<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><div><b><span >Overview of position</span><span > </span></b></div><div><span >In January 2023, Our client launched its new three-year project on “Strengthening the rule of law and justice in Libya”, contributing to peace, stability, and an inclusive social contract for Libya. With targeted, country-wide activities, Our client contributes to increasing access to justice and the delivery or responsive and accountable justice and security services for all living in Libya. The project focuses on three outputs: i) continue to enhance the capacities of institutions to deliver justice services, ii) partner with local government actors to strengthen justice and fight impunity at the community/municipal level, and iii) support CSOs and universities in service delivery. The project is aligned with Our clients new country program and the UN Strategic Cooperation Development Framework (UNSCDF) 2023-2025 and invests in long-term partnerships and robust monitoring and evaluation to ensure sustainable results, prioritization of those most in need, and value for money.</span></div><div><span ><br></span></div><div><span >Our client conducts outcomes, portfolio and programme/project evaluations at different stages of the Country programme to capture and demonstrate evaluative evidence of Our client’s contributions to development results at the country level, as well as to programme-specific objectives and goals. To this end, Our client will carry out an independent final evaluation within the overall provisions contained in the Our client Evaluation Policy.</span></div><div><span ><br></span></div><div><span > The purpose of the final evaluation is (1) to assess the overall results and impact of the project and (2) to serve as an accountability for donors and stakeholders, including beneficiaries. The evaluationwill identify what has been working and what has not and the factors behind them. The evaluation will also draw lessons learned and best practices that may be considered for future programming. The evaluation findings and results will be disseminated to and shared with relevant stakeholders,including donors and government partners, and communicated to project beneficiaries.</span></div><div><span >The independent final evaluation will cover the beginning of the project up to the day of evaluation, August 2026. It will cover all project outputs, activities and processes including conceptualization, design, implementation, monitoring, reporting, and evaluation of results in consultation with all project stakeholders. The evaluation will focus on the support the project has been providing many different fronts on the Missing Persons file in Libya, from institutional strengthening and capacity building for relevant government officials to enabling an environment where rule of laws and human rights are upheld, while bringing justice and responsive services closer to the families of missing persons, as per the project document. The geographic location of the project covers the West, East and South of Libya. As the implementation progressed, the project focuses on two pilot areas, Tawergha and Tarhuna in the West. Also, an evaluation matrix that maps out all project stakeholders for data collection, the evaluation design and methodology to approach stakeholders including how cross cutting issues will be addressed, theory of change review. Evaluation Debriefings. The report submitted should not be less than 30 pages. A 2 to 4 pages executive summary of the report. The completed parts should be edited and saved in MS-Word (*.docx file) or an alternate compatible format. PDF format will not be accepted. It should include a table of contents to be automatically upndated followed by a list of all tables and figures. The various parts should be submitted in electronic form and sent to the email address of the designated focal point. Work Location Remote Expected duration 16 weeks Duties and Responsibilities GENERAL SCOPE Digital identity (e-ID) is increasingly recognized as a foundational enabler of sustainable development because it underpins access to services, rights, and economic participation. The UN Sustainable Development Goals explicitly include legal identity for all (SDG 16.9), highlighting its role in inclusion and governance. In fact, e-ID allows individuals to securely prove their identity in digital environments, which improves access to healthcare, education, financial services, and social protection while reducing costs and improving efficiency in delivery. Identity verification is also essential for the resilience of societies and economies. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Globally, the impact of e-ID is transformative but uneven. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national digital identity policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital identity policy to the GIA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital identity policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to digital identity policies and frameworks (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Globally, open data is transforming digital economies and governance systems by enabling innovation, improving policy design, and supporting data-driven ecosystems. Open data enhances democratic engagement and stimulates innovation by allowing businesses and citizens to reuse government data for new services and insights. At the same time, ITU data shows that the rapid expansion of digital connectivity with around 74% of the global population online in 2025 creates unprecedented opportunities for open data use, although gaps persist across regions. Camp and Community Services Officer reports to Chief Area Office (CAO) A20. Camp and Community Services Officer Supervise a team of General Service or equivalent Area Staff.<br> Responsibilities<br>Under the supervision of CAO, represents the Agency at the camp level and the surrounding community area, as required; liaises with government authorities at the local level, including municipalities, local Internal Security Forces, local Army forces, as applicable, local refugee community representatives and humanitarian organizations and NGOs during briefings and meetings to ensure effective control and continuity of services including those related to solid waste collection in the camp and the surrounding community area as well as other issues of interest to the Agency; supports approved delegation visits to the camp and the surrounding community area, including when requested by the Director of Communications or the field director, organizing and briefing donors, journalists and other stakeholders and may randomly act as interpreter in such visits if required; Supports all programmes; organizes and participates in meetings with Area Programme Officers in the assigned camp and the surrounding community area on a regular basis to discuss problems and challenges and suggest plans and possible courses of action; coordinates with key staff, including but not limited to Area Programme Officers, Heads of installations in the camp and the surrounding community area and Social Workers, as well as local community representatives and NGOs to discuss issues of mutual concern, address problems and report to CAO accordingly; intervenes to find solutions for disputes among refugees including those related to solid waste collection issues; assists in and advises on the integration of programmes and support service activities; where necessary, takes corrective measures within his/her authority as outlined by her/his supervisor; may be authorized to participate in or lead committees in the community; Acts as Security and Safety focal point for the assigned camp and surrounding community area and identifies, analyses and timely reports to CAO and Field Security and Risk Management (FSRM) staff on risks and security incidents and issues affecting UNRWA personnel and installations; ensures that the Camp and Community Services Office has an evacuation plan and has basic safety equipment in place; consults with community leaders and other identified relevant actors and/or parties about appropriate community response(s) to security incidents involving Agency personnel, assets and/or installations, including reporting such incidents to the police on behalf of UNRWA where required and ensuring measures to prevent security incidents from re-occurring; Monitors the camp's environment and the surrounding community area and identifies and timely reports to CAO on neutrality violations and protection issues affecting Palestine refugees; follows up to ensure such issues are adequately addressed by Programmes and/or other relevant Departments; in consultation with the CAO, supports and works with Protection and Neutrality (P&N) teams in gathering information, reporting protection and neutrality incidents in a timely manner, setting up meetings with beneficiaries, building relationships between the P&N teams and the community regarding protection and neutrality issues, and implementing and mainstreaming the Agency’s responses regarding protection and neutrality issues, as they arise in the assigned camp/community; Plans, directs and manages the activities of the Camp and Community Services Office and provides direct supervision to sanitation laborers and foremen at the camp level as well as guards as requested by Area Programme Officers and CAOs; ensures the implementation of Agency and Field Administrative issuances; establishes and implements monitoring and reporting mechanisms to systematically assess progress and quality of services and the achievement of results including guard force, social services; closely monitors attendance of school attendants who work inside the assigned camp and the surrounding community area and follows up on their work during school vacations; as a member of the Area Management Team, contributes to planning, operating and controlling administrative, finance, supply, distribution, transport, personnel, and building maintenance at the Area level; Responsible for effective communication within the assigned camp and surrounding community area; works with UNRWA programmes and communications department to disseminate information about relevant UNRWA programming and initiatives to residents and beneficiaries with a view to developing and executing appropriate public information interventions to increase/promote awareness, image and visibility of the Agency across the camp and surrounding community area; maintains Agency records, follows up and reports on petitions, claims and applications with beneficiaries, area office and other entities in the assigned camp and surrounding community area; maintains and updates lists of recipients of UNRWA services in the assigned camp and surrounding community; as applicable, provides eligibility and registration services to refugees living inside camp and surrounding community including collecting documents and issuing of registration cards and processes hospitalization transactions submitted by refugees; <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph">Overview of position<br><p>Under the overall direct supervision of the Mental Health and Psychosocial Support Programme Manager and senior MHPSS assistant, and Migration Health Division coordinator and overall supervision of Deputy Chief of Mission, the successful candidates will be responsible and accountable for the direct implementation of the IOM MHPSS activities under emergency response linked to Sudanese community in Libya as well as supporting the center-based and outreach. </p>
Role objectives<br><ul> <li> <p>Provide psychosocial support to the members of the migrant community enrolled in VHR program through providing scheduled activities in living spaces, holding support groups for identified target populations. </p> </li> <li> <p>Also supporting migrants living in the designated DCs, IDPs and host communities. Assess perceptions of MHPSS among beneficiaries, design appropriate key message, design suitable ways to share information, disseminate information to migrants through leaflets, media, social media, informal networks. </p> </li> <li> <p>Conduct regular visits to detention centers (DCs) and urban locations in order to assess the needs of migrants, IDPs and host communities. Provide psychological First aid within search and rescue operations.</p> </li> <li> <p>Provide remote psychosocial support when needed. </p> </li> <li> <p>Make necessary referral to other units, programs and departments within IOM and to other stakeholders.</p> </li> <li> <p>Conduct a services mapping exercise in order to identify other units and stakeholders, migrant community mobilizers and leaders working to address the need of migrants in the relevant DCs and urban locations and needs of IDPs and hosting communities.</p> </li> <li> <p> Liaise closely and coordinate with the health, protection and MRRM teams working in the area.
