<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><div><b><span >Overview of position</span><span > </span></b></div><div><span >In January 2023, Our client launched its new three-year project on “Strengthening the rule of law and justice in Libya”, contributing to peace, stability, and an inclusive social contract for Libya. With targeted, country-wide activities, Our client contributes to increasing access to justice and the delivery or responsive and accountable justice and security services for all living in Libya. The project focuses on three outputs: i) continue to enhance the capacities of institutions to deliver justice services, ii) partner with local government actors to strengthen justice and fight impunity at the community/municipal level, and iii) support CSOs and universities in service delivery. The project is aligned with Our clients new country program and the UN Strategic Cooperation Development Framework (UNSCDF) 2023-2025 and invests in long-term partnerships and robust monitoring and evaluation to ensure sustainable results, prioritization of those most in need, and value for money.</span></div><div><span ><br></span></div><div><span >Our client conducts outcomes, portfolio and programme/project evaluations at different stages of the Country programme to capture and demonstrate evaluative evidence of Our client’s contributions to development results at the country level, as well as to programme-specific objectives and goals. To this end, Our client will carry out an independent final evaluation within the overall provisions contained in the Our client Evaluation Policy.</span></div><div><span ><br></span></div><div><span > The purpose of the final evaluation is (1) to assess the overall results and impact of the project and (2) to serve as an accountability for donors and stakeholders, including beneficiaries. The evaluationwill identify what has been working and what has not and the factors behind them. The evaluation will also draw lessons learned and best practices that may be considered for future programming. The evaluation findings and results will be disseminated to and shared with relevant stakeholders,including donors and government partners, and communicated to project beneficiaries.</span></div><div><span >The independent final evaluation will cover the beginning of the project up to the day of evaluation, August 2026. It will cover all project outputs, activities and processes including conceptualization, design, implementation, monitoring, reporting, and evaluation of results in consultation with all project stakeholders. The evaluation will focus on the support the project has been providing many different fronts on the Missing Persons file in Libya, from institutional strengthening and capacity building for relevant government officials to enabling an environment where rule of laws and human rights are upheld, while bringing justice and responsive services closer to the families of missing persons, as per the project document. The geographic location of the project covers the West, East and South of Libya. As the implementation progressed, the project focuses on two pilot areas, Tawergha and Tarhuna in the West. It should include a table of contents to be automatically upndated followed by a list of all tables and figures. The various parts should be submitted in electronic form and sent to the email address of the designated focal point. Work Location Remote Expected duration 16 weeks Duties and Responsibilities GENERAL SCOPE Digital identity (e-ID) is increasingly recognized as a foundational enabler of sustainable development because it underpins access to services, rights, and economic participation. The UN Sustainable Development Goals explicitly include legal identity for all (SDG 16.9), highlighting its role in inclusion and governance. In fact, e-ID allows individuals to securely prove their identity in digital environments, which improves access to healthcare, education, financial services, and social protection while reducing costs and improving efficiency in delivery. Identity verification is also essential for the resilience of societies and economies. Well-governed digital identity systems are now viewed as critical digital public infrastructure necessary for long-term sustainability and trust in digital transformation . Globally, the impact of e-ID is transformative but uneven. The World Economic Forum (WEF) highlights that around 850 million people still lack legal identification, limiting their ability to participate fully in society and the economy. Expanding digital identity systems can significantly improve inclusion, enabling access to digital services, financial systems, and labor markets while enhancing privacy and user control when properly designed. Regionally, especially in developing economies, e-ID is expected to accelerate digital economies and public sector efficiency; however, gaps in infrastructure, governance, and interoperability remain major barriers. Evidence also shows that lack of ID restricts access to essentials such as mobile connectivity, banking, healthcare, and voting, demonstrating the broad socio-economic consequences of identity exclusion. Two widely cited global success cases are Estonia and India. Estonia s e-ID is considered a global benchmark, where over 99% of public services are accessible online and citizens use digital identity for voting, healthcare, taxation, and business, demonstrating how e-ID can anchor a fully digital society . Its success is grounded in strong legal frameworks, interoperability, and universal adoption. Another example is India s Aadhaar system , which has enabled large-scale inclusion in financial services and targeted welfare delivery. These cases illustrate that successful e-ID systems combine policy, technology, and governance to drive adoption and trust . For Libya, developing a robust e-ID policy is critical to advancing its digital transformation agenda and overcoming governance and service delivery challenges. Given Libya s high internet penetration, a clear, comprehensive e-ID policy would strengthen trust, improve interoperability across government services, and address gaps in data protection and digital governance. The General Information Authority (GIA) in Libya requested the technical assistance of ESCWA to develop the national digital identity policy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital identity policy to the GIA. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital identity policy. To produce the draft policy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Libya related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to digital identity policies and frameworks (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with GIA, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels . Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts new technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. Globally, the Intelligent Transport Systems (ITS) market is projected to grow from USD 42.55 billion in 2025 to USD 55.36 billion by 2030 at a CAGR of 5.4%. Digitally driven measures such as smart logistics and improved asset utilization could limit road freight CO emission growth by up to 40% between 2019 and 2050. In the Arab region, 95% mobile broadband coverage a critical enabler for connected mobility . The progressive integration of AI, IoT, GIS and ITS into national transport strategies across Member States, directly serving SDGs 9 and 11. Libya s land transport sector faces acute structural challenges: a paved road network of approximately 34,000 km , one of the highest road-fatality rates in the world publicly cited at around 73 deaths per 100,000 inhabitants against a global benchmark of roughly 20 , Digital transformation of land transport in Libya is expected to (i) reduce fatalities and injuries through intelligent traffic management, e-enforcement, GPS-based fleet supervision and connected-vehicle safety; (ii) modernise freight, customs and logistics operations through digital manifests, tracking and scheduling (iii) enhance public revenue and governance via digital tolling, licensing and vehicle registration; and (iv) anchor land transport within Libya s broader digital transformation and economic recovery agenda. The Land Transport Authority (LTA) in Libya requested the technical assistance of ESCWA to develop their digital transformation strategy. LTA is planning to develop a comprehensive framework to modernize its two main divisions: the Authorization Department and the Transport Affairs Department. This framework will encompass the registration and management of services provided to public vehicles, vehicle testing processes, and the delivery of permit services to individuals and businesses. Currently, most of these services rely on manually maintained Excel-based data, which increases the risk of errors and limits efficiency. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital transformation framework to LTA. The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. While conflict dynamics vary across regions, common challenges include weak institutional capacities, limited economic opportunities for youth and women, social fragmentation, insufficient access to quality basic services, exclusion of vulnerable groups from decision-making processes, and limited capacities for conflict prevention and peacebuilding. These challenges are often compounded by displacement, climate-related pressures, economic shocks, and the continued effects of political fragmentation. Particular attention is given to youth, women, internally displaced persons (IDPs), returnees, persons with disabilities, migrants, refugees, and other vulnerable and marginalized populations. The programme recognizes that these groups often face disproportionate barriers to participation in governance processes, access to livelihoods, service delivery, and peacebuilding initiatives. Through targeted interventions, the programme seeks to strengthen their inclusion, participation, leadership, and access to opportunities while promoting the principles of Leave No One Behind (LNOB), gender equality, and human rights. Thousands of individuals remain missing,leaving families without information regarding the fate or whereabouts of their loved ones.Families often experience severe psychological distress while facing legal, administrative, and institutional barriers when attempting to access justice, truth, and reparations. In response, Our client and UNSMIL are implementing the joint programme Addressing the File of Missing Persons in Libya. The programme seeks to strengthen institutional responses to missing persons while improving support to families through psychosocial services, legal aid, and improved access to justice mechanisms.In line with the United Nations people-centered and victim-centered approach to transitional justice, the programme prioritizes inclusive participation, gender-responsiveness, and conflict- sensitive engagement with families, while ensuring confidentiality, informed consent, and do no harm practices in all interactions.As part of this programme, Our client is supporting the establishment of referral systems linking families of missing persons with legal aid and mental health and psychosocial support (MHPSS) providers in selected locations, including Tarhuna and Tawergha, while also facilitating engagement with families in Derna. The programme will also organize family forums and capacity- building activities aimed at strengthening families ability to engage with relevant institutions, advocate for their rights, and access available services. To support these activities, Our client seeks to recruit an expert to facilitate dialogue with families of missing persons, support selected workshops, and act as a liaison between families and service providers involved in the referral system. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Local Peacebuilding and Resilience Programme (LPRP) represents our client Libya's flagship area-based peacebuilding, resilience, and recovery portfolio implemented across the West, East, and South regions of Libya through three interconnected regional projects: Local Peace and Resilience Programme West Libya (PHONE_NUMBER), Local Peace and Resilience Programme South Libya (PHONE_NUMBER), and Local Peace and Resilience Programme East Libya (PHONE_NUMBER). The programme is financed through a combination of donor contributions. (See Project Information table below). The programme adopts a geographically targeted and conflict-sensitive approach tailored to the specific needs and conflict dynamics of different regions of Libya. Interventions are implemented across multiple municipalities in Western, Eastern, and Southern Libya, including, but not limited to, Tripoli, Tarhouna, Benghazi, Derna, Al Bayda, Sousa, Shahat, Sebha, Ubari, Murzuq, Ghat, Brak Al Shati, Tawergha, Bint Baya, Gurda, and Sharguiya, as well as region-wide and nationwide interventions under the programme. <p>Addressing the issue of missing persons at a national level and uncovering the truth about the fate of the missing through a fair, transparent, and scientific truth-seeking process is of paramount importance for national reconciliation. The Transitional Justice (TJ) process is still not fully installed, thousands of families, until now, do not know what happened to their loved ones. Families of the missing, civil society actors, and human rights defenders advocating for truth and justice often face intimidation and reprisals, while accountability mechanisms remain weak. Inclusive advocacy and capacity building are required to search for all missing persons, while considering their families' social, psychological, financial, and legal needs. The project Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions (hereafter: Missing Persons project ), implemented in partnership between UNSMIL and Our client and funded by the Netherlands' Ministry of Foreign Affairs, was developed based on a preliminary situation analysis and needs assessment to better understand the concerns and demands of families, which revealed a widespread lack of awareness of rights, entitlements, and available services among them, as well as limited access to trusted legal assistance and mental health support (MHPSS). Women, in particular, are disproportionately affected due to socio-economic vulnerability, social stigma surrounding MHPSS, and the absence of effective witness and victim protection laws in Libya. To address this service gap, pilot community-based referral mechanisms (referred to under the project as One-Stop-Shop services) will be operationalized in Tarhuna and Tawergha to provide coordinated access to legal aid, forensic follow-up, administrative assistance, and psychosocial support. The OSS model will function as a trusted community entry point and referral mechanism linking families to relevant authorities and service providers, contributing to the right to truth, justice and reparations. On this basis, Our client will select qualified experts in both localities to oversee the referral system. The two national consultants, one in each city, will serve as the first point of contact between beneficiaries and service providers in their respective communities. The consultants will support intake, referral, case coordination, outreach, and accompaniment of families accessing legal and psychosocial services. The objective of the assignment is to facilitate safe, confidential, and victim-centred access to legal aid and psychosocial support services for families of missing persons in Tawergha through community-based referral and coordination mechanisms. Under the supervision of our clientRule of Law Project Manager, the Transitional Justice Specialist, and in close collaboration with UNSMIL Human Rights team, the Contractor will support the operationalization of a referral system providing legal aid and MHPSS services to families of missing persons in Tawergha. The consultant will serve as the community-based referral focal point and facilitator between beneficiaries and designated service providers. Role objectives Under the supervision of Our client, the consultant will undertake the following tasks: A. Beneficiary Intake and Referral Support Serve as the primary community focal point for beneficiaries accessing the referral mechanism; Conduct intake meetings with families of missing persons in a confidential and victim-centred manner; Assist beneficiaries in completing complaint, intake, consent, and referral forms; Identify legal, psychosocial, protection, and administrative needs of beneficiaries; Conduct preliminary risk and vulnerability assessments and identify urgent protection concerns; Refer beneficiaries to designated lawyers and MHPSS providers in accordance with agreed referral procedures ( SoPs); Ensure regular referral follow-up with beneficiaries and service providers regarding ongoing referrals; Maintain anonymized referral tracking records for monitoring purposes. The consultant shall support referral follow-up and coordination only and shall not provide legal advice, psychosocial counselling, forensic services, or case management. B. Coordination with Lawyers and MHPSS Providers Coordinate appointments and meetings between beneficiaries and legal/MHPSS service providers; Facilitate visits and missions of lawyers, MHPSS experts, and project teams to Tawergha; Support logistical and community coordination for legal awareness sessions, consultations, and outreach activities; Ensure timely communication between beneficiaries, lawyers, MHPSS providers, and our client; Flag urgent or sensitive cases requiring immediate attention. C. Community Outreach and Awareness Support a localized awareness campaign to inform families about available support services and referral pathways; Support awareness-raising activities related to legal rights, available services, and access procedures; Facilitate community meetings and engagement sessions with families, our client and local stakeholders; Support dissemination of communication and awareness materials developed under the project. D. </p><p><strong>Desired Candidate Profile</strong></p><p>Experience working with conflict-affected communities and vulnerable groups Demonstrated professional presence, trusted community relationships, and established access within Tawergha (depending on the duty station) are essential requirements.
