Job Details

The Health Visitor Program is a cornerstone initiative of the Ministry of Health (MoH) of Libya, supported by ou cient, aimed at strengthening community-based Primary Health Care (PHC) services across the country. The programme is expected to be rolled out in all municipalities across the West, East and South regions of Libya. Under the overall guidance of our client Chief of CSD and in close collaboration with the MoH (PHC & NCDC) and the Human Power Development Center (HPDC), the National Consultants will jointly act as the coordination team of the Health Visitor Program at national and regional level. The scale and complexity of rolling out the Health Visitor Programme across all municipalities requires a dedicated national coordination team to ensure technical coherence, quality of implementation, alignment across stakeholders, and integration of routine programme data into the national DHIS-2 platform.

Role objectives

  • a) Coordinate the Health Visitor Programme activities across West, East, and South regions of Libya.
  • b) Provide technical oversight to the National Health Visitor Task Force and ensure alignment across MoH, HPDC, UNICEF, WHO and other partners.
  • c) Oversee the six Health Visitor Field Monitors, review their workplans and reports, and consolidate regional performance data.
  • d) Establish and maintain coordination mechanisms at national, regional, and municipal levels.
  • e) Identify implementation bottlenecks and initiate corrective actions in collaboration with counterparts.
  • f) Support the roll-out of cascade trainings and lead the ToT selection and quality assurance process.
  • g) Finalise technical guidance documents (Operational Guidance, Facilitator Guide, Field Guide).
  • h) Support the operationalization of the Tripartite MoU between our client, MoH, and HPDC.
  • i) Integrate routine Health Visitor programme data into the national DHIS-2 system, with SOPs for data flow and quality.
  • j) Facilitate stakeholder coordination (MoH, NCDC, HPDC, our client, WHO and partners).
  • k) Contribute to donor reports, situation updates, and programme documentation.

Project reporting

The Coordination Consultants report to the Chief of CSD, our client Libya Country Office, and provide regular briefings to the National Health Visitor Task Force. Monthly progress reports, coordination packages and consolidated programme reports are submitted for review and endorsement.
