  1. Background and context about Youth Connect Programme




Youth Connect is a nine-month programme funded by the British Council that focuses on youth skills development and community-led change. The programme supports young people aged 18–35 to identify challenges within their local contexts, conduct research, engage with peers and stakeholders, and collaboratively define priorities and solutions. Through workshops, dialogue sessions, mentoring, and collective action, young people are equipped with leadership, decision-making, and civic engagement skills that enable them to actively contribute to their communities. At the same time, the programme works to strengthen confidence among young people that positive change is possible, while encouraging greater recognition among stakeholders of the value of meaningful youth participation in community and decision-making processes.



Youth Connect is delivered in partnership with civil society organisations and national entities to ensure strong local ownership, sustainability, and measurable impact. The programme aims to strengthen the capacity of local partners to design and deliver effective, inclusive, community-based youth programmes through training, mentorship, and continuous support. It promotes inclusive youth participation, ensuring equitable access for diverse groups, including those facing additional barriers to engagement. Through Collective Action Projects (CAPs), young people work alongside CSOs and local stakeholders to design and implement practical solutions to local challenges, while stronger youth networks and alumni engagement help sustain learning, leadership, and collaboration beyond the programme cycle. By fostering trust and stronger collaboration between youth, civil society, local authorities, and community actors, Youth Connect contributes to a more inclusive and enabling environment for civic participation and long-term community development.



  1. About the role of the Lead Master Facilitator and Lead Mentor




The Lead Master Facilitator and Lead Mentor will provide technical leadership, mentoring, and quality assurance across the Youth Connect programme, supporting local partner CSOs, facilitators, and mentors in delivering high-quality youth learning journeys.



The role includes supporting the design and delivery of key programme activities across the full Youth Connect cycle. The consultant will strengthen partner capacity through mentoring, coaching, regular feedback, and technical guidance, while ensuring delivery aligns with Youth Connect methodology, safeguarding, inclusion, and quality standards. The role also supports programme monitoring, reporting, national trainings, Communities of Practice (CoPs), stakeholder engagement, and stronger connections between young people and local actors.



Given the presence of youth cohorts across Libya’s East, West, and South regions, the role may require domestic travel to support delivery and partner mentoring across multiple locations.



The consultant will report to the Head of NFE Libya and work closely with the British Council NFE team, local partner CSOs, facilitators, mentors, and the wider regional Youth Connect network.



3.1 Key responsibilities: 



Facilitation, Mentorship & Coaching  



  • Train, mentor, and provide ongoing support to the programme network of facilitators, trainers, local partners, and youth participants throughout the programme, including regular feedback and improvement plans to strengthen delivery quality.




  • Co-facilitate and monitor training and mentoring sessions with local partner facilitators to provide mentorship to mentors and/or participants and to ensure consistent delivery, quality standards, and alignment with the Youth Connect methodology.




  • Provide expert insights and best practices to strengthen the overall programme impact throughout the learning journey.




  • Ensure seamless communication between facilitators, local partners, and the British Council team.




  • Ensure effective attendance and participation in national and regional partners’ meetings and CoPs, sharing Libya’s updates and best practices with UK consultants and regional Master Facilitators. 




  • Promote inclusive leadership throughout programme delivery by mentoring facilitators, local partners, and young people, reinforcing workshop learning and key messages, and ensuring the active inclusion and participation of young women, marginalised groups, and vulnerable youth across all activities.




Supporting Programme Implementation  



  • Review and provide feedback on training agendas, programme technical documents, and plans to align with programme objectives, learning needs, and toolkits.  




  • Arrange regular check-ins with local partners and facilitators and attend country-level meetings to review, track progress, provide feedback and discuss upcoming plans. 




  • Support the project team in programme implementation and monitoring and provide guidance to local partners in delivering key activities across multiple locations, including onboarding, training workshops, collective decision-making events, research, design workshops, and Look Back Move Forward sessions, through clear briefings and delivery support.




  • Ensure local partners utilize available toolkits and guidelines to maintain quality standards.  




  • Lead technical programme delivery, including national trainings for local partners, facilitators and mentors.  




  • Review and approve proposals and CAP applications with the British Council’s Regional MENA Director for Non-Formal Education. 




  • Conduct interviews, evaluations, and support the selection process for facilitators and local partner CSOs (if required).  




  • Support the delivery of the Youth Thriving Measure (YTM). Coach local partners and facilitators on how to effectively brief programme participants on YTM content and expectations.




  • Support the British Council NFE team in the planning, management, and delivery of national events, workshops, and training sessions across programme activities, as required.




  • Support and advise local partner CSOs and mentors in building strong connections between the programme, young people, and key local stakeholders, including government bodies, civil society organisations, and community leaders, to strengthen the impact of young people’s CAPs through collaboration, knowledge sharing, and network support.




Strengthening Partner Capacity  



  • Coordinate, mentor, and coach local partners to ensure consistent and effective execution of the learning journey.  




  • Facilitate discussions including lead and deliver national Community of Practice (CoP) Libya and reflection sessions at the country level to track progress and address challenges.  




  • Identify areas where partners/Facilitators or mentors need additional training or support and provide it.  




Training Material Development  



  • Adapt or develop training materials and toolkits, as required.  




  • Develop necessary templates (e.g., presentations, workshop checklists, etc.).  




  • Ensure all materials meet branding requirements and include presentations, activity plans, and facilitation guidelines. And local partner and facilitators briefed and inducted on it.




Reporting, Monitoring, and Communications  



  • Consolidate quarterly reporting by integrating feedback from partners and facilitators, documenting programme activities, evidence, lessons learned, best practices, and emerging stories from delivery, while providing regular progress updates and key observations to the programme management team.




  • Attend local partner activities, where feasible, to monitor the quality of implementation and strengthen partner capacity and delivery where needed. 




  • Contribute to quarterly donor progress reports, as required.




Regional Collaboration:



  • Engage in a regional Youth Connect mentors' network to facilitate the sharing of learning and strategies on how to achieve greater impact, while providing updates and lessons learned from the Libya delivery. 




  • Collaborate and assist with assigned regional tasks as required by the regional team.

4.1 Important Note: The British Council has an internal daily rate limit. If the selected bidder/consultant proposes a rate exceeding this limit, they will be required to adjust it to align with our internal ceiling rate. Failure to do so will result in disqualification, and we will proceed with the next highest-ranked applicant/consultant.




The quotation must remain open for acceptance by the British Council for a minimum of sixty days from the date that it is issued to the British Council in response to the requirement. 




This role is a daily-rate consultancy contract. Travel expenses will be covered separately. 




4.2 Working conditions & consultancy details:



  • The consultant(s) will work from Libya, with intermittent travel to programme locations. 




  • Flexibility to work occasional evenings and weekends to meet programme-related requirements. 




  • Assignment Period:between July 2026 and July 2027, with the number of days per month varying based on delivery phase requirements.




  1. Qualifications and experience required.




5.1 Essential Qualifications and Experience:



  • Minimum of 5 years’ experience designing and delivering training, facilitation, and capacity-building programmes for civil society organisations (CSOs), youth engagement, and community development initiatives across Libya.




  • Training of Trainers (ToT) certification or diploma from an accredited institution, with a minimum of 5 years of strong practical experience in facilitation, mentoring, coaching, and supporting trainers, facilitators, and local partners. 




  • Strong understanding of civil society organisations and the wider operating context in Libya, with proven experience working across the East, West, and South regions, including local context analysis, stakeholder engagement, regional differences, access challenges, and adaptive programme delivery. 




  • Proven experience in leading participatory training, mentoring, and facilitation within Youth Connect or similar youth development programmes, including work with vulnerable and marginalised groups.




  • Experience designing facilitator guides, training materials, and programme adaptation tools to support consistent delivery across multiple locations.




  • Experience in monitoring, evaluation, learning (MEL), reporting, and programme quality assurance, with the ability to support evidence-based delivery and learning.




  • Strong experience and practical expertise in inclusion and supporting the meaningful participation of women, marginalised youth, and vulnerable groups. 




  • Strong knowledge of conflict-sensitive programming, youth-centred approaches, and participatory community development methodologies.
