Roles & Responsibilities

Role objectives

Technical tools and decisions

  • Finalize, with BSC and our client Libya, all MICS Plus survey tools, CATI questionnaires, protocols and technical documentation (sample design, questionnaire drafting/revision, tabulation plans).
  • Support implementation of key technical decisions across all phases: sample design, CATI system preparation and testing, training, data collection, processing, quality assurance, analysis, reporting and dissemination.
  • Facilitate technical reviews by sampling, data-processing and household-survey experts at key stages, ensuring feedback is documented and incorporated.

Fieldwork, data and analysis

  • Support training of CATI interviewers and supervisors (call handling, respondent protocols, quality control, use of the digital data collection system).
  • Provide close monitoring and technical support during the initial days of each data collection round to ensure operational readiness and adherence to protocols.
  • Process and review incoming data with the BSC MICS Plus team timely quality checks, correction of data issues and documentation of data-quality findings.
  • Develop tabulation programmes, indicator tables and analysis outputs with the BSC data- processing team and our client in Libya.

Coordination, reporting and archiving

  • Provide technical and managerial support to BSC in the day-to-day running of MICS Plus, and coordination/supervisory support to the BSC data-processing and CATI data-collection teams during active data collection.
  • Maintain regular communication with our client in Libya and BSC; support UNICEF HQ/RO/CO MICS consultants and experts.
  • Support data interpretation sessions, stakeholder dissemination workshops and communication events; document lessons learned, bottlenecks and good practices.
  • Ensure proper archiving of all MICS Plus tools and products, and prepare a comprehensive final process report on the setup, implementation, results, challenges and recommendations for institutionalizing high-frequency data systems within BSC.

Additional and cross-cutting support

  • MICS7 Libya finalization support quality review and finalization of the survey report and prepare GIS-based outputs (maps and geospatial visualizations of key indicators).
  • MODA / multidimensional child poverty provide coordination and support to the MODA consultant conducting the analysis (using MICS7 and, where relevant, MICS Plus data): facilitate access to datasets/documentation, coordinate between BSC, UNICEF Libya and the MODA consultant, and support review and finalization of outputs.
  • Programme monitoring follow up with our client in Libya sections and partners on results reportin in eTools (incl. PCA/partnership progress) and support data collection from sections/partners via ActivityInfo (form design/adjustment, data-quality checks, consolidation).
  • Other monitoring tasks as required by the PME Section (field-monitoring support, dataconsolidation, dashboards)

Project reporting

Reports to our client's Libya Country Office (PME Section), collaborating with the our clients Regional Office and HQ MICS teams and with BSC focal persons. Regular implementation updates to our client in Libya, with increased frequency during data collection, data processing and reporting.

Stage deliverables submitted per the delivery schedule

  • Comprehensive final process report and full documentation archive at the end of the assignment.
  • MICS7 Libya final report and GIS outputs finalized.
  • MODA coordination and support provided; MODA outputs reviewed and finalized with the MODA consultant.
  • Ongoing programme monitoring support eTools reporting follow-up and ActivityInfo data collection/consolidation (within the overall fee).

Key competencies

  • Strong computer skills and strong expertise in statistical analysis software, particularly SPSS.
  • Knowledge of CSPro, Stata, R or other data-processing and statistical software (asset).
  • Strong coordination, communication and interpersonal skills.
  • Ability to work with government counterparts, our clients technical teams and external consultants.
  • Ability to manage deadlines, document decisions and ensure timely delivery of outputs.
  • Familiarity with GIS/mapping tools for producing maps and geospatial visualizations (asset).
  • Familiarity with multidimensional child poverty analysis (MODA) (asset).

Team management

Provides coordination and supervisory support to the BSC MICS Plus team (data-processing team and CATI data-collection team), particularly during active data collection. This is a technical coordination role, not a our clients line-management position.
