Job Responsibilities 1 Provides assistance with invasive and non-invasive techniques (excluding the catheter insertion) which includes the following: direct systemic arterial, right arterial, central venous and pulmonary artery pressure measurements, patient monitoring and set up for anesthetic and respiratory gas, blood draw and placing EKG electrodes, blood pressure cuff and pulse oximetry on the patient. Assists the licensed anesthesia provider in difficult airway intubation by providing video laryngoscopy equipment and/or fiber optic intubation scope as requested. Knowledgeable in the techniques used in securing an open airway, e.g., jaw thrust, jaw lift, or tongue hold. Executes the Malignant Hyperthermia protocol as it pertains to the preparation of the anesthesia machine. <h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> Result of Service A 2026 United Nations Country Analysis for Libya, and its annexes (List of sources, SDG indicators data matrix, risk matrix, up-to-date list of relevant international treaties, conventions, and agreements that Libya has signed) are developed and endorsed Work Location Tripoli / Libya Expected duration 4 Months Duties and Responsibilities The United Nations Country Analysis (UNCA), formerly Common Country Analysis (CCA), is a joint exercise of the UN development system that will provide a contextual, causal, and forward-looking reading of Libya to inform strategic choices, help accelerate progress toward development objectives, and guide the development of a new planning framework. The UNCA is a concise, systemic, and prescriptive document. The purpose of the 2026 Libya UNCA is to generate a high-quality, evidence-based, and forward-looking analytical product that will inform the strategic prioritization process for the next UNSDCF and assess the progress towards the SDGs. The UNCA will identify the structural drivers of Libya’s development and peacebuilding challenges, the groups most at risk of being left behind, key risks and weak signals, and the most relevant pathways for SDG acceleration. The UNCA will also strengthen the UNCT’s collective analytical function by creating a shared evidence base, supporting strategic positioning, informing advocacy, partnerships, and decision-making, and enabling more agile programming in a complex and rapidly changing country context. The 2026 Libya UNCA will aim to: 1. Provide an integrated analysis of Libya’s governance, economic, social, environmental, humanitarian, human rights, political, peace, and security context, with attention to regional and transboundary dynamics. 2. Assess Libya’s progress, gaps, and bottlenecks in relation to the SDGs, the 2030 Agenda, and relevant international commitments. 3. Identify the structural and root causes of fragility, exclusion, vulnerability, institutional fragmentation, and uneven development outcomes. 4. Apply a Leave No One Behind lens to analyze the situation of women and girls, children and youth, older persons, persons with disabilities, migrants, refugees, asylum-seekers, IDPs, returnees, minority groups, and conflict-affected communities. 5. Analyze Libya’s financing landscape for sustainable development, including public finance, domestic resource mobilization, international financing, private finance, illicit financial flows, subsidies, oil revenue governance, and opportunities for innovative SDG financing. 6. Identify emerging risks and weak signals that may affect Libya’s development trajectory and the UN’s strategic engagement. 7. Define a concise set of SDG acceleration pathways and strategic implications for the next UNSDCF. In reference to the roadmap for the development of the new UN planning framework starting from 2028, the Resident Coordinator’s Office (RCO) in Libya is hiring an International Individual Contractor to assist, together with the RCO Economist, the UNCT Analytical Team in the development of the new United Nations Country Analysis. The Individual Contractor will perform the responsibilities presented below. The consultant will report to the Head of Office, with day-to-day coordination with the RCO Economist. Duties and Responsibilities 1. Data consolidation and analysis: The UNCA will be informed by a number of existing assessments across sectors by multiple stakeholders in the country. The consultant should consolidate data and analysis produced by the Analytical Team to produce a comprehensive and conflict-sensitive UNCA that captures changing context, development trends, and SDG progress in Libya. All findings should be supported with evidence. The consultant will support the Analytical Team and the RCO Economist in triangulation to ensure that the information and data collected are valid. 2. Support foresight exercise: preparation of a report on the results of the foresight and/or system analysis exercise. The report should present the methodology used, summarize the main findings, highlight key emerging issues and signals, and identify their implications for the country analysis and broader system thinking and foresight exercise. 3. Drafting and Editing: With inputs from and in coordination with the UN Analytical Team and the RCO Economist, who will produce the first draft of each chapter, the consultant should edit, consolidate, and finalize the UNCA. 4. Stakeholder participation and validation: The development of the UNCA will be conducted in a participatory manner, ensuring the involvement of key stakeholders (e.g. government, IFIs, civil society, including women, youth an PwD groups, and those representing the most marginalized, private sectors, and the UN's regional offices) throughout the process. To facilitate inclusive consultations, including on the normative agenda, the consultant should coordinate closely with the Analytical Team and the RCO Economist. Qualifications/special skills A master’s degree in development studies, economics, political economy, public policy, international relations, social sciences, public administration, or a related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A PhD in the same area is desirable. A minimum of 10 years of progressively responsible professional experience in sustainable development analysis, strategic planning, policy analysis, country assessments, UN programming or related fields is required. UNCA وثيقة مركزة ومنهجية وواضحة. الغرض من UNCA ليبيا 2026 هو إنتاج منتج تحليلي عالي الجودة يعتمد على الأدلة ومبني على التوقعات للمساعدة في عملية تحديد الأولويات الاستراتيجية لـ UNSDCF القادم وتقييم التقدم نحو أهداف التنمية المستدامة. ستحدد UNCA العوامل المحركة البنيوية لتحديات التنمية وبناء السلام في ليبيا، والمجموعات الأكثر عرضة للتهميش، والمخاطر المفتاحية والإشارات الضعيفة، والطرق الأكثر صلة وتمكين برمجة أكثر مرونة في سياق دولة معقد ومتغير بسرعة. تهدف UNCA ليبيا 2026 إلى: 1. تقديم تحليل متكامل لحكومة ليبيا، واقتصادها، واجتماعها، وبيئتها البيئية، والإنسانية، وحقوق الإنسان، والسياسة، والسلام والأمن، مع الانتباه للديناميات الإقليمية والعبر-حدودية. 2. تقييم تقدم ليبيا والثغرات والعقبات فيما يتعلق بـ SDGs وأجندة 2030 والتزامات دولية ذات صلة. 3. تحديد الأسباب البنيوية وجذرية للهشاشة والإقصاء والضعف والتجزئة المؤسسية وتباين التنمية. 4. تطبيق منظور “لا تترك أحداً خلف” لتحليل وضع النساء والفتيات، والأطفال والشباب، وكبار السن، والأشخاص ذوي الإعاقة، والمهاجرين، واللاجئين والطالبين ذاتياً، والنازحين داخلياً، والعائدين، والمجموعات الأقلية، والمجتمعات المتأثرة بالنزاع. 5. تحليل مشهد تمويل ليبيا للتنمية المستدامة، بما في ذلك المالية العامة، وتعبئة الموارد المحلية، والتمويل الدولي، والتمويل الخاص، والتدفقات المالية غير القانونية، والدعم، والحوكمة الإيرادات النفطية، وفرص التمويل المبتكر لأهداف التنمية المستدامة. 6. تحديد المخاطر الناشئة والإشارات الضعيفة التي قد تؤثر على مسار التنمية في ليبيا وارتباطها بالتدخل الاستراتيجي للأمم المتحدة. 7. تعريف مجموعة موجزة من مسارات تسريع أهداف التنمية المستدامة وتداعياتها الاستراتيجية للـ UNSDCF القادم. في الإشارة إلى خريطة الطريق لتطوير إطار تخطيط الأمم المتحدة الجديد بدءاً من 2028، مكتب المنسق المقيم (RCO) في ليبيا يعمل على توظيف مقاول دولي فردي للمساعدة، مع كبير الاقتصاديين في المكتب، في تطوير تحليل الأمم المتحدة للدولة الجديد. سيؤدي المقاول الدولي إلى تنفيذ المسؤوليات المذكورة أدناه. سيقدم المستشار تقاريره إلى رئيس المكتب، مع تنسيق يومي مع كبير الاقتصاديين في RCO. الواجبات والمسؤوليات 1. دمج وتحليل البيانات: سيستند UNCA إلى عدد من التقييمات القائمة عبر قطاعات متعددة وأصحاب مصلحة متعددين في البلد. يجب على المستشار دمج البيانات والتحليلات التي تنتجها فريق التحليل لإنتاج UNCA شامل وحساس للنزاع يعكس التغير في السياق، واتجاهات التنمية، وتقدم SDG في ليبيا. يجب دعم جميع النتائج بأدلة. سيقوم المستشار بدعم فريق التحليل وكبير الاقتصاديين في RCO في التقاطعات لضمان صحة المعلومات والبيانات المجموعة. 2. دعم تمارين الاستشراف: إعداد تقرير عن نتائج الاستشراف و/أو تمارين تحليل النظام. يجب أن يعرض التقرير المنهجية المستخدمة، ويختصر النتائج الرئيسية، ويبرز القضايا والإشارات الناشئة، ويحدد آثرها على تحليل البلد والنظرية النظامية والاستشرافية. 3. الصياغة والتحرير: مع مدخلات ومنسقة مع فريق التحليل الأممي وكبير الاقتصاديين في RCO، الذين سيقدمون المسودة الأولى لكل فصل، يجب على المستشار تحرير UNCA وتوحيده وإنهائه. 4. مشاركة الجهات المعنية والتحقق: سيتم تطوير UNCA بشكل تشاركي مع إشراك الجهات الرئيسية كالحكومة والمؤسسات المالية الدولية والمجتمع المدني، بما في ذلك النساء والفتيات والشبكات الشابة وال PWDs والأطلقاء الأكثر تهميشاً والقطاعات الخاصة ومكاتب الأمم المتحدة الإقليمية طوال العملية. ولتسهيل المشاورات الشاملة، بما في ذلك على الأجندة التنظيمية، يجب أن ينسق المستشار عن كثب مع فريق التحليل وكبير الاقتصاديين في RCO. المؤهلات/المهارات المتخصصة درجة الماجستير في الدراسات التنموية، الاقتصاد، الاقتصاد السياسي، السياسة العامة، العلاقات الدولية، العلوم الاجتماعية، الإدارة العامة، أو مجال ذي صلة مطلوبة. يمكن قبول درجة جامعية من المستوى الأول مع عامين (2) إضافيين من الخبرة المؤهلة بدلاً من شهادة جامعية متقدمة. يفضل دكتوراه في نفس المجال. الحد الأدنى من 10 سنوات من الخبرة المهنية المسؤولة تدريجياً في تحليل التنمية المستدامة والتخطيط الاستراتيجي وتحليل السياسات وتقييمات الدول وبرمجة الأمم المتحدة أو مجالات ذات صلة مطلوبة. الخبرة المطلوبة تشمل: · خبرة مثبتة في صياغة أو دعم تحليلات الدول المشتركة، وتحليلات الدول التابعة للأمم المتحدة، وUNSDCFs، وتقييمات استراتيجية، وتشخيصات الدول أو منتجات تحليلية مماثلة مطلوبة. · قدرة مثبتة على تطبيق التفكير النظامي، والتحليل السببي، وتحليل الاقتصاد، والتحليل متعدد الأبعاد للمخاطر و/أو مقاربة الاستشراف مطلوبة. · معرفة قوية بأجندة 2030 وأهداف التنمية المستدامة وإصلاح الأمم المتحدة ومبادئ برمجة الأمم المتحدة مطلوبة. · خبرة في بيئات النزاع والهشاشة والانتقال أو السياسة المعقدة مطلوبة. · مهارات كتابة تحليلية ممتازة والقدرة على تلخيص مواد معقدة إلى منتجات استراتيجية موجزة مطلوبة. · يفضل وجود خبرة في تحليل البيانات، ورسم خرائط مؤشرات SDG، ومصفوفات الأدلة، وبناء الرؤى البيانية للبيانات. · معرفة ليبيا أو منطقة الشرق الأوسط وشمال أفريقيا مطلوبة بشدة. · يفضل وجود تجربة سابقة مع الأمم المتحدة أو المنظمات الدولية. · خبرة في تحليل البيانات، ورسم خرائط مؤشرات SDG، ومصفوفات الأدلة، وبناء الرؤى البيانية للبيانات مطلوبة بشدة. · معرفة ليبيا أو منطقة MENA مطلوبة بشدة. · يفضل وجود تجربة سابقة مع الأمم المتحدة أو المنظمات الدولية. اللغات اللغة الإنجليزية
