Job description - Deputy Country Manager - (Fixed Term Employee)
Position Details:
An individual contributor residing in Tripoli responsible for supporting the Country Manager in translating new country entry strategy into executable country plans, ensuring that workstreams are coordinated, and business activities progress in a disciplined, compliant, and integrated manner. Reports to Exploration Country Manager, Libya.
Candidates should be able to demonstrate the following experiences, skills, and competencies:
1. Country strategy and business integration
•    Support development and execution of country entry and country management plans, including priorities, milestones, decision points, dependencies, and resourcing needs.
•    Maintain a clear view of country objectives, critical path activities, and upcoming decisions required to advance the opportunity.
2. Cross-functional coordination and execution
•    Act as the central integrator for country-level workstreams, ensuring alignment among Business Development, Exploration, Legal, HSE, Security, Corporate Affairs, Finance, Tax, Supply Chain, and other functions.
•    Identify execution gaps, bottlenecks, and interdependencies; escalate issues and recommend practical mitigation options to the Country Manager.
3. Governance, controls, and compliance
•    Support the Country Manager in ensuring country activities comply with applicable Oil & Gas companies policies, approval authorities, anti-corruption requirements, sanctions guidance, recordkeeping expectations, and local legal/regulatory obligations.
•    Coordinate with Corporate Affairs, Legal, Compliance, Finance, Tax, and Supply Chain to ensure appropriate due diligence, contracting, payment, vendor, partner, and third-party controls are in place.
•    Maintain visibility into key governance requirements 
4. Operational readiness
•    Support development and tracking of mitigation plans, readiness checklists, emergency response inputs, and business continuity considerations.
•    Support Corporate Affairs in ensuring above-ground risks are integrated into business planning and decision-making, in close coordination with other subject matter experts.
•    Monitor changes in the operating environment that may affect schedule, cost, access, personnel safety, partner alignment, or investment certainty.
6. Country set-up and business enablement
•    Coordinate practical country set-up requirements, which may include entity establishment support, office and administrative readiness, local service providers, banking and tax considerations, staffing plans, travel protocols, security arrangements, and logistics support.
•    Work with functional teams to identify minimum operating requirements for safe and compliant business presence in each country.
•    Support onboarding of in-country personnel, contractors, consultants, and visiting business teams as needed.
•    Drive fit-for-purpose processes that enable progress while maintaining required controls.
7. Stakeholder relationships
•    Have and maintain positive relationships with:
o    National Oil Corporation (NOC) 
o    Ministry of Oil and Gas 
o    Relevant permitting authorities 
o    Security and logistics providers 
o    Industry associations 
o    Other international operators

Required Qualifications
•    Libyan national with strong professional credibility and reputation.
•    Significant leadership experience within Libya.
•    Experience engaging with government entities, regulators, state-owned enterprises, or National Oil Company stakeholders.
•    Strong understanding of the Libyan business and regulatory environment.
•    Demonstrated ability to represent multinational organizations with professionalism and integrity.
•    Fluency in Arabic and working proficiency in English.

Preferred Qualifications
•    Experience with international oil companies, energy service companies, or major multinational organizations.
•    Experience supporting market entry, business expansion, or strategic stakeholder engagement initiatives.
•    Familiarity with compliance, ethics, governance, and risk-management frameworks.
•    Experience working with international teams and global corporate structures.
