With targeted, country-wide activities, Our client contributes to increasing access to justice and the delivery or responsive and accountable justice and security services for all living in Libya. The project focuses on three outputs: i) continue to enhance the capacities of institutions to deliver justice services, ii) partner with local government actors to strengthen justice and fight impunity at the community/municipal level, and iii) support CSOs and universities in service delivery. The project is aligned with Our clients new country program and the UN Strategic Cooperation Development Framework (UNSCDF) 2023-2025 and invests in long-term partnerships and robust monitoring and evaluation to ensure sustainable results, prioritization of those most in need, and value for money.</span></div><div><span ><br></span></div><div><span >Our client conducts outcomes, portfolio and programme/project evaluations at different stages of the Country programme to capture and demonstrate evaluative evidence of Our client’s contributions to development results at the country level, as well as to programme-specific objectives and goals. To this end, Our client will carry out an independent final evaluation within the overall provisions contained in the Our client Evaluation Policy.</span></div><div><span ><br></span></div><div><span > The purpose of the final evaluation is (1) to assess the overall results and impact of the project and (2) to serve as an accountability for donors and stakeholders, including beneficiaries. The evaluationwill identify what has been working and what has not and the factors behind them. The evaluation will also draw lessons learned and best practices that may be considered for future programming. The evaluation findings and results will be disseminated to and shared with relevant stakeholders,including donors and government partners, and communicated to project beneficiaries.</span></div><div><span >The independent final evaluation will cover the beginning of the project up to the day of evaluation, August 2026. It will cover all project outputs, activities and processes including conceptualization, design, implementation, monitoring, reporting, and evaluation of results in consultation with all project stakeholders. The evaluation will focus on the support the project has been providing many different fronts on the Missing Persons file in Libya, from institutional strengthening and capacity building for relevant government officials to enabling an environment where rule of laws and human rights are upheld, while bringing justice and responsive services closer to the families of missing persons, as per the project document. The geographic location of the project covers the West, East and South of Libya. As the implementation progressed, the project focuses on two pilot areas, Tawergha and Tarhuna in the West. Also, an evaluation matrix that maps out all project stakeholders for data collection, the evaluation design and methodology to approach stakeholders including how cross cutting issues will be addressed, theory of change review. Evaluation Debriefings. Following the activities done by the evaluation team collecting data and evidence, a draft report is expected to be submitted to our clientand UNSMIL for comments and feedback. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>We are seeking a motivated CWI Field Engineer to join our team in Libya. This role provides hands-on experience in maintaining safe, efficient, and reliable Product and Service Delivery (PSD) to customers. <p>Key Responsibilities Maintain and improve banking systems (Core Banking, AML, Reporting) based on Temenos products. Analyze and troubleshoot production issues, delivering timely and effective solutions. Interpret BRD/FSD documents and prepare detailed TSDs for development. Provide support for test environments, package preparation, and deployment activities. Collaborate with senior IT staff, business analysts, and team managers to deliver high-quality solutions. Design, develop, and maintain customizations in Temenos T24 (Transact). Work extensively on T24 modules including AA, Loans, Deposits, and TPH. Develop and integrate T24 interfaces using T24 APIs and Integration Frameworks.</p><p>Preferred Skills & Experience Strong hands-on experience with Temenos T24 Core Banking system. Mandatory skills: Infobasic programming, componentization coding, and L3 Java development. Proficiency in TAFJ and knowledge of TAFC. Experience in code library management and version control tools. Expertise in T24 API development (screen changes, new inquiries, custom integrations). Solid technical knowledge of T24 customization and OFS processing. Basic working knowledge of Unix/Linux environments.
