The Kaizen Company is seeking applications for a Senior training and capacity-building consultant position under a USAID-funded activity in Jordan. The Enhancing School Management and Planning (ESMP) Project objective is to develop sustainable system and process improvements related to school planning, design, construction, and maintenance and enhance the staff capabilities within Jordan’s Ministries of Education (MOE) and Public Works and Housing (MPWH) to improve the school management and planning process, and the quality of school environments in Jordan.

The scope of this project is to provide assessment expertise, technical assistance, capacity building, collaboration, and facilitation to targeted stakeholders to institutionalize ESMP-supported training programs.

Scope of the assignment

The primary objective of this consultancy is to oversee and facilitate the institutionalization of ESMP training modules within the Ministry of Education (MOE) and the Ministry of Public Works and Housing (MPWH) by customizing and integrating these modules into the existing training frameworks of both ministries.

Tasks and Responsibilities:

  • Conduct an initial assessment of the current training frameworks and institutional needs of the Education Training Center (ETC) at MOE and the training department at MPWH.
  • Develop a detailed work plan outlining the steps required for the institutionalization of the ESMP training modules, including timelines, resources needed, and key milestones.
  • Facilitate meetings with key stakeholders from ETC-MOE and the training department at MPWH to discuss and agree upon institutionalization needs.
  • Maintain regular communication with relevant stakeholders to ensure alignment with the TAP framework, particularly in relation to training guide creation, trainee training, and accreditation criteria.
  • Review and analyze the ESMP training modules to identify areas requiring customization to meet the specific requirements of MOE and MPWH.
  • Work closely with ETC and MPWH training department to adapt the training packages, ensuring they are relevant, effective, and aligned with the standards and expectations of both ministries.
  • Develop comprehensive training guides and materials tailored to the institutional needs of MOE and MPWH.
  • If needed, conduct training sessions.
  • Support the development of a sustainable model for ongoing professional development within both ministries, ensuring long-term institutionalization of the training modules.

 

Deliverables:

  • Initial Assessment Report: A detailed report outlining the current training frameworks, institutional needs, and a proposed work plan for the institutionalization of ESMP training modules.
  • Customized ESMP Training Packages: Comprehensive training guides and materials tailored to the needs of MOE and MPWH.
  • Meeting Minutes and Reports: Documentation of meetings and consultations with ETC, MPWH, and other stakeholders, including key decisions and agreed actions.

Qualifications:

  • Advanced degree in Human Science with specialized certification in training.
  • Minimum 10 years of experience in training program development, customization, and institutionalization, preferably within governmental or educational institutions
  • Prior engagement with the GoJ ministries is essential.
  • Prior experience working with USAID-funded projects is preferred.
  • Proven leadership abilities for managing capacity-building programs and policy improvements.
  • Experience developing and managing relationships with donors and government/public sector partners.
  • Excellent project management skills, with the ability to manage multiple tasks and deadlines.

Strong communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
