The Position:


Under the direct supervision of the UNFPA Representative, the International Programme Coordinator (IPC) plays a leading role in the formulation, coordination, and management of the implementation of the Libya Country Programme. This includes ensuring the integration of population and data, reproductive health, youth, and protection dimensions into the broader development agenda, while maintaining the office's humanitarian preparedness and response capacity. The IPC contributes to strengthening the Country Office's capacity to deliver quality programmes and engages national counterparts, bilateral and multilateral donor agencies, development partners, and other stakeholders to facilitate the delivery of the country programme, in addition to acting as the officer in charge to the representative upon request


The position is based in Tripoli, Libya.

Job Purpose:


The IPC will contribute to expanding the range of UNFPA deliverables in Libya within the new Country Programme and the Strategic Plan 2026-2029, in collaboration with national stakeholders, UN agencies and donors, and will lead UNFPA programme activities in country. The IPC will support the Representative and contribute to UN system coordination through participation in inter-agency meetings, positioning UNFPA into joint common system initiatives, and representing UNFPA in government-led thematic initiatives as needed.


The role is responsible for leading programme planning, implementation and monitoring and performance management; advancing UNFPA’s policy and advocacy agenda; and building and maintaining strong partnerships with government counterparts, donors, UN agencies, development partners, civil society, and local communities to maximize impact and results in line with UNFPA priorities and standards.


You would be responsible for:


  • Programme Management and Coordination:


    • Facilitate the achievement of programme results by identifying, providing, and coordinating inputs into programme development and implementation across programme areas. 
    • Provide direct strategic supervision and performance management of programme staff, including Integrated Service Delivery functions and relevant consultants.
    • Foster a culture of accountability, collaboration, and results-based performance within the programme team.
    • In collaboration with the Operations Manager, coordinate the annual work planning and results reporting process for the country programme, ensuring efficient and effective use of resources in compliance with UNFPA financial rules, regulations, and procedures.
    • Ensure implementation of audit recommendations and strengthen internal control systems, risk management processes, and programme compliance mechanisms in close coordination with operations.
    • Accountable for oversight of programme resources, ensuring strategic allocation aligned with priorities and funding projections. Establish and monitor quality assurance systems to safeguard programme integrity, efficiency, and fiduciary accountability.
    • Provide strategic oversight of donor engagement, resource mobilization planning, and quality assurance of donor reporting to strengthen funding sustainability and visibility.
    • Promote a results-based approach, integrating innovative policies and strategies into the design of programmes,  implementation of country programme (extended to end of 2027), and projects. Ensure programmes are responsive to the country’s needs in areas of UNFPA’s strategic priorities.
    • Support the Country Office in leveraging environmental scans and resource mobilization and partnership analyses, using strategic entry points to strengthen all aspects of the ICPD and UNFPA mandate at the programme level.
    • Promote knowledge sharing and continuous learning, including testing, evaluating, and documenting innovative strategies and best practices internal and external to UNFPA, and integrating these as appropriate into UNFPA programme design.
    • Oversee the planning and implementation of mandatory programme evaluations and provide strategic guidance and technical support to programme monitoring and evaluation studies, and other relevant research undertakings.
    • Coordinate and participate in UN-wide and development partner discussions and represent UNFPA in inter-agency meetings and forums, ensuring smooth cooperation with other UN agencies In Libya.
    • Lead and oversee the operationalization of the Country Office realignment, ensuring consolidation of programme areas into an integrated delivery model, strengthening programme–operations alignment, and embedding accountability mechanisms in line with audit recommendations.
    • Provide strategic oversight and leadership of humanitarian response programming,  in conflict-affected and hard-to-reach areas, ensuring adherence to humanitarian standards and protection principles.
    • Ensure that programme implementation is risk-informed and conflict-sensitive, aligned with UNFPA policies and Business Continuity Planning requirements, and duty-of-care obligations

    Technical Support and Capacity Building:



    • Support the Representative in positioning UNFPA as the leading UN Agency on population and date, Youth, Women Protection and Empowerment and reproductive health and population and development in Libya.
    • Ensure compliance of programme implementation with UNFPA corporate technical and programme policies and guidelines. 
    • Assess implications of new policy developments and strategies on programme execution and ensure their integration as relevant.
    • Assess national-level technical assistance needs in substantive programme areas and coordinate and lead capacity development activities to enhance the skills and capacities of government personnel from Health, Statistics, and other relevant ministries.
    • Develop institutional capacities of ministries in undertaking surveys, policy, programmatic research assessments and studies, censuses, and data management.
    • Provide technical guidance and notes on policy reforms and implementation related to the ICPD, including population and sustainable development.
    • Ensure the analysis and synthesis of substantive trends, emerging needs, and research findings in the country to produce new, cutting-edge technical knowledge.

    Partnerships and Advocacy:



    • Support the Representative in conducting policy dialogue with the Government, UN, and other development partners to incorporate and position UNFPA’s priorities and agenda into national plans and strategies, and UN systems, initiatives, and development frameworks.
    • Participate in UN-wide and development partner discussions on SDGs and represent UNFPA in inter-agency meetings, ensuring smooth cooperation with other UN agencies in Libya.
    • Maintain collaborative relationships, promoting strategic partnerships and alliances with counterparts in government, multilateral and bilateral donor agencies, and other stakeholders to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate.
    • Support advocacy and resource mobilization efforts of the Country Office by ensuring the preparation of relevant documentation, such as project summaries and funding proposals, conference papers, speeches, and donor profiles, and participating in related meetings with the government and other stakeholders.
    • Translate global strategies into country-specific advocacy strategies, including creating and delivering evidence-based advocacy messages to promote UNFPA’s programme goals, considering political and social sensitivities.
    • Acts as Officer-in-Charge in the absence of the Representative, as required.  Carry out any other duties as may be required by the Country Representative.

Qualifications and Experience: 


Education:  


  • Master degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related social science discipline.

Knowledge and Experience: 


  • At least 7 years of progressively responsible professional experience in programme management and/or development, including project designing, appraisal and management, relevant to population and development activities
  • Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities and enhance the localization agenda
  • Good experience in managing and coordinating partnerships with Government, Civil Society, Private Sector, UN Agencies, donors, and/or other bi and multilateral partners 
  • Proven ability to lead negotiations and resource mobilization efforts.
  • Proven ability to lead and manage teams to achieve demonstrable results.
  • Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships.

Field experience and prior experience in UNFPA and theUN system is a strong asset


Languages: 


  • Fluency in English required, and fluency in Arabic is a strong asset.
