<p><span>In the usual norms, Protection from Violence (PfV) is a separate core competency (CC), however in the current context of Libya, PfV will be initiated under Information, counselling and legal assistance (ICLA) CC. This situation might change in the future. The following is a brief description of the role.</span></p><br><p><span><u>Generic responsibilities </u></span></p><br><p><span>These responsibilities shall be the same for all positions with the same title. Details belong in the Work- and Professional Development Plan.</span></p><br><ol><li><p><span>Ensure compliance with NRC policies, guidelines and standards.</span></p><br></li><li><p><span>Ensure compliance with Protection from Violence and ICLA Core Competencies (CC) strategy, tools, handbooks, guidelines and standards.</span></p><br></li><li><p><span>Protection from Violence specific technical responsibility for implementation of technical activities of CC project(s).</span></p><br></li><li><p><span>Specific technical responsibility for tracking of financial expenditures for technical activities of CC project(s). </span></p><br></li><li><p><span>Specific technical responsibility for the quality control and monitoring of project activities.</span></p><br></li><li><p><span>Specific technical responsibility for project documentation of technical activities of CC project(s).</span></p><br></li><li><p><span>Provide specific technical support and capacity building towards project staff.</span></p><br></li><li><p><span>Provide specific technical analysis and feedback to NRC representatives in coordination forums.</span></p><br></li><li><p><span>Assess, promote and document ideas for technical improvement and further programme development options.</span></p><br></li><li><p><span>Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.</span></p><br></li><li><p><span>Promote the rights of IDPs/returnees/refugees in line with the advocacy strategy.</span></p><br></li></ol><br> </div>
<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Logistics Specialist is responsible to manage and coordinate the domestic or international movement of assets, products, and materials upon the request of the Business Line. They optimize equipment utilization, select the most cost-effective routings and MoTs and plan / book these shipments with approved carriers and 3PLs, comply with the selection of preferred contracted carriers or internal fleet, and secure delivery as per the established service level. Be the BL's logistics focal point for their logistics movements. Validate transport requests and required delivery dates for a defined geographic region or lane(s) to achieve on-time delivery. Prepare equipment load plans per planning standard operating procedures to maximize rental and call-out equipment utilization. Leverage planning and use rate checker tools to achieve competitive costs by applying preferred contracted rates. Plan effective shipment/truck routings, leverage consolidation/cargo optimization, and maximize backload opportunities to drive down costs where possible. Monitor shipment execution, track shipment movements and manage deviations with our logistics suppliers while keep internal stakeholders updated. Manage weekly fixed schedules and regional milk runs. Issue work orders before each move with associated cost approvals. Identify logistics network improvement projects or opportunities. Ensure full compliance of transports with the international transport regulations. Monitor cargo moves status and performances and investigates deviations. Implement proactive and corrective measures combined with appropriate communication when early warning signs of deviation are detected. Assess carrier performance with respect to on-time delivery and on-time pickup. Manage international or domestic logistics movements ensuring compliance with Schlumberger policies and processes as well as local regulations including but not limited to finance, personnel, LTC guidelines and QHSE. Ensure proper storage of electronic documents in the system. Act as the interface with the Import/Export Teams and assure smooth communication flow between parties. Participate in the performance analysis meeting. Monitor and capture logistics milestone data in the business system. Report any deviation in QUEST and follow up on action plan to ensure continuous improvement on service quality. Obtain the necessary freight cost approval from the Business line representatives and shortlist offers from Freight Forwarders in the bidding system. Logistics Specialist can report into a Logistics Manager or Logistics Supervisor at GeoUnit or SCC (LCT or DSC) based on the specific location of the role. </p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Bachelor degree</p><p></p></section>
