With targeted, country-wide activities, Our client contributes to increasing access to justice and the delivery or responsive and accountable justice and security services for all living in Libya. The project focuses on three outputs: i) continue to enhance the capacities of institutions to deliver justice services, ii) partner with local government actors to strengthen justice and fight impunity at the community/municipal level, and iii) support CSOs and universities in service delivery. The project is aligned with Our clients new country program and the UN Strategic Cooperation Development Framework (UNSCDF) 2023-2025 and invests in long-term partnerships and robust monitoring and evaluation to ensure sustainable results, prioritization of those most in need, and value for money.</span></div><div><span ><br></span></div><div><span >Our client conducts outcomes, portfolio and programme/project evaluations at different stages of the Country programme to capture and demonstrate evaluative evidence of Our client’s contributions to development results at the country level, as well as to programme-specific objectives and goals. To this end, Our client will carry out an independent final evaluation within the overall provisions contained in the Our client Evaluation Policy.</span></div><div><span ><br></span></div><div><span > The purpose of the final evaluation is (1) to assess the overall results and impact of the project and (2) to serve as an accountability for donors and stakeholders, including beneficiaries. The evaluationwill identify what has been working and what has not and the factors behind them. The evaluation will also draw lessons learned and best practices that may be considered for future programming. The evaluation findings and results will be disseminated to and shared with relevant stakeholders,including donors and government partners, and communicated to project beneficiaries.</span></div><div><span >The independent final evaluation will cover the beginning of the project up to the day of evaluation, August 2026. It will cover all project outputs, activities and processes including conceptualization, design, implementation, monitoring, reporting, and evaluation of results in consultation with all project stakeholders. The evaluation will focus on the support the project has been providing many different fronts on the Missing Persons file in Libya, from institutional strengthening and capacity building for relevant government officials to enabling an environment where rule of laws and human rights are upheld, while bringing justice and responsive services closer to the families of missing persons, as per the project document. The geographic location of the project covers the West, East and South of Libya. As the implementation progressed, the project focuses on two pilot areas, Tawergha and Tarhuna in the West. Evaluation Inception Report. An inception report is the result of preliminary discussion between the project team and the desk review of the relevant documents. The inception report must be produced before any further evaluation activities, such as interviews and field visits. Also, an evaluation matrix that maps out all project stakeholders for data collection, the evaluation design and methodology to approach stakeholders including how cross cutting issues will be addressed, theory of change review. Evaluation Debriefings. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Libya continues to face a significant challenge regarding missing persons resulting from decades of political repression, armed conflict, and instability. Thousands of individuals remain missing,leaving families without information regarding the fate or whereabouts of their loved ones.Families often experience severe psychological distress while facing legal, administrative, and institutional barriers when attempting to access justice, truth, and reparations. In response, Our client and UNSMIL are implementing the joint programme Addressing the File of Missing Persons in Libya. The programme seeks to strengthen institutional responses to missing persons while improving support to families through psychosocial services, legal aid, and improved access to justice mechanisms.In line with the United Nations people-centered and victim-centered approach to transitional justice, the programme prioritizes inclusive participation, gender-responsiveness, and conflict- sensitive engagement with families, while ensuring confidentiality, informed consent, and do no harm practices in all interactions.As part of this programme, Our client is supporting the establishment of referral systems linking families of missing persons with legal aid and mental health and psychosocial support (MHPSS) providers in selected locations, including Tarhuna and Tawergha, while also facilitating engagement with families in Derna. The programme will also organize family forums and capacity- building activities aimed at strengthening families ability to engage with relevant institutions, advocate for their rights, and access available services. To support these activities, Our client seeks to recruit an expert to facilitate dialogue with families of missing persons, support selected workshops, and act as a liaison between families and service providers involved in the referral system. The consultant will act strictly as a facilitator and liaison, and will not provide legal advice, psychosocial support, or case management. Their role is limited to facilitating dialogue,documenting outcomes, and supporting communication between families and service providers.</p> <p>The objective of this assignment is to facilitate safe, inclusive, and trauma-sensitive dialogue processes with families of missing persons and support the implementation of referral systems linking families with legal aid and psychosocial support providers. The facilitator will ensure that meetings and forums are conducted in a participatory, inclusive, and trauma-sensitive manner, while also supporting communication between families and programme partners.</p>
<p>Under the supervision of our client Rule of Law Project Manager and the Transitional Justice Specialist, and in coordination with programme partners, the consultant will undertake the following tasks:</p> <p>A. Facilitation of Family Forums</p> <p>Facilitate four (4) family forums with families of missing persons:</p> <p> Two (2) one-day forums in Tarhuna</p> <p> Two (2) one-day forums in Tawergha</p> <p>The forums will aim to:</p> <p> Provide a safe space for families to share experiences and concerns</p> <p> Identify key barriers to accessing justice, truth, and support services</p> <p> Support dialogue between families and stakeholders involved in the missing persons file</p> <p> Raise awareness about the referral system (legal aid and MHPSS)</p> <p> Collect feedback and recommendations to strengthen programme activities</p> <p>The facilitator will apply trauma-sensitive facilitation techniques and ensure inclusive participation.</p> <p>B. Facilitation of capacity-building activities</p> <p>The facilitator will facilitate interactive discussions during one capacity-building workshop in Tunis.</p> <p>She/he will support active and safe participatory group discussions and ensure engagement of families and participants on memorialization and truth-telling.</p> <p>The facilitator will not act as a technical trainer. Instead, he/she will support participatory processes, trauma-sensitive group work, and inclusive engagement throughout the workshops.</p> <p>The facilitator will produce (i) a brief facilitation note (approach, agenda flow, participation dynamics), and (ii) an anonymized summary of key discussion points and participant recommendations.</p> <p>C. Facilitation of meeting with families from Derna in Tunis</p> <p>The facilitator will facilitate one (01) meeting with families of missing persons from Derna, in cooperation with the Derna Assessment Expert and MHPSS Expert, aimed at identifying priority</p> <p>needs of families; strengthening trust between families and programme stakeholders; and supporting families engagement with referral services</p> <p>D. Liaison support for referral system</p> <p>The facilitator will support communication between families of missing persons and service providers by:</p> <p> Acting as a facilitator and liaison between families and legal aid / MHPSS providers.</p> <p> Supporting families in understanding available services and how to access them.</p> <p> Supporting coordination with CSOs hosting the referral system.</p> <p> Providing feedback to our client on issues encountered by families.</p> <p>The consultant will not provide legal or psychosocial services directly. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Local Peacebuilding and Resilience Programme (LPRP) represents our client Libya's flagship area-based peacebuilding, resilience, and recovery portfolio implemented across the West, East, and South regions of Libya through three interconnected regional projects: Local Peace and Resilience Programme West Libya PHONE_NUMBER), Local Peace and Resilience Programme South Libya PHONE_NUMBER), and Local Peace and Resilience Programme East Libya PHONE_NUMBER). The programme is financed through a combination of donor contributions. (See Project Information table below). The programme adopts a geographically targeted and conflict-sensitive approach tailored to the specific needs and conflict dynamics of different regions of Libya. Interventions are implemented across multiple municipalities in Western, Eastern, and Southern Libya, including, but not limited to, Tripoli, Tarhouna, Benghazi, Derna, Al Bayda, Sousa, Shahat, Sebha, Ubari, Murzuq, Ghat, Brak Al Shati, Tawergha, Bint Baya, Gurda, and Sharguiya, as well as region-wide and nationwide interventions under the programme. The programme was designed in response to persistent governance, social cohesion, service delivery, and economic development challenges affecting communities across Libya. While conflict dynamics vary across regions, common challenges include weak institutional capacities, limited economic opportunities for youth and women, social fragmentation, insufficient access to quality basic services, exclusion of vulnerable groups from decision-making processes, and limited capacities for conflict prevention and peacebuilding. These challenges are often compounded by displacement, climate-related pressures, economic shocks, and the continued effects of political fragmentation. Particular attention is given to youth, women, internally displaced persons (IDPs), returnees, persons with disabilities, migrants, refugees, and other vulnerable and marginalized populations. The programme recognizes that these groups often face disproportionate barriers to participation in governance processes, access to livelihoods, service delivery, and peacebuilding initiatives. Through targeted interventions, the programme seeks to strengthen their inclusion, participation, leadership, and access to opportunities while promoting the principles of Leave No One Behind (LNOB), gender equality, and human rights. Across the three regions, the programme pursues a common peacebuilding and resilience framework centered around four mutually reinforcing pillars: (i) strengthening local governance and institutional capacities; (ii) enhancing social cohesion, dialogue, and conflict management mechanisms; (iii) promoting inclusive economic recovery, livelihoods, entrepreneurship, and private sector development, particularly for youth and women; and (iv) improving access to basic services and supporting local recovery and reconstruction fund efforts. The programme's theory of change is based on the premise that if local institutions are strengthened to analyse conflict, manage tensions, and deliver inclusive and conflict-sensitive services; if sustainable mechanisms for dialogue, participation, and conflict management are established and institutionalized; and if economic opportunities are expanded through livelihoods, entrepreneurship, private sector development, and local economic recovery initiatives, particularly for women, youth, and vulnerable groups, then public trust in institutions will increase, social cohesion will be strengthened, local conflict drivers will be reduced, and communities will become more resilient to conflict, shocks, and future crises.
