNFPA personnel or implementing partners and will not approve expenditures.
